The Des Moines district includes Oak Park, Prospect Park, Sherman Hill, Drake and the East Village north of the Des Moines River. Here is how the candidates describe their positions in a Des Moines Register questionnaire republished by AOL on October 6, 2026. Their answers are candidate statements, not independent assessments of policy effects.
What would each candidate prioritize if elected?
Samy El-Baroudi
El-Baroudi names public education as his top concern. He says he would seek increased annual funding, address previous shortfalls and prioritize school funding early in the legislative session. He also supports Area Education Agency services and says he would work to reverse policies he opposes, including private-school vouchers and book bans. His questionnaire answer calls for protections for LGBTQ+ and immigrant students and engagement with rural communities.
His campaign platform similarly argues that public funds should support public schools and calls for sufficient funding for every student and support for AEAs. These are campaign priorities, not guarantees of legislative action. Samy for Iowa
Ronald Langston
Langston says he wants to strengthen public schools and improve Iowa students’ learning, particularly in mathematics and science. His priorities include predictable and adequate funding, manageable class sizes, respect for teachers and staff, early literacy, career and technical education, special education, mental-health services, affordable early childhood education, arts and sciences, workforce training and safe schools. The clearest education contrast is El-Baroudi’s explicit opposition to vouchers and book bans and his focus on reversing those policies, compared with Langston’s broad list of school investments and academic priorities.
How do they view Iowa’s property-tax law and taxes?
El-Baroudi: progressive income-tax revenue for public services
El-Baroudi frames taxes around which services Iowans want to fund. He argues for a progressive income-tax structure and criticizes moving away from income taxes, linking revenue to schools, mental-health services, homelessness and affordable housing.
Langston: property-tax relief and a Des Moines rebate
Langston calls Iowa’s 2026 property-tax reform a positive step for homeowners. He proposes a special “Capital City Tax rebate” for Des Moines to help offset the costs of serving tax-exempt state properties. He says he would monitor local effects with officials and consider further relief for homeowners and businesses.

The questionnaire records the candidates’ evaluations and proposals; it does not independently quantify the law’s effects or establish how a proposed rebate would work in practice. Their answers point to different emphases: progressive income-tax revenue and services for El-Baroudi, and property-tax relief and a city-specific rebate for Langston.
What do they propose on cancer rates and water quality?
Langston: investigate possible factors
Langston proposes an interim, bipartisan legislative committee to investigate factors behind Iowa’s cancer-rate trend. He says it should involve hospitals, research centers and regional cancer-research authorities and produce a report before the end of the 2026 legislative session.
El-Baroudi: monitor water and address agricultural runoff
El-Baroudi connects his concern about cancer and environmental health in part to water quality and agricultural runoff. He calls for stronger regulation and enforcement to reduce runoff, more water monitoring and support for farmers facing economic pressure. He also asserted in his questionnaire answer that swimming was not recommended at 16 recreation areas. That count is his claim; the questionnaire does not provide the underlying agency listing or its date.

Neither candidate’s statements establish the causes of cancer trends or independently verify water-quality claims. Their approaches differ: Langston emphasizes a legislative investigation and report, while El-Baroudi emphasizes monitoring, runoff rules and farmer support.
Where do they stand on eminent domain and carbon-capture pipelines?
El-Baroudi: use eminent domain sparingly
El-Baroudi describes eminent domain as a powerful tool that should be used sparingly and only for the public good. He cites a city bike-trail project that used eminent domain at his home and expresses concern about expanding its use for carbon-capture pipelines. He says he would consult stakeholders.

Langston says eminent domain can be appropriate for projects with significant public benefit, such as roads, public utilities and critical infrastructure, after careful negotiations with landowners have been pursued and exhausted. For pipelines, he says decisions should weigh public value, safety, environmental effects and compensation.

Neither answer is a blanket endorsement or rejection of every proposed pipeline. The distinction is in the stated threshold and conditions: El-Baroudi stresses sparing use and stakeholder consultation; Langston specifies public benefit, exhausted negotiations and factors to weigh.

Langston: balance budgets without relying on projected funds
Langston rates Iowa’s budget handling generally positively while acknowledging analysis he says suggests 2026 budget estimates may exceed annual gross general-revenue spending. He emphasizes balancing the next two fiscal years without relying on reserves or estimated surpluses, alongside transparency and fiscal accountability. The questionnaire does not include the underlying fiscal analysis, so that estimate description is attributable to Langston.
El-Baroudi: restore progressive revenue and prioritize services
El-Baroudi opposes what he characterizes as cuts to services for vulnerable residents to finance tax reductions for wealthier residents. He proposes restoring a progressive tax structure and prioritizing education, healthcare, housing and food security, environmental investment, wages and workers.

Their answers differ over both revenue and spending priorities: Langston emphasizes balancing budgets without reliance on reserves or estimated surpluses; El-Baroudi emphasizes progressive taxation and funding a broad set of services. Both are statements of priorities, not detailed budget plans.
What else should voters know about the district?
An Iowa State University Extension and Outreach district profile, created February 5, 2026, reports that a majority of District 17 registered voters were registered Democrats according to Iowa Secretary of State totals from November 2025.
