An authorized adult can elect to open an account using Form 4547; a separate, narrower set of conditions applies to the Treasury’s one-time $1,000 pilot contribution. The account is not an ordinary savings account: special rules govern contributions, investments and withdrawals while the child is under 18.
What is a Trump Account?
A Trump Account is a traditional individual retirement account established for the exclusive benefit of a child. The child is the account owner and beneficiary. While the child is a minor, the authorized adult named on Form 4547 generally acts as the responsible party. The account must be held by a trustee that is a bank or an IRS-approved nonbank trustee. The IRS’s initial guidance, Notice 2025-68, addresses account creation and rollovers, contributions, eligible investments, distributions, reporting and coordination with other IRA rules.
Who can elect an account?
Opening an initial account and qualifying for the $1,000 pilot contribution are separate tests. A child may generally have an initial account elected if the child will be under 18 at the end of the election year, has a valid Social Security number issued before the election, and no one has already filed an account election for the child. For a 2026 election, the Form 4547 instructions say the child must have been born after December 31, 2008.
For an initial-account election, an eligible person is generally considered in this priority order: legal guardian, parent, adult sibling, then grandparent. If multiple people qualify at the applicable priority level and no earlier election has been filed, any of them may make the election. The person filing represents under penalties of perjury that they are authorized.

Does my child qualify for the $1,000 contribution?
The pilot contribution is a one-time $1,000 payment from Treasury, not an annual payment. In addition to the pilot-election conditions, the child must be a U.S. citizen, have a valid Social Security number, and be born from January 1, 2025 through December 31, 2028. The person making the pilot election must anticipate that the child will be their qualifying child for the election year. The Form 4547 instructions also describe an exception concerning the qualifying-child dependency filing issue for elections filed with the authorized individual’s 2025 income tax return.
Trump Account contributions cannot be made before July 4, 2026. Treasury is to make the pilot contribution after the election and confirmation that the initial account has been opened, and not before that date. IRS guidance does not promise a particular deposit date for an individual account.

How do I submit Form 4547?
Form 4547 is the election form. The IRS allows authorized individuals to submit it through an IRS Individual Online Account and check submission status there. The IRS says to have an ID.me account, the child’s Social Security number, date of birth and address ready. It estimates the online process will take 5 to 10 minutes; that is the agency’s estimate, not a measured processing time.
- Check the current form and eligibility rules. Use the IRS Form 4547 instructions and the Trump Accounts overview before filing; confirm you are authorized and whether you are electing only an initial account or also making a pilot-contribution election.
- Prepare the required information. Have the child’s Social Security number, date of birth and address available, along with your ID.me sign-in for the online route.
- Submit Form 4547. File through the IRS Individual Online Account, with an e-filed tax return, or on paper as the current form instructions allow.
- Check submission status. For an online filing, use the Individual Online Account to view status. Filing the election is not a guarantee of a particular pilot deposit date.
The IRS cautions filers not to attach Form 4547 to Form 1040-X or amend a tax return solely to add the form. Filing directions and form revisions can change, so use the current IRS form page when submitting.

What can be contributed, and what are the limits?
During the growth period, IRS guidance identifies five categories: the pilot contribution; qualified general contributions from specified governments or charities for a qualified class; employer contributions under section 128; full-balance trustee-to-trustee rollovers; and contributions from other sources, including the child, parents or another person.
For contributions from other sources and qualifying section 128 employer contributions, the combined annual limit during the growth period is $5,000. The section 128 employer limit is $2,500 per year and counts toward that combined $5,000 limit. The IRS says both limits are subject to inflation adjustment after 2027. Individual contributions are not deductible under the ordinary IRA deduction provision during the growth period. The pilot contribution, qualified general contributions and rollovers have separate treatment.

How are account funds invested?
During the growth period, funds must be held in eligible investments. In an August 2026 announcement, the IRS described proposed regulations under which an eligible investment generally would be a mutual fund or exchange-traded fund tracking an index of primarily U.S. companies, without leverage, and with annual fees and expenses no greater than 0.1% of the fund balance. Under the proposal, if the beneficiary does not choose an eligible investment offered by the trustee, funds would automatically go into an eligible investment selected by the trustee.
These are proposed, not final, investment rules. The IRS announcement set October 20, 2026, as the deadline for comments. The cited IRS materials do not establish which providers are accepting accounts, their fees or their investment menus. Check the final rules and any trustee’s terms before relying on a particular investment option.

When can money be withdrawn?
The growth period starts when the initial account is established and ends on December 31 of the year before the year the child turns 18. Distributions during this period are generally restricted. The IRS instructions allow specified rollovers, an ABLE rollover at age 17, distributions of excess contributions and distributions after the beneficiary’s death.
Beginning January 1 of the year the beneficiary turns 18, most traditional IRA rules generally apply. An early distribution may be subject to the 10% additional tax unless an exception applies. Consult the current IRS rules for the specific transaction; the account should not be treated as freely accessible savings.
