Hurricane Helene caused billions of dollars in reported agricultural and forestry damage, but there is no single apples-to-apples total for every affected state. A November 2024 Georgia assessment put preliminary agriculture and forestry losses at $5.579 billion, while North Carolina’s recovery plan estimated $4.9 billion in agricultural-sector damage. Neither figure is a direct crop-loss total, and they use different accounting scopes.
How much agricultural damage did Helene cause?
The strongest later Georgia estimate is the Nov. 22, 2024 report from the University of Georgia College of Agricultural and Environmental Sciences, UGA Warnell School of Forestry and Natural Resources, and Georgia Forestry Commission. It estimates at least $5.5 billion in 2024 present value; the report’s table totals $5.579 billion. The report cautions that the estimate is preliminary because the full scale of damage was not yet known.
North Carolina’s Department of Commerce, Division of Community Revitalization, gives a $4.9 billion agricultural-sector estimate in its state recovery action plan. The plan identifies $4.1 billion in direct damage and needs and $783 million in indirect and induced impacts.
These state estimates should not be added and described as a uniform direct-crop-loss figure. They cover different geographies and categories, and Georgia’s total explicitly combines direct losses, wider economic effects, lost output and recovery-related costs.

What is included in Georgia’s $5.579 billion estimate?
The November 2024 Georgia report’s accounting table lists these amounts, in millions of dollars:

These are categories reported by the UGA-led assessment, not separate amounts to add together indiscriminately. The report describes a total that includes crop losses, effects on firms supporting agriculture and forestry, effects on workers in related industries, and recovery and restoration costs. Its inputs included commodity analyst projections, Georgia Forestry Commission foresters and a model of the state economy.

UGA Extension explains that its direct estimates assume pre-storm prices; indirect and induced impacts capture effects on other industries; lost output combines those output effects; and economic losses include lost output plus other costs. A missing category value in the Extension table means information was unavailable, not that the loss was zero.
Which Georgia industries and crops were hit hardest?
The UGA Extension assessment reports these major category economic-loss estimates, in millions of dollars. They are not all a uniform measure of physical crop destruction.

The figures come from the UGA Extension report, which draws on county-level Extension agent and specialist inputs, commodity analyst projections, and forestry estimates. Cotton was damaged close to harvest; the report estimates 500,000 to 600,000 bales lost. Uprooted pecan trees pose a longer-term problem because replacement trees take years to become productive. The report also quotes the Georgia Department of Agriculture as saying the storm affected every crop Georgia farmers produce.
What does North Carolina’s $4.9 billion estimate count?
North Carolina’s figure is broader than damage to harvested crops. The state action plan puts direct damage and needs at $4.1 billion, including farm infrastructure, machinery and equipment, crop, forestry and trout-farm losses, as well as stream debris removal and stabilization, agricultural land restoration, wildfire response and mitigation. It attributes another $783 million to indirect and induced crop-loss effects.

The plan describes significant infrastructure damage among livestock, dairy and poultry producers, with limited animal losses. It also identifies nursery and vegetable operations as especially devastated by flooding. Citing 2022 USDA National Agricultural Statistics Service data, the plan says the 37 affected western counties had approximately 18,600 farms. It reports more than $400 million in annual revenue for the Greenhouse, Nursery, and Floriculture sector as a baseline; that is sector revenue, not Helene damage.

An October 2024 announcement gave an early preliminary Georgia estimate of $6.46 billion. It included direct crop losses, related business and worker losses, and estimated recovery and restoration costs. The later Nov. 22 UGA report put the preliminary table total at $5.579 billion. The sources establish that these were estimates at different stages, but do not provide a complete line-by-line reconciliation of the change; the earlier number should not be treated as the final total or combined with the later one.

Are recovery grants part of the damage totals?
No. USDA announced block-grant agreements in 2025 as recovery assistance, not as revisions to damage estimates or totals already paid to producers. On Sept. 30, 2025, USDA’s Farm Service Agency announced a $531 million Georgia agreement. On Sept. 5, 2025, it announced a $221.2 million North Carolina agreement for qualifying losses not addressed by other USDA disaster programs.
The North Carolina action plan also describes a crop-loss program covering declared agricultural disasters in 2024 beyond Helene. That broader program scope should not be read as a Helene-only damage figure. An announcement of grant funding likewise does not establish how much assistance an individual producer received.
What should affected producers know about insurance procedures?
USDA’s Risk Management Agency issued bulletin MGR-24-006 authorizing emergency procedures for affected counties in Alabama, Florida, Georgia, Kentucky, North Carolina, Ohio, South Carolina, Tennessee, Virginia and West Virginia. Examples included considering individual circumstances involving delayed loss notices and using emergency claim-adjustment procedures. The bulletin is specific to the event and applicable policies, not a blanket promise of current eligibility; producers should confirm details with their insurer or RMA and the relevant state program.
How to compare Helene damage figures responsibly
- Check the state or geographic area and the publication date.
- Separate direct losses and needs from indirect and induced economic impacts.
- Distinguish lost output from estimated restoration or recovery costs.
- Keep damage estimates separate from later grant announcements.
- Do not describe a statewide agriculture-and-forestry estimate as direct crop losses unless the source defines it that way.
The available state estimates do not establish one harmonized Helene-only direct crop-loss total across all affected states. Their value is in showing the scale and differing components of the economic damage within the boundaries each assessment defines.
