Investor Focus: UK Mortgage Rates, Dividend Stocks and the £15,000 Allowance Proposal

Morningstar’s October 2026 roundup raises three questions. Here’s what current UK rules say about mortgage rates, the £15,000 allowance proposal and dividends.

Three separate questions sit behind this UK investor roundup, published by Morningstar on 10 October 2026: why its report says average mortgage rates are over 6%, whether the personal allowance could rise to £15,000, and which FTSE 100 shares offer the strongest dividends. The figures need different qualifications: Bank Rate is not a mortgage quote, £15,000 is not the current personal allowance, and the accessible roundup does not establish a ranked list of dividend stocks.

Why does Morningstar say mortgage rates are over 6% when Bank Rate is 3.75%?

They measure different things. Bank Rate is the Bank of England’s policy rate; a mortgage rate is the price a lender offers on a particular loan, subject to its terms and the borrower’s circumstances. On 17 September 2026, the Bank held Bank Rate at 3.75%. The Bank explains that its rate influences lenders’ rates, but it is not a direct mortgage quote. Bank of England: September 2026 decision.

Morningstar’s 10 October roundup says the average mortgage rate is over 6%. The accessible report does not identify the average’s term, loan-to-value (LTV), lender sample or calculation date, so treat that as the roundup’s headline rather than a universal rate available to every borrower. A meaningful comparison needs the product’s fixed or variable rate, term, LTV, fees, eligibility requirements and quote date. The Bank of England’s July mortgage-rate reporting, for example, distinguishes quoted rates by two- and five-year fixed terms at 75% LTV. Bank of England: July 2026 Financial Stability Report.

The Bank’s September statement also linked the outlook to global energy costs and inflation. Governor Andrew Bailey said: “Today, we’ve held Bank Rate at 3.75%. So far, higher global energy costs have had a limited effect on price and wage setting in the UK. But the longer this volatility persists, the bigger the impact it will have on inflation, and the more likely it is we will need to raise Bank Rate to ensure that inflation falls back to our 2% target.” That statement describes the policy outlook, not a promise about the direction or timing of any individual lender’s mortgage rates.

Will the UK personal allowance rise to £15,000?

Not under the current 2026/27 rules. The personal allowance is £12,570 for the tax year running from 6 April 2026 to 5 April 2027, and the House of Commons Library says it is due to remain at that level until April 2031. The £15,000 figure is a possible proposal, not the current statutory allowance. No change should be treated as settled unless announced and brought into effect through the relevant policy and legislation. House of Commons Library: Direct taxes 2026/27.

The allowance is the amount of income an individual can receive before paying income tax, subject to the rules that apply to their circumstances. The Commons Library states: “No tax is charged on income up to the personal allowance, which is set at £12,570 for 2026/27.” A proposed increase would matter only if it were confirmed, including its effective date and who qualifies; until then, use the enacted amount for tax planning.

Which UK shares pay the highest dividends?

The Morningstar roundup points readers to a FTSE 100 dividend monitor, but the accessible page does not show its ranked companies or forecast yields. It mentions HSBC and reports that the company is expected to pay more than £10 billion in dividends in 2026. That is an estimate reported by Morningstar, not a verified final payout or a ranking of the best dividend shares. Without the monitor’s dated figures and methodology, it would be misleading to name a top-stock list or present a yield ranking.

When comparing dividend shares, distinguish forecast yield from dividends actually paid. Yield can change with the share price and may look high because the market expects a dividend cut. Consider the company’s cash generation and dividend cover, payout history, balance-sheet risk, sector concentration and valuation alongside yield. A high yield alone does not establish that a share is a sound investment.

How are UK dividends taxed in 2026/27?

The dividend allowance is separate from the income tax personal allowance. HMRC sets the dividend allowance at £500 for 2026/27. For dividends above that allowance, the tax rate depends on the investor’s total taxable income and tax band; someone whose income spans bands may pay more than one rate.

Tax band Dividend tax rate above the £500 allowance
Basic rate 10.75%
Higher rate 35.75%
Additional rate 39.35%

These are HMRC’s 2026/27 rates. The Finance Act 2026 raised the ordinary dividend rate from 8.75% to 10.75% and the upper rate from 33.75% to 35.75% from April 2026; the additional rate remains 39.35%. HMRC: Tax on dividends and HM Treasury: Income tax and National Insurance contributions.

Dividends from shares held in an ISA are not subject to dividend tax, according to HMRC. The allowance and rates above describe dividends outside that tax-free treatment; check your full income and circumstances when working out your liability.

What to take from the three headlines

  • For mortgages, compare dated lender quotes on the same term, LTV and fee basis; do not treat Bank Rate as the rate a borrower will receive.
  • For income tax, £12,570 is the 2026/27 personal allowance. A £15,000 figure remains a proposal unless it becomes official policy and law.
  • For dividends, use HMRC’s current-year tax rules and assess a share on more than forecast yield. The roundup’s accessible material does not support a verified ranking of the best FTSE 100 dividend stocks.
