It was a long-range acquisition-planning framework for the three armed services—not a public list of approved purchases. The LTIPP itself was not publicly released in the account, and the available evidence does not establish what framework succeeded it or what India’s current procurement roadmap is.
What India cleared in April 2012
A contemporary report published by Domain-b.com on 3 April 2012 said the Defence Acquisition Council (DAC) had approved the 15-year plan the day before. The scholarly account published in 2014 also dates approval to 2 April 2012 and identifies the document as the Long Term Integrated Perspective Plan (LTIPP) 2012–27. The 2012 report described LTIPP as an acquisition roadmap for the Army, Navy and Air Force: the services were meant to plan major purchases in advance and collaborate with industry. That describes its planning purpose, not a public commitment to buy particular equipment.
How the LTIPP differed from the five-year plan
The DAC approval also covered a separate five-year defence plan for 2012–17. Domain-b.com reported that this plan set modernization requirements and projected resources for modernization. It was distinct from the LTIPP’s longer acquisition-planning horizon.

Why the TPCR was not the LTIPP
The Ministry of Defence published the associated Technology Perspective and Capability Roadmap (TPCR) in April 2013. Cordner’s 2014 article says it was intended to help industry prepare for anticipated capability and technology developments. It describes the TPCR as general technical information, silent on Indian defence policy and strategy.
That distinction matters: the TPCR made some technical planning information available, but it did not provide the public with the full long-term acquisition plan. Cordner also notes that the Navy’s Maritime Capability Perspective Plan (MCPP), like the LTIPP, was not publicly released. Cordner’s account of the LTIPP, TPCR and MCPP.
