The practical question is not whether to use “everything,” but how to test and govern the smallest set of models that meets each business need.
What IBM means by customers using “everything”
At VB Transform 2025, IBM vice president of AI Platform Armand Ruiz said the company was seeing customers use a range of models. VentureBeat reported his examples: Anthropic for coding, OpenAI’s o3 for reasoning, and IBM Granite, Mistral, or Llama for customization and smaller-model deployments. These were examples of customer preferences, not universal rankings or a measured count of enterprise deployments. VentureBeat’s June 25, 2025 report does not establish that most companies use every model, or even that models available to employees are all approved for production.

IBM’s stated response is to sell a control layer, including a model gateway intended to provide a common API for accessing models alongside governance and observability. IBM has continued to frame enterprise AI as a “right model for the right job” problem, rather than a bet on one model for every workload. IBM’s Think 2026 coverage says organizations should not expect one platform, cloud, or model to handle everything. Separately, IBM Institute for Business Value reported that 82% of executives surveyed expect their AI capabilities to rely on multiple models in 2030; that is IBM’s survey finding and forecast, not an independently established industry consensus. IBM’s 2026 AI recap describes the finding.

- Task and quality: Coding, multi-step reasoning, extraction, classification, summarization, and tool execution impose different demands. The model must meet a defined quality threshold on the actual task.
- Domain and customization: Internal terminology or a narrow business process may benefit from retrieval, prompt specialization, fine-tuning, or adapters. A smaller model tuned for a task may be sufficient; IBM’s 2026 outlook argues that smaller, more efficient models can match or exceed larger general-purpose models on the right workload. IBM’s AI trends and predictions
- Latency, throughput, and cost: An interactive assistant may need a quick response, while a high-volume classification task may favor a less expensive small model—or conventional software or machine learning instead of an LLM. Compare cost per successful task, not just token price.
- Context and reliability: A long context window can help with large documents, but it can also raise cost and does not guarantee that a model will retrieve the relevant detail reliably. Narrow, testable models may be easier to constrain for specific outputs.
- Privacy and deployment: Sensitive workloads may require a self-hosted model, a regional deployment, or a provider whose data-handling terms meet the organization’s requirements. Open-weight models can offer deployment and customization control, but transfer infrastructure, serving, patching, security review, and licensing responsibilities to the customer.
- Resilience: A second provider may reduce dependence on one service’s outage, rate limits, or product changes, but only if the application has a tested fallback and compatible operations.
How to select a model for a real business task
Treat model choice as an evaluation exercise. Start with the business process and its constraints; then compare candidate models on representative examples and measurable outcomes.
- Specify the task. Describe what a user or system needs done—such as extracting invoice fields or drafting code changes—rather than starting with “we need a chatbot.”
- Set success and error thresholds. Define acceptable output quality and the consequences of mistakes. Identify which errors require human review or make automation unacceptable.
- Classify the data. Record whether inputs contain personal, confidential, regulated, or region-restricted information, and decide which deployment and provider arrangements are permitted.
- Set operating targets. Establish latency, throughput, availability, and cost budgets. Include the costs of review and supporting infrastructure, not just model usage.
- Build a representative test set. Use realistic internal cases, including edge cases and difficult examples. Compare outputs, failure modes, structured-format compliance, tool use, and human-review rates—not only public benchmark results.
- Choose the simplest qualifying option. Select a model that clears the quality threshold and operational constraints. A higher-scoring model is not automatically the better business choice if it is too slow, expensive, or difficult to deploy.
- Deploy with controls. Define access, logging, escalation, fallback, and monitoring before production. For high-impact decisions, keep appropriate human review and clear accountability.
- Reevaluate after changes. Retest when the model, prompt, tools, data, provider terms, or business policy changes. Switching models can change output style, refusal behavior, tool calls, and structured responses.
What a model gateway can—and cannot—do
A gateway is a control-plane layer between applications and model providers. A common API can reduce the work of changing application code to call a different model. Central access may also help manage authentication, permissions, usage tracking, policy enforcement, logs, and observability. A company may use it to connect hosted third-party models and open-weight models running on its own infrastructure.
But a common API is not a guarantee that models are interchangeable. Providers can differ in system-prompt behavior, tool-call formats, structured-output support, tokenization, context limits, safety refusals, latency, and data-retention terms. An application may need changes and regression tests before a replacement model is safe to use. IBM’s model-gateway material also identifies possible added latency and data egress when third-party hosted models are called from watsonx.ai. IBM model-gateway material

