What are Ipswich Town’s Portman Road expansion plans?
The club’s stated direction is to explore a larger stadium and wider development around Portman Road, not to deliver one fully approved expansion scheme. In November 2024, Ashton discussed a possible West Stand extension and land secured for potential Cobbold Stand expansion. In December 2025, chief financial officer Tom Ball said, “Forty thousand is the aim,” while describing options still being explored by architects.
Those options have included replacing or expanding the Cobbold Stand, expanding the West Stand and filling corners. Ball also described the challenge of avoiding displacement of season-ticket holders and members during works. His remarks about a possible 18–24-month displacement period and a cost of around £100 million were comments about an evolving proposal, not a confirmed construction programme or approved budget. What did Mark Ashton reveal about Portman Road?
Ashton has framed the plans as more than a single stand project. In a June 2026 interview, he said the club was considering how to integrate the stadium and nearby land in partnership with Ipswich Borough Council and commercial partners. He confirmed an arena was among the proposed developments, but the report did not provide a settled location, size, use or timetable. Ashton said the club would announce details when ready. Earlier, in November 2024, Ashton said a Cobbold Stand expansion was “on the to-do list” but “not top of the to-do list.” He also said he would not take down a stand during a Premier League season. That statement describes his position at the time; it does not set a present construction date. BBC Sport reported the comments on 5 November 2024.
Is Portman Road being expanded to 40,000?
Not on the evidence of the cited reports: 40,000 is an ambition, not a confirmed final capacity or approved scheme. The sources do not establish the final design, how many seats any project would add, an approved stadium-expansion budget, or when major construction would begin.

The West Stand application reported in May 2026 is a distinct project, described as an upgrade to concourse and event facilities rather than approval of a 40,000-seat stadium. The report said Portman Road had a capacity of 30,056 following its 2024 renovation; that figure is reported by The Stadium Business on 29 May 2026 and may vary with configuration.
What is in the West Stand application?
The May 2026 report describes a submitted application to enlarge the ground-level West Stand concourse from 864 to 1,759 square metres. It also lists a fan-zone refurbishment, automated turnstiles, additional parking and kiosk relocation, with the stated aim of improving matchday and non-matchday event facilities. The report gives the West Stand’s capacity as 8,700.

These are amenity and operations changes; the report does not present them as the full long-term expansion or as proof that a 40,000-seat scheme has been approved. The Stadium Business covered the submitted application on 29 May 2026.
Why does the council’s car park matter?
Ipswich Borough Council’s Portman Road area masterplan assigns the proposed car park a sequencing role. The council says it must be built and operational before other masterplan elements can proceed, including a future aquatics centre and possible Cobbold Stand expansion.

The application submitted by the council in March 2026 is for an eight-storey structure with 655 spaces and an adjacent surface car park with 63 spaces, 718 spaces in total. The council forecast construction beginning in late summer 2026 and completion by the end of 2027, conditional on planning approval. This was a forecast for the car park, not confirmation that work had started or a timetable for the stadium expansion. Ipswich Borough Council set out the proposal and condition on 13 March 2026.
