No cancellation announcement appears in the NASA and Boeing updates reviewed through October 8, 2026. The program has serious unresolved hurdles: NASA’s inspector general still described Starliner as uncertified in June 2026, and NASA says another flight carrying cargo—not astronauts—is planned before certification. That is a troubled program and a changed flight plan, not proof that Boeing is canceling it.
Has Boeing canceled the Starliner project?
No. The official updates reviewed through October 8, 2026, do not report that Boeing or NASA has announced a cancellation. NASA and Boeing published development plans on September 28, 2026, including additional crew missions and work to certify a new rocket for crew transportation to low Earth orbit. These are plans, not confirmation that a future launch date is fixed or that certification is assured.
Boeing’s Starliner-1 mission updates report the same September 2026 development update and say Boeing believes identified technical issues have been addressed. That is Boeing’s assessment; it is not an independent NASA certification decision.
It helps to distinguish three different things: a spacecraft can be uncertified, a mission plan can change, and a company or agency can cancel a program. NASA’s June 2026 oversight materials establish the first two points but do not announce the third.

Why is Starliner considered a troubled program?
NASA’s Office of Inspector General (OIG) said on June 30, 2026, that Starliner remained uncertified and that its three flight tests had revealed a significant number of unexpected issues with varying levels of mission risk. The OIG’s audit summary says the next Starliner flight before certification would carry cargo rather than astronauts, allowing NASA to validate changes while prioritizing safety. The OIG does not give a probability that Boeing will cancel the program.
The record is serious, but the available contract figures need careful interpretation. The OIG reported that NASA’s 2014 fixed-price Commercial Crew contract awards were $4.2 billion for Boeing and $2.6 billion for SpaceX. Those are the original award values—not Boeing’s total lifetime Starliner costs, its current losses, or a forecast of what NASA would save by canceling.

What went wrong on Starliner’s first crewed test?
Starliner’s first crewed flight test launched on June 5, 2024. During its approach to the International Space Station, the spacecraft experienced helium leaks and reaction-control thruster problems. NASA chose to return Starliner without its crew, citing crew safety and the value of collecting additional performance data. The two astronauts later returned to Earth aboard SpaceX Crew-9. NASA’s 2024 return-status FAQ says, “The agency’s commitment to safety drove the decision.”
NASA’s 2026 investigation looked beyond a single technical fault. Its September 2026 summary says the service-module thruster performance problems involved a combination of factors, including the thermal environment and features inherent in the design. The investigation report describes thrusters triggering fault-detection, isolation and recovery actions during rendezvous. NASA said its Program Investigation Team produced 61 recommendations addressing technical, organizational and cultural issues surrounding the uncrewed return.

That finding matters because it does not reduce the incident to one simple cause. NASA examined the spacecraft’s behavior as well as broader organizational and cultural contributors; the agency’s public summary does not establish that any one factor alone explains the outcome.
What is supposed to happen before astronauts fly again?
According to the OIG’s June 2026 audit summary, the next flight before certification is intended to carry cargo rather than astronauts. That flight would give NASA a chance to validate changes before approving Starliner for crew transport. NASA and Boeing’s September 28, 2026, update also describes continuing development plans, but the cited updates do not establish a guaranteed launch date.

NASA’s OIG reported that Crew Dragon was certified in 2020 and had completed 12 crewed missions by June 2026. NASA used Crew-9 to bring the Starliner test crew home after deciding Starliner should return uncrewed. Those facts show that NASA had another certified crew-transport system available for that return; they do not establish that the two spacecraft are interchangeable for every mission or prove what NASA or Boeing will decide about Starliner.

The OIG’s June 2026 summary of Commercial Crew schedule, cost and safety challenges provides the oversight context for the program. The available evidence supports a distinction between Crew Dragon’s established certification and Starliner’s continuing certification work, not a prediction of a cancellation decision.
What could change the answer?
A later formal announcement from Boeing or NASA could change Starliner’s status. As of October 8, 2026, however, the latest cited NASA update describes continued development, while NASA’s OIG still calls the spacecraft uncertified. Until an official cancellation announcement appears, “Boeing may cancel Starliner” remains speculation rather than a confirmed outcome.
