Hundreds attended a Jan. 15, 2025, South Dakota Public Utilities Commission hearing in Sioux Falls on Summit Carbon Solutions’ second application for a permit to build a proposed carbon dioxide pipeline. The roughly three-hour meeting at Southeast Technical College drew comments about economic development, pipeline safety and property rights; those comments were public concerns and arguments, not findings by regulators or technical experts.
What happened at the Sioux Falls hearing
The South Dakota Public Utilities Commission held the public input hearing on Jan. 15, 2025, at Southeast Technical College in Sioux Falls. Makenzie Huber’s Jan. 16 report for South Dakota Searchlight described hundreds of people in attendance, many opposed to the project, but did not provide an exact count.
At the start of the meeting, Commissioner Gary Hanson said: “We know this is an incredibly important issue to you. We are here today to learn and listen, and we appreciate each of you being with us today to give us your input.”
The hearing was part of the PUC’s consideration of Summit’s second attempt to obtain a South Dakota permit. The commission had rejected the company’s initial application. The public comments addressed competing views about potential economic development, safety and landowner rights; the event report does not establish those claims as settled conclusions.

What Summit proposed to build
Huber’s Jan. 16, 2025, report described Summit Carbon Solutions’ proposal as a 2,500-mile, $9 billion pipeline system intended to collect carbon dioxide from 57 ethanol plants in five states, including eastern South Dakota, and transport it to North Dakota for underground storage. These are figures reported at the time, not verified current engineering or cost estimates. Read the event report.
Why the debate raised different questions
Supporters’ economic-development arguments and opponents’ concerns about safety and property rights address separate issues. A permit proceeding can consider route and compliance questions; landowner rights and eminent-domain authority depend on applicable law; pipeline safety requires technical and regulatory assessment; and projected economic benefits are estimates rather than outcomes guaranteed by a hearing. Attendance and public testimony alone do not resolve any of these questions.

How the South Dakota permit fits into the wider project
The Iowa Utilities Commission describes the Midwest Carbon Express as the main pipeline in Summit’s proposed overall project. Its project page says Summit filed in January 2022 for a 688-mile Iowa pipeline and received an Iowa permit in August 2024 subject to conditions. In June 2026, Iowa modified a condition requiring agency-level or substantially similar approval for a sequestration location and a route to that location before construction. Those Iowa decisions concern the Iowa permit and do not establish the status of the separate South Dakota application. See the Iowa Utilities Commission project update.

In March 2025, South Dakota Searchlight reported that Summit asked the PUC to pause the schedule after South Dakota adopted a ban on eminent domain for carbon dioxide pipelines. That report documents a request at that time, not the ultimate outcome of the case. Read the March 2025 report.
