HSN Code for Transport Charges: GST SAC and How to Classify Freight

Transport services generally use a SAC rather than a goods HSN code. Find out when Heading 9965 may apply and why freight, GTA status and invoice facts matter.

Transport charges are generally classified as a service under a Service Accounting Code (SAC), not a goods HSN code. Goods transport services fall under GST Heading 9965, but the precise SAC and tax treatment depend on the service, transport mode and invoice arrangement. A seller’s freight or delivery charge may be included in the taxable value of the goods supply; showing it as a separate line does not automatically make it a separate supply.

Is there an HSN code for transport charges?

Not as a single code that applies to every transport charge. HSN codes classify goods, while transport is a service. For a transport service, identify the applicable SAC. CBIC’s service classification annexure places goods transport under Heading 9965. CBIC service classification annexure

The detailed code depends on the service. The annexure lists 996511 for road transport services of goods, 996512 for railway transport of goods, 996513 for pipeline transport of goods, and 996519 for other land transport services. These are examples within the goods-transport grouping, not a universal code for every charge described as freight or delivery.

First determine what the invoice charge represents

Freight or delivery charged by the goods seller

When a seller charges freight or delivery in connection with its sale, the charge may be part of the taxable value of that goods supply. Section 15 of the CGST Act includes specified incidental expenses charged by the supplier and amounts charged for activities done in relation to the supply at or before delivery. The fact that freight appears on a separate invoice line does not, by itself, establish that it is outside the taxable value. Apply the valuation rule to the actual arrangement. CGST Act, section 15

A separate transport service

If a transporter supplies a distinct transport service, classify that service by its nature and mode using the relevant SAC. Goods transport is generally within Heading 9965, while supporting transport services may have their own classification. Do not assume that a seller’s delivery line and a transporter’s standalone invoice receive identical classification or tax treatment.

How to identify the applicable SAC and tax treatment

Before assigning a code or deciding who pays GST, establish the facts that distinguish one transport transaction from another:

  • Is the amount part of the seller’s goods supply, or consideration for a separate transport service?
  • What mode and service are involved—for example, road, rail, pipeline, or another form of transport?
  • Is the provider a Goods Transport Agency (GTA), a courier agency, or another road transporter?
  • For a claimed GTA service, is a consignment note issued?
  • Has the GTA exercised the applicable forward-charge option, and does the recipient fall within notified reverse-charge provisions?
  • Do the conditions for the relevant rate or exemption entry apply to this transaction?

CBIC’s rates table contains multiple entries under Heading 9965, with differing rates and input-tax-credit conditions depending on the service and supplier election. A rate cannot safely be inferred from the words “transport charges” alone; check the applicable entry and current notifications against the transaction facts. CBIC GST rates

GTA, reverse charge and exemptions

CBIC’s sectoral FAQ explains that reverse charge applies to notified GTA services subject to the relevant notification rules and conditions. It also distinguishes road transport by a transporter that is neither a GTA nor a courier, which is treated as exempt under the cited notification framework. These are category-level distinctions; they do not determine the outcome without checking the provider, recipient, consignment-note status and applicable notification conditions. CBIC sectoral FAQ

The FAQ addresses whether 5% GST applies to a transport service provider’s total freight bill. Its answer refers to the invoice value of GTA services determined under section 15. That figure is not a universal rate for every kind of transport charge: the applicable service entry, conditions and who is liable to pay must be verified.

What a transport or GTA invoice should show

CBIC’s invoice rules require disclosure of whether tax is payable under reverse charge and refer to the service accounting code, as applicable. For GTA invoices, prescribed particulars include consignment weight, consignor and consignee, vehicle registration, goods transported, origin and destination, and the GSTIN of the person liable to pay tax. Check the applicable invoice requirements for the transaction rather than relying only on the SAC printed on the bill. CBIC invoice rules

How ancillary GTA services are treated

CBIC’s release on the 54th GST Council meeting records a clarification for ancillary or intermediate services supplied by a GTA in the course of road transportation where the GTA issues a consignment note. In that situation, those services are treated as part of the composite transport supply. Services outside the course of transport and separately invoiced are not treated as part of that composite supply.
