India’s taxi debate is not simply a choice between local operators accused of behaving like a “taxi mafia” and app companies presented as their modern replacement. The harder question is who designs and enforces a transport system that gives passengers dependable service while allowing drivers to earn a fair living. In a June 18, 2025 article, Gaurav Mittal argues that opaque permits, weak public transport and inadequate regulation help create the conditions for conflict—and that ride-hailing platforms can replace some old gatekeepers with new forms of control. That is a governance problem, not just a technology dispute.
What people mean by “taxi mafia”
“Taxi mafia” is a forceful public label, not a precise legal or economic category. In the Indian transport debate, it is used for practices such as control over taxi stands or tourist routes, opaque or inflated fares, refusing particular trips, restricting outside drivers, and charging a return fare for a journey expected to leave the vehicle without a paying passenger on the way back.

Those practices are not all equivalent. A taxi association, a permit holder, a financier, an informal stand operator and a criminal cartel are different actors; the label alone does not establish collusion or criminal conduct. Some rules may be drivers’ collective efforts to protect income where permits are scarce and public transport is weak. Others may exclude competitors or leave passengers with arbitrary prices and little recourse. The useful question is what conduct is occurring, who benefits, and whether the rules are transparent and enforceable.

Why Goa makes the conflict visible
Goa’s reliance on taxis for airport, railway-station, hotel and tourist journeys puts several interests into direct contact: residents and visitors need predictable rides; drivers face fluctuating demand and the possibility of returning empty; taxi associations may defend local operating arrangements; and tourism businesses need reliable transfers. These are not the interests of a single unified “taxi side.” Individual drivers, permit holders, associations and financiers can have different stakes.

Return fares and the cost of an empty journey
A return fare is often defended as compensation for a driver who may have no passenger on the way back. That concern is economically understandable, particularly where demand is seasonal or one-way. But a charge can still be unfair if passengers cannot see it in advance, if its amount is not tied to a clear rule, or if it functions as a barrier to competing drivers. Transparent, consistently applied fare rules are different from an ad hoc price imposed at the point of need.
Regulation and tourism dependence
Mittal’s June 2025 account says Goa notified Transport Aggregator Guidelines on May 20, 2025, reigniting the dispute. That date describes the event reported in the article, not the rules’ status in 2026. Goa’s tourism dependence and fragmented transport options also matter: a policy that works in a large city with frequent buses may not work in a tourist area where passengers rely on taxis for late-night or intercity transfers.
Bengaluru’s bike-taxi episode shows the cost of uncertainty
Mittal reported that Bengaluru bike-taxi services halted on June 16, 2025, following a High Court directive, and that some aggregators subsequently reclassified services as courier operations or removed them. This is a dated account, not confirmation of the current legal position; the article does not establish what later orders or operating arrangements may have changed it.

The episode illustrates who can bear the cost when rules are unsettled. Drivers may lose an income source, passengers lose a lower-cost option, existing taxi and auto operators face less competition, and platforms may alter the service category or withdraw. A restriction can be justified to address licensing, insurance, safety or deceptive conduct, but a blanket ban does not by itself answer the demand for affordable mobility or repair the rules that produced the dispute.

How permit scarcity can create local gatekeepers
When authorities restrict the number or category of vehicles that may operate, a permit can become valuable beyond the vehicle itself. Entry becomes harder for new drivers; permit holders, financiers and intermediaries gain leverage; and informal arrangements can emerge around access to stands and routes. Passengers may then experience limited choice or opaque prices, while anger is directed at drivers rather than the rules that constrain entry.
The chain is not automatic: scarcity does not prove that every permit holder or taxi association abuses its position. But it is a reason to examine how permits are issued, transferred and enforced. Mittal cites Delhi’s autorickshaw permit regime and a 1997 court ruling as an example of restrictions linked to registrations. That historical reference should not be read as a complete account of Delhi’s present rules; subsequent regulatory changes are not established in the cited article.
Public transport is part of this same system. Where buses and rail are unreliable, access to airports, stations, peripheral neighbourhoods and night-time travel depends more heavily on taxis and autos. That increases the power of whoever controls access to those rides. Expanding reliable transit and last-mile connections can therefore improve passenger options while reducing the pressure on taxi regulation to solve every mobility problem.
Apps changed the interface, not necessarily the power balance
Ride-hailing apps made it easier to request a vehicle without negotiating at a stand, expanded the pool of available cars, and offered booking, payment and trip information through a standard interface. Mittal argues that Uber and Ola also expanded in part through tourist-taxi categories that were less constrained by some city-boundary and metering rules. Their growth challenged local dispatch systems, but more supply and easier booking did not guarantee sustainable driver earnings.

