The company identity and the type of action also need careful checking: a report about a different Anhui company and a search snippet describing criminal measures do not establish a securities-regulator investigation of Gourgen’s controller.
What is confirmed—and what is not
The materials available do not confirm that a securities regulator has opened an investigation into the actual controller of Anhui Gourgen Traffic Construction. The Anhui securities regulator’s index lists administrative penalty decisions dated September 16 and July 31, 2026, but the inspected index does not identify an investigation of the controller named in this claim. An index listing, without a document linking the action to the company or person, is not confirmation.

Nor was an official company announcement or regulator notice found that establishes the claim. That means the allegation should be treated as unverified, not as a confirmed investigation or finding of wrongdoing.

Why company identity matters
A retrieved 2026 half-year report belongs to Anhui Wantong Technology Co., Ltd. (安徽皖通科技股份有限公司), not the company named in the claim, Anhui Gourgen Traffic Construction. Wantong’s report says its actual controller did not change during the reporting period. That statement cannot be transferred to Gourgen.
#1 Best Overall
A sponsor document likewise concerns Wantong. It describes specified investigation-status and major-violation matters involving Wantong’s issuer, directors, senior officers, controlling shareholder, and actual controller. It does not establish the status of Gourgen or its controller.
Separate reports do not prove a regulator investigation
Reported share auction
A secondary roundup reported that Xiangyuan Holding planned to auction 5.01% of Anhui Gourgen Traffic Construction’s shares. That is an ownership-related report; it does not confirm an investigation by a securities regulator.

Criminal compulsory measures
A search-result snippet for stock code 603815 refers to an actual controller subjected to criminal compulsory measures by a public-security bureau. The underlying page could not be opened, and the snippet does not verify the person’s identity or connection to the claim. In any case, a criminal measure by public security authorities is not the same as a securities-regulator investigation.
What would verify the claim
A reliable confirmation would need to identify the company and the person in a primary document, then specify the authority and legal action. A company exchange disclosure or regulator notice should make it possible to check:

- Introducing Amy C. Gaudion as the new author, currently serving as the co-chair of the AALS Section on National Security Law
- New chapter added: 'The Role of Law, Lawyers, and Institutions in the National Security Decision-Making Process'
- Revised and updated chapters focusing on government responses to domestic emergencies and the domestic use of the military
- Included new cases such as Trump v. United States, Federal Bureau of Investigation v. Fazaga, and more
- the company’s exact Chinese name and, where applicable, ticker;
- the person named and whether the notice identifies that person as the actual controller;
- which authority issued the notice;
- whether the action is a securities or administrative investigation, a penalty decision, or a criminal measure;
- the notice date and any stated consequences for company operations or control.
An investigation notice, if one is found, would establish that an investigation was announced—not that the person is guilty or that a violation has been proven.
