Yes, a Toyota Hilux can be imported into the United States only if the specific vehicle qualifies under federal safety and emissions rules, clears Customs and Border Protection (CBP), and meets the registration requirements of the state where you plan to use it. A Hilux’s age alone does not settle the question: the NHTSA safety rule generally uses 25 years from the vehicle’s manufacture date, while the EPA has a separate emissions exemption for certain vehicles over 21 years old. Check both agencies’ requirements for the exact vehicle before you buy or ship it.
Can I import a Toyota Hilux into the USA?
There is no blanket approval for every Hilux year, model, configuration or VIN. The key questions are whether that particular vehicle meets—or qualifies for an exception to—U.S. Department of Transportation safety requirements and EPA emissions requirements, and whether you can document its import and compliance for CBP and your state motor-vehicle agency.
These are separate federal checks. Passing one does not establish the other. A Hilux that does not conform to U.S. standards may need a specific compliance route, and not every vehicle is eligible for one. CBP warns that vehicles arriving without the required compliance arrangements or a valid exemption may be seized or exported.
Is my Hilux old enough to import?
NHTSA safety: generally 25 years from manufacture
CBP’s general rule is that a vehicle less than 25 years old must comply with applicable Federal Motor Vehicle Safety Standards (FMVSS) to be permanently imported. NHTSA’s age-based declaration on Form HS-7 applies to a vehicle that is 25 or more years old. The clock is based on the vehicle’s manufacture date, not simply its model year.

Keep evidence of the manufacture date. CBP says it should appear on the original manufacturer’s permanently affixed label; if it does not, supporting records such as an invoice or registration documents may be needed. Confirm with CBP what evidence it will accept before committing to purchase or shipment.
EPA emissions: a separate exemption for certain vehicles over 21
EPA describes an exemption for a vehicle over 21 years old if it remains in its original configuration and meets the engine-equivalence requirement. EPA defines an equivalent engine as identical in model and configuration to the engine originally installed. A replacement engine can therefore affect whether the vehicle qualifies.
Being old enough under the EPA rule does not make a Hilux old enough under NHTSA’s 25-year safety rule. Nor does reaching 25 years automatically establish the EPA exemption: the vehicle’s configuration and engine still matter. What if the Hilux is newer or does not qualify for an exemption?
A newer, nonconforming vehicle is not a routine paperwork import. For safety, NHTSA may require an eligible vehicle to go through a Registered Importer (RI), including an eligibility process. For emissions, EPA says an importer without an applicable exemption must arrange work through an Independent Commercial Importer (ICI), which may involve modification, testing and certification, or obtain EPA pre-approval for a valid exemption.

Do not assume that a different Hilux year or variant’s eligibility applies to yours. Before shipping, confirm the exact vehicle’s admissibility and whether the required RI or ICI pathway is available for it. EPA advises prospective importers to contact its Imports Hotline for a vehicle-specific determination.
What documents do I need to import a Hilux?
CBP identifies the following records as relevant to a personal-vehicle import:

- Proof of ownership, such as the original certificate of title or a certified copy.
- DOT Form HS-7, declaring the applicable safety-compliance basis.
- EPA Form 3520-1, declaring the applicable emissions-compliance basis.
- CBP entry paperwork and proof of filed entry, including CBP Form 7501 when issued.
- Supporting records for the manufacture date, original configuration and engine, and any claimed exemption or compliance pathway.
Keep copies of the completed forms and CBP entry records. CBP says a state DMV may refuse registration if you cannot show that the vehicle was entered through CBP and establish DOT and EPA compliance. Its personal-vehicle import guidance covers required forms and entry steps.
Can I register an imported Hilux in my state?
Federal import clearance is not a guarantee of state registration. State titling, inspection and other registration requirements vary. After establishing federal admissibility, check the DMV and inspection rules in the state where you intend to register the Hilux. Have your CBP entry proof and compliance documents ready; CBP specifically warns that missing entry or compliance evidence can prevent registration.

Are there temporary or special-purpose import options?
Temporary use, nonresident imports, show-and-display, testing, repair and competition provisions are distinct routes, not ordinary permanent-import shortcuts. They can have specific eligibility, duration, bond and export conditions. CBP says advance DOT approval is required for relevant special cases, and EPA requirements may still apply. Verify the rules for your status and intended use before shipment.
How much does it cost to import a Hilux?
There is no supported single total or duty rate for a Toyota Hilux. Duty depends on factors including tariff classification, customs value, origin and the tariff schedule in effect on the entry date. The U.S. International Trade Commission (USITC) maintains the Harmonized Tariff Schedule (HTS) and publishes revisions; verify the schedule applicable when the vehicle enters rather than relying on an undated rate.
Shipping, port, customs-broker and storage charges, any RI or ICI work and modifications, and state compliance expenses also require estimates specific to the vehicle and route. Obtain those estimates before purchase or shipment; no Hilux-specific landed-cost figure is established here.