The contrast is not that traditional systems are informal and platforms are automatically transparent. Physical territorial control can be replaced by digital control over ride allocation, pricing, incentives, ratings and account access. These mechanisms differ from stand-level exclusion, and they are not necessarily unlawful. But if a driver cannot understand why a fare was set, why a trip was offered, or how to appeal an account suspension, the app can become a gatekeeper of its own.
| Traditional taxi-system pressure | Platform-system pressure |
|---|---|
| Access may depend on permits, stands or local operating rules. | Access to passengers may depend on platform rules, algorithms and network effects. |
| Fares or return-trip charges may be unclear to passengers. | Dynamic pricing, deductions and incentives may be difficult to understand. |
| Exclusion can occur at a physical stand or route. | Drivers may face reduced trip access or deactivation through digital systems. |
| Drivers may retain more direct control over fares and work patterns. | Matching and payment tools may reduce search costs but shift commercial dependence to an intermediary. |
Why a commission rate does not tell a driver’s whole financial story
Mittal’s article says aggregator commissions have sometimes been reported at more than 30%. That is an attributed, non-universal figure—not a current rate for every platform, city, vehicle category or trip. A percentage deduction alone also cannot establish whether a driver is better or worse off than under another system.
The relevant measure is net income after costs and unpaid time. A driver’s calculation can include:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →- Passenger fare and any taxes or fees, separated from the amount the platform retains.
- Fuel, routine maintenance, repairs and insurance.
- Vehicle loan or lease payments and permit-related costs.
- Waiting between trips, cancellations, and time spent returning without a passenger.
- Hours logged in but not earning, as well as hours actively carrying passengers.
Gross revenue per completed ride can look healthy while earnings per total working hour are weak. Comparisons should therefore use net income and disclose the period, location, costs and hours counted. The cited article does not provide a comparable earnings dataset that would support a general numerical conclusion.

What driver protections need to address
Platforms can manage work without using the conventional employer-employee relationship. Ride allocation, acceptance and cancellation metrics, incentive thresholds, customer ratings, dynamic prices and account suspension can all influence a driver’s choices. The exact rules vary, and their existence does not by itself show that a platform has broken the law. The policy issue is whether drivers can understand and challenge decisions that affect their livelihood.
- Are fare calculations, deductions and incentive conditions disclosed clearly?
- Can drivers appeal a suspension or deactivation to a human reviewer?
- Are acceptance and cancellation measures used in ways drivers can inspect and contest?
- Can drivers use more than one platform without penalty, and can they access their trip records?
- Do drivers have meaningful channels to represent shared concerns?
These protections matter alongside passenger safeguards. Receipts, clear fares, driver and vehicle identification, complaint handling and safety procedures can make a service more accountable without assuming that an app or a taxi association is inherently trustworthy.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Namma Yatri is a model to examine, not a guaranteed fix
Mittal describes Bengaluru’s Namma Yatri as an open-source-oriented, no-commission alternative for autos and taxis, with subscription or flat-fee approaches presented as alternatives to percentage commissions. The cited article does not establish the platform’s current fees, coverage, governance or operating arrangements in 2026. Its own site is Namma Yatri.
“No commission” does not mean that operating a platform costs nothing. Software, customer support, payment handling, safety systems and dispute resolution need sustainable funding. A subscription may suit a high-volume driver but be less attractive to someone who works occasionally or has limited demand. Nor do open-source principles alone tell passengers who controls data, who sets the rules, how complaints are resolved, or whether service is available where they need it.

Any alternative should be evaluated on its actual governance and economics: who owns or oversees it, how drivers pay, whether participation is representative, what passengers experience, and how the model sustains safety and support. Mittal’s article presents Namma Yatri as evidence that alternatives are possible, not proof that one model has solved the problem everywhere.
How to judge a taxi policy beyond the headline fare
Comparing systems requires measures that capture passenger access, driver livelihood and public value together. A low quoted fare is not enough if service disappears at night; a high driver gross fare is not enough if fuel, financing and unpaid return time consume it.
- Passenger cost: base, distance and time charges; minimum fares; peak or seasonal surcharges; waiting, cancellation and return-fare rules.
- Driver livelihood: net earnings after operating and financing costs, measured per active hour and per total logged-in or working hour.
- Availability: service by neighbourhood and time, including stations, airports, tourist areas and peripheral communities.
- Accountability and safety: receipts, complaint-resolution times, insurance, vehicle standards, emergency response and appeal routes.
- Competition: clear permit entry, fair access to platforms, interoperability and the ability to work across services.
- Public value: connection to buses and rail, accessibility, congestion, empty kilometres and service to people underserved by other modes.
A workable regulatory response should target identifiable problems—unlicensed operation, insurance gaps, unsafe vehicles, deceptive pricing or unreviewable platform decisions—rather than treating all drivers as cartel members or all apps as beneficial disruptors. Governments also need transparent permit rules and dependable transit alternatives. Otherwise, restrictions can preserve incumbent control, while unchecked expansion can leave drivers dependent on private platforms with little bargaining power.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe question regulators should answer
The choice is not between defending every local taxi arrangement and giving ride-hailing companies free rein. It is whether passengers can get a reliable, fairly priced ride and drivers can earn a viable income without opaque rules imposed by a stand, a platform or a regulator. Goa’s taxi dispute, Bengaluru’s bike-taxi uncertainty and platform alternatives point back to that test: regulate power and conduct, make entry and fares legible, protect workers’ ability to challenge decisions, and build public transport that gives people a real choice.
