Intel’s 15,000-Role Cut: What the 2024 Plan and 2025 Target Mean

Intel’s announced 15,000-role reduction was a 2024 plan—not a verified total through 2025. Here’s how it differs from the later workforce target and what changed beyond jobs.

Intel’s announced reduction of roughly 15,000 roles was a 2024 plan, not a confirmed total of all jobs eliminated through 2025. The company said most of the 2024 actions would be completed by year-end; its 2025 filing later described an expected 15% decline in its core workforce by early 2025. Separate July 2025 reports described a further target to reduce the core workforce to 75,000 by that year’s end. These figures describe different periods and measures, and the later target was not a confirmed result.

Why did Intel announce about 15,000 job cuts?

On August 1, 2024, then-CEO Pat Gelsinger said Intel planned to reduce headcount by roughly 15,000 roles, or 15% of its workforce, as part of a plan to deliver $10 billion in cost savings in 2025. Intel said most actions would be completed by the end of 2024. The $10 billion was a planned savings target, not a reported realized saving. Intel’s announcement attributed the move to revenue growth that had fallen short of expectations, high costs, low margins, and a tougher outlook for the second half of 2024. Gelsinger also said Intel had yet to fully benefit from trends such as AI.

That is management’s stated rationale, not proof that the cuts would fix Intel’s competitive or financial problems. The announcement was part of a broader effort to lower costs and reshape operations, rather than a claim that workforce reductions alone would deliver a turnaround.

What did the 2024 restructuring include beyond jobs?

Intel’s fiscal 2024 Form 10-K, filed in 2025, described workforce changes alongside real-estate consolidation, portfolio reviews, more selective capital investment, and operating-expense reductions. The filing reported $2.8 billion in restructuring charges during 2024 and said Intel expected the actions to reduce its core workforce by approximately 15% by early 2025. Intel’s Form 10-K describes an expected outcome; it does not provide a final tally of every separation or establish that every planned action was completed by that date.

How did the 2025 workforce target differ?

In July 2025, Reuters reported that Intel was targeting 75,000 core workers by year-end, compared with 96,400 at the end of June. The report said the target would be reached through layoffs, attrition, and other means, so it should not be read as a count of planned layoffs alone. Reuters’ July 24, 2025 report also cited $1.9 billion in second-quarter restructuring costs.

These measures should not be added together as though they describe a single, verified cumulative layoff total. The 2024 announcement counted roles in a reduction plan; the filing described an expected percentage change in the core workforce; and the 2025 figure was a reported year-end workforce target that included attrition and other methods. The sources do not establish Intel’s final year-end 2025 headcount or the exact aggregate number of employees separated across both periods.

Were factories closing as part of the changes?

July 2025 reporting described operational changes alongside the workforce plans: halting previously planned factory projects in Germany and Poland, slowing construction in Ohio, and consolidating assembly and test operations. These were plans reported at the time, not confirmation that all the changes were ultimately completed or that Intel was closing all its factories. The Associated Press also quoted CEO Lip-Bu Tan describing the decisions as intended to streamline the organization, improve efficiency, and increase accountability. What can employees and investors conclude from the announcements?

  • For employees: The 2024 plan and the separate 2025 target indicate that workforce changes continued across multiple periods. They do not establish which locations, teams, or individuals were affected in total.
  • For investors: The restructuring charges and cost-saving targets show the scale of Intel’s planned changes, but they do not show whether those measures improved margins, manufacturing performance, or long-term competitiveness.
  • For anyone tracking the headline figure: “15,000” refers to the 2024 announced reduction plan. It is not a verified cumulative number of roles eliminated through 2025, and the 75,000 target was not an achieved result when reported.
