The commonly cited 4% DLD fee is not necessarily the complete cost of a purchase.
Can foreigners buy property in Dubai?
Yes, non-UAE nationals can register property in Dubai in areas designated under the emirate’s legal framework. Eligibility depends on the specific property and the ownership right being acquired; a neighborhood name or a listing that says “foreign ownership” is not a substitute for checking the exact unit or plot with DLD. The UAE Government explains the designated-area framework, and DLD’s FAQ refers to Law No. 7 of 2006 on real estate registration.
Before committing, ask DLD or a qualified property lawyer to confirm that your buyer status and the precise property are eligible for the intended right. Do not assume that a rule applying to one building or plot applies to another nearby one.
What is the difference between freehold, leasehold, usufruct and musataha?
These terms describe different legal interests, not interchangeable labels for the same purchase. The right registered for the unit determines what you acquire. The Invest in Dubai guide distinguishes full ownership from time-limited rights, while the UAE Government identifies usufruct and musataha as additional forms of property interest.

What fees do you pay when buying property in Dubai?
Budget beyond the headline transfer percentage. The Invest in Dubai guide summarizes DLD fees as 4% of property value, while DLD’s Property Sale Registration service lists a 2% charge for each party and separate title, mapping, fixed, and trustee charges. The service page’s allocation and listed fees should be checked against the live schedule and the terms of your actual transaction; do not assume that 4% is an all-in closing-cost figure or that the buyer alone always pays it.
| Cost | What the cited guidance says | What to confirm |
|---|---|---|
| Sale-registration fee | DLD’s Property Sale Registration service lists 2% of the sale value for each party. The Invest in Dubai guide gives a high-level summary of DLD fees as 4% of property value. | Current fee, who pays each portion, and any agreed allocation for your transaction. |
| Title deed issuance | DLD’s sale-registration service lists AED 250. | Whether this charge applies to your registration and whether the live amount has changed. |
| Mapping and other fixed charges | DLD lists mapping charges where applicable and other fixed fees. | Which items apply to your property and the current amounts. |
| Registration trustee charges | DLD lists charges that vary with sale value. | The amount payable for your sale and how it is allocated. |
| Mortgage registration | DLD lists 0.25% of mortgage value, plus title deed issuance and service-partner charges in applicable cases. | Whether the charge and additional items apply to your mortgage and the current fee schedule. |

What documents and steps are involved in registering a sale?
DLD’s Property Sale Registration service covers registration of a full or partial sale between the buyer and seller, or their authorized representatives. It lists identity documents, an electronic no-objection certificate (e-NOC) from the developer for freehold areas, fee payment, and electronic title deed issuance. Requirements can vary with the transaction and the parties, so confirm the current checklist with DLD and the relevant developer or trustee before the appointment.
- Confirm the title and route. Establish whether the sale is full or partial, the legal interest being transferred, and whether the property is completed or provisional/off-plan. Ask which DLD registration service and supporting documents apply.
- Prepare identity and authority documents. DLD lists an Emirates ID or, for a non-resident foreign buyer, a valid passport. If someone acts for a party, confirm the current requirements for their authority and identification with DLD.
- Obtain any required developer e-NOC. DLD lists an e-NOC from the developer for sales in freehold areas. Confirm whether one is required in your case and how it is obtained.
- Confirm charges and complete registration. Pay the applicable fees through the process DLD specifies. DLD describes electronic title deed issuance as part of its sale-registration service; confirm the expected result and documents for your transaction.

What changes if you use a mortgage?
A mortgage adds lender approval, financing conditions, and a separate registration process to the sale. The Invest in Dubai guide recommends arranging pre-approval and considering down-payment and credit checks early, but it does not establish a universal interest rate, financing limit, or approval outcome. Obtain current terms from a lender based on your own circumstances and the property before making a commitment that depends on financing.
- Ask the lender what deposit, income or credit checks, valuation, and other conditions apply to you and this property.
- Get a written estimate of cash needed at completion, including sale-related charges and the mortgage-registration fee.
- Check DLD’s mortgage-registration requirements for the title status and sale route. Its service describes supporting documents and an e-NOC for provisional-sale properties; confirm whether that applies to your transaction.
- If the property is already mortgaged, do not assume it can be transferred or otherwise dealt with without the bank’s involvement. DLD’s FAQ says a mortgagor may not transact in mortgaged property without the mortgagee’s consent in the relevant context.

Which ongoing and property-specific costs should you check?
Service charges for common-area maintenance are an additional cost identified by the Invest in Dubai guide, but the guide does not state a current charge for a particular unit or building. Request the current amount for the exact unit and ask what it covers. A neighborhood average cannot establish the charge you will owe.
Do not use older area price examples as a current valuation: the guide labels its neighborhood examples as 2025 figures. For a 2026 purchase, seek current, property-specific pricing information and make your own assessment rather than treating those examples as current market prices.

- The sale agreement’s treatment of fees and the current itemized DLD, trustee, mapping, title, and any mortgage charges.
- The documents and e-NOCs required for this property, transaction type, and parties.
- For a financed purchase, the lender’s written conditions, your required cash contribution, and mortgage-registration steps.
- The current service charge and its inclusions for the specific unit.
Use DLD and the relevant lender for current requirements, and consider independent legal advice to review the ownership right and sale terms before you commit.
