People who reach old age without a pension often cannot use India’s Atal Pension Yojana (APY) to close the gap: new subscribers must join by age 40. The main central old-age assistance scheme, Indira Gandhi National Old Age Pension Scheme (IGNOAPS), offers limited support to eligible seniors in households below the poverty line (BPL), while state and Union Territory additions vary. These schemes serve different purposes—and neither fact alone tells us how many older people have no pension at all.
Why older people can fall between the schemes
India’s pension safety net includes both means-tested public assistance and a contributory pension. IGNОAPS, part of the National Social Assistance Programme (NSAP), is intended for eligible older people in BPL households. APY, by contrast, is a voluntary contributory scheme: a person must enroll between ages 18 and 40 and make contributions to receive a selected pension from age 60.

The timing creates a structural gap. Someone who is already over 40 and did not join APY earlier cannot newly enroll in it, even if they now need retirement income. They may qualify for IGNОAPS, but eligibility is limited and its central assistance is modest. Official figures establish these boundaries; they do not establish how many people are excluded from every form of pension coverage.
How much does the central old-age pension pay?
Under the central IGNОAPS schedule stated in a 2026 Government of India release, eligible BPL beneficiaries aged 60–79 receive ₹200 per month from the Centre; those aged 80 and above receive ₹500 per month. The figures are central assistance, not necessarily the recipient’s full pension. The Centre requests that States and Union Territories contribute at least an equal amount under the three NSAP pension schemes, but their reported contributions vary. A recipient’s total therefore depends on the relevant state or UT arrangements. Press Information Bureau, Government of India

The same release reported 3.09 crore BPL beneficiaries under NSAP and ₹9,652 crore released for NSAP implementation in FY 2024–25. These are programme-wide figures, not a count of all older people in India or of those left without any pension. NSAP assistance is also subject to scheme-wise State/UT caps: assistance is sanctioned up to the lower of the digitized beneficiary count or the applicable cap. This limits coverage relative to an uncapped universal pension.
How APY works—and who cannot join
APY is designed for people who save toward retirement before reaching old age. Subscribers choose a guaranteed minimum monthly pension of ₹1,000, ₹2,000, ₹3,000, ₹4,000 or ₹5,000, payable from age 60, with the contribution required depending on the selected pension and the subscriber’s age at entry. The entry window is 18 through 40; a person past 40 cannot start a new APY subscription. See the Department of Financial Services APY page and the MyScheme APY summary for official scheme details.

The government guarantee applies to the minimum pension selected under APY: the Department of Financial Services says the Central Government funds any inadequacy if the accumulated corpus, based on contributions, earns less than estimated and cannot provide that minimum. That guarantee is part of a contributory scheme; it does not make APY an old-age benefit that someone can claim without having enrolled and contributed within the eligible age range.

The Department of Financial Services reported 7.47 crore APY subscribers as of 28 February 2025. This is an enrollment total, not a measure of how many people already old are covered, how many are excluded, or how many APY subscribers have reached pension age.

What the figures do—and do not—show
The policy mismatch is clear: APY requires joining before old age, while IGNОAPS is a limited, means-tested assistance layer rather than a universal replacement for a missed contributory pension. The figures do not reveal the total number of older people who cannot join APY and receive no pension from any source. Nor do the cited programme totals show the state-by-state value of each recipient’s combined central and state pension or whether individual payments arrive on time.
APY was launched with a broader social-security ambition. The Prime Minister’s Office described its objective as addressing longevity risks among workers in the unorganised sector and encouraging voluntary retirement saving. That aim explains the early enrollment design, but it does not answer what income support is available to someone who reaches old age without prior contributions. What to check if you are already over 40
- Check whether you may qualify for IGNОAPS. The central scheme is for eligible seniors in BPL households, and its central monthly amount depends on whether the beneficiary is aged 60–79 or 80 and above.
- Ask about your State or UT’s addition and application process. The central amount is not necessarily the full payment; state-level contributions vary. Use the relevant state or UT social-welfare or pension authority for current local rules and the applicable beneficiary cap.
- Do not treat APY as a new option after age 40. The scheme’s entry age is 18–40. If you enrolled earlier, consult your APY records or the official scheme administrator about your subscription and benefits.
- Distinguish eligibility from actual payment. A scheme’s rules and beneficiary totals do not confirm an individual’s approval or payment status. Confirm your own application and disbursement with the relevant authority.