Calling several models through a gateway is also not the same as automatically routing every request to the best one. A useful architecture may include a catalog and common API, but policy checks, evaluations, routing, fallback, monitoring, and workflow orchestration are separate capabilities that must be configured and tested. Routing may need to consider data classification, geography, user identity, business criticality, availability, token budget, latency, and whether human approval is required.
Multiple models do not remove lock-in
Portability has several layers. A gateway may make it easier to send a request to another model, while leaving the application’s behavior, operations, or commercial arrangements difficult to move.
| Portability layer | What it means | What can still make a move difficult |
|---|---|---|
| Model | The system can call a different model. | Model-specific prompts, tuning, capabilities, and output behavior. |
| Application | The application continues to meet its requirements after a model change. | Different tool formats, quality, refusals, latency, or structured-output behavior. |
| Operations | Monitoring, security, audit, and incident response continue to work. | Gateway-specific routing, telemetry, policy engines, or agent frameworks. |
| Commercial | The organization can change vendors without disproportionate contract or infrastructure costs. | Minimum commitments, cloud dependencies, data gravity, and renegotiation. |
Fine-tuning, evaluation sets, safety controls, and human processes can also become provider-specific. Before adopting a control plane, check whether configurations, logs, and evaluation results can be exported and how an application would operate without the gateway.

When to use one model, several models, or a gateway
A single primary model
One model may be the better choice when a workload is narrow and stable, one provider meets its quality, latency, compliance, and cost needs, and the organization lacks capacity to operate a broader portfolio. Simplicity can outweigh the theoretical benefit of switching, especially when provider-specific features materially improve the application.

A multi-model strategy
Several models are more defensible when workloads have materially different requirements—for example, private processing for sensitive material, low-cost inference for routine classification, and a more capable model for complex reasoning—or when provider redundancy is a real continuity requirement. Distinguish experimentation, sanctioned internal use, pilots, production applications, and business-critical automated decisions; access to many models during experimentation does not mean they are all production-ready.
A gateway or control plane
Assess a gateway against the complexity it is meant to control. Ask which providers and deployment modes it supports; whether it offers routing and tested fallback, evaluations and prompt versioning, identity and secrets management, audit logs, cost allocation, regional options, and exportable telemetry. Establish who can access prompts and logs, where requests are processed, whether providers retain inputs or use them for training, and what happens when a third-party model is called.

IBM is not a disinterested observer: it sells platforms intended to address this complexity. Its model catalog and pricing information can help buyers understand available options, but pricing and model availability depend on product, region, and usage. IBM’s watsonx.ai page lists IBM and third-party models, including Meta, Google, DeepSeek, and Mistral models, with token-based and hosting options; check the current terms directly. IBM watsonx.ai pricing A gateway’s value should be judged by measured improvements in governance, portability, or operations against its fees, latency, and dependencies—not by the number of models it can list.

Agents make workflow design more important than model choice alone
Ruiz also argued that enterprise AI should move beyond chatbots toward workflow transformation. In the same VentureBeat report, he described an IBM HR example with specialized agents connected to separate internal systems for compensation, hiring, promotions, and employee separation. This is IBM’s account of its own example, not evidence that agents generally produce measurable business outcomes.

In an agentic workflow, the model is one component among data, permissions, system integrations, business rules, approvals, exception handling, and accountability. An agent that can change a record or initiate a consequential process needs bounded tool permissions, identity and credential management, state tracking, an audit trail, rollback procedures, and human escalation.
