Investing in Corporate Bonds Through OBPPs: How to Read SEBI’s New Credit Risk-o-Meter

SEBI’s Credit Risk-o-Meter makes a debt security’s credit rating easier to scan. Here’s how Indian investors using OBPPs can read the bands—and what the label leaves out.

SEBI’s new Credit Risk-o-Meter is a visual guide to the credit risk of a debt security shown through an Online Bond Platform Provider (OBPP). Read it as a quick way to scan the security’s credit rating—not as a bond recommendation, a measure of every risk, or a judgment on whether its price or yield is attractive.

What the Credit Risk-o-Meter tells you

Credit risk is the possibility that an issuer will not pay interest or principal as promised. The meter groups a debt security’s credit rating into one of six color-coded bands, progressing from green for the lowest credit risk toward red for high to very high risk of default. Green does not mean risk-free.

Mint described the meter as a “traffic light for the credit risk of a bond,” attributing that phrase to Vishal Goenka, Co-Founder of IndiaBonds. Nishchay Nath, Founder & CEO of BondScanner, called it a “first filter” and said: “For retail investors, the easiest way to read it is as a credit-risk ladder, not a recommendation to buy or avoid a bond.” These are expert descriptions reported by Mint, not quotations from SEBI.

How the reported rating bands map

Mint’s October 9, 2026 report attributes the following mapping to SEBI’s circular. The long-term ratings and short-term symbols are reproduced as reported; check the circular for the authoritative mapping, especially the short-term symbols.

Credit Risk-o-Meter band Long-term ratings reported Short-term symbols reported
Lowest credit risk AAA A1+
Very low credit risk AA+, AA, AA− A1
Low credit risk A+, A, A− A2
Moderate credit risk BBB+, BBB, BBB− A3
Moderate risk of default BB+, BB, BB− A4
High to very high risk of default B+, B, B−, C+, C, C−, D A4, D

Mint’s reported table places A4 in two rows. That overlap is reproduced rather than interpreted here; consult SEBI’s circular for the operative short-term treatment.

Why “mutual fund-like” does not mean the same risk measure

The visual analogy is useful, but the measures cover different subjects. SEBI Investor describes the mutual-fund Riskometer as showing the risk level of a scheme. The new meter is narrower: it focuses on the credit risk of a debt security, as mapped from its rating. It does not assess the overall risks of a bond investment or use the mutual-fund measure’s scope.

What the meter does not tell you

Whether the bond is attractively priced

A rating indicates an assessment of the issuer’s ability to repay; it does not tell you whether a bond is attractive at its current price or yield. As Nath told Mint, “A rating only indicates the issuer’s ability to repay. It does not tell investors whether a bond is attractive at its current price or yield.”

How the bond may respond to interest rates

Interest-rate movements can affect a bond’s market price, particularly for longer maturities. The credit band is not a forecast of that price movement.

How easy it will be to sell

Liquidity affects whether you can sell a bond when you want to and on what terms. A credit-risk label does not answer that question. Broader market conditions can also move prices independently of an issuer’s creditworthiness.

How to compare bonds on an OBPP

Use the meter as one comparison point, then examine the security and the terms that matter to your situation.

  1. Read the band and the underlying rating. Check the actual rating and the name of the rating agency shown with the meter. A broad band is a shortcut, not a substitute for the rating detail.
  2. Match maturity to your time horizon. Consider whether the bond’s maturity fits when you expect to need the money. A longer maturity can also mean greater sensitivity to interest-rate changes.
  3. Check whether it is secured or unsecured. Do not infer security from a low credit-risk band; inspect the instrument’s stated structure.
  4. Assess price and yield separately. Compare the offered price and yield against the risks and terms. A higher yield alone is not a reason to accept a lower rating.
  5. Consider liquidity and issuer disclosures. Review the information available about selling the instrument and the issuer before making a decision.

Which debt instruments may carry the meter?

Mint reports that the disclosure applies across multiple classes of debt securities, rather than only retail corporate bonds. Its list includes non-convertible securities (NCS), commercial papers, securitised debt instruments, security receipts, and structured debt or market-linked debentures, in listed and proposed-to-be-listed issuances, across public issues and private placements. The exact coverage should be checked against SEBI’s circular.

What the reported SEBI circular says—and what remains to confirm

SEBI’s legal listing records a circular dated October 7, 2026, titled “Introduction of Credit Risk-o-Meter as an additional disclosure mechanism for debt securities.” It followed an August 13, 2026 consultation paper on mandatory adoption. Mint reported that provisions may commence 45 days after issuance; that timing should not be treated as a confirmed effective date without checking the circular itself.

Mint also reports that unsecured status must be displayed clearly in bold red text and that an OBPP must communicate a rating change within 24 hours of receiving intimation. The exact display requirements and who is responsible for the notification should be confirmed in the operative circular. Mint’s indexed report is dated October 9, 2026, later than the October 8 research timestamp available for this article, so its account is presented as reported rather than as independently verified legal wording.
