You can work while receiving Social Security, but the effect on your payments depends on which program you receive. In 2026, retirement and survivor benefits may be temporarily withheld when earnings exceed an age-based limit before full retirement age (FRA). SSDI and SSI use different rules: disability benefits have work incentives, reporting duties, and income-counting provisions that do not follow the retirement earnings test.
First identify which Social Security benefit you receive
“Social Security” can mean retirement, survivor, Social Security Disability Insurance (SSDI), or Supplemental Security Income (SSI). Those programs do not share one earnings limit. The 2026 retirement earnings test applies to retirement and survivor benefits before FRA; it is not a cutoff for SSDI or SSI. For disability benefits, the relevant rules depend on the program and may include work-incentive periods, income exclusions, and effects on health coverage.

The figures below are U.S. federal program thresholds for 2026, not estimates of an individual’s check. Earnings, benefit type, age, work history, and timing can change the result. SSA says a different work test applies to beneficiaries working outside the United States, and the details depend on the circumstances.
Retirement and survivor benefits: the 2026 earnings test
Social Security retirement and survivor beneficiaries can work. If you are below FRA, however, SSA may withhold benefits when your countable earnings exceed the annual limit. The amount of the limit and the withholding formula depend on whether you are below FRA for the whole calendar year or reach FRA during that year.

| Situation in 2026 | Earnings SSA counts | Withholding formula | After FRA |
|---|---|---|---|
| Below FRA for the entire year | Annual earnings above $24,480 | $1 in benefits for every $2 above the limit | Not applicable to this all-year category |
| Reach FRA during the year | Earnings before the month you reach FRA, above $65,160 | $1 in benefits for every $3 above the limit | Beginning with the FRA month, earnings do not reduce retirement benefits |
These are annual limits, not monthly income caps that apply to every beneficiary. In the year you reach FRA, SSA counts only earnings before the FRA month under the higher limit; from that month onward, there is no earnings limit for retirement benefits, regardless of how much you earn. The limits change by year, so do not carry the 2026 figures into a different year without checking SSA’s current guidance.
What counts as earnings
The retirement test generally counts wages from a job and net earnings from self-employment. It includes bonuses, commissions, and vacation pay. It does not count pensions, annuities, investment income, interest, veterans benefits, or other government or military retirement benefits. In other words, the test is not based on every kind of income reported on a tax return.
How the withholding formula works
The formula describes how much benefit SSA withholds because earnings exceed the limit; it does not say that the excess earnings themselves are taxed or that SSA permanently takes the corresponding amount out of your record. For example, if someone is below FRA all year in 2026 and has $30,000 of countable earnings, the amount above the $24,480 limit is $5,520. One dollar for each two dollars over the limit gives a withholding amount of $2,760. That arithmetic is not a personal check estimate: the actual payment timing depends on the person’s benefit amount and earnings details.

SSA provides an Earnings Test Calculator for estimating the effect of earnings. Because a generalized calculation cannot account for every timing and benefit detail, use SSA’s guidance for your own case rather than assuming that a simple annual calculation predicts which specific checks will be withheld.
If you start benefits after working earlier in the year
A special monthly rule may allow a person to receive full checks for whole months SSA considers them retired, even when their earnings for the year already exceed the annual limit. This can matter when you work earlier in a year and then begin retirement benefits. In 2026, the monthly earnings amount is $2,040 for someone below FRA throughout the year, or $5,430 for someone who reaches FRA in 2026. The rule also requires that a self-employed person not perform substantial services in the month.
SSA defines substantial self-employment services as more than 45 hours in a month, or 15 to 45 hours in a highly skilled occupation. The monthly rule is not a replacement for the annual test in every circumstance; whether it applies depends on the month, earnings, and work activity.

Survivor benefits have a specific FRA detail
A person receiving survivor benefits may work, and the retirement earnings test can apply before the relevant FRA. For this test, SSA uses the person’s full retirement age for retirement benefits, even when the FRA for the survivor benefit is earlier. Do not assume the survivor benefit’s age rule is the one that determines the earnings limit. Identify the benefit and the beneficiary’s age, then confirm the applicable year’s threshold with SSA.
What happens to benefits withheld under the retirement test
Withheld retirement benefits are not generally repaid as a lump-sum refund. When you reach FRA, SSA recalculates the monthly retirement benefit to account for months in which benefits were reduced or withheld because of excess earnings. The result is an adjustment to the future monthly amount.
Separately, SSA reviews earnings records. Retirement benefits are based on a person’s highest 35 years of earnings and the age benefits start. If the record has fewer than 35 years, years without earnings count as zeros. Later earnings that are higher than a year already included in the calculation may replace a lower year and increase the monthly benefit. This is distinct from the FRA adjustment for months of withholding: one concerns the earnings record, while the other accounts for withheld months.

SSDI: work incentives replace the retirement earnings test
Social Security Disability Insurance uses its own work rules. Do not apply the $24,480 or $65,160 retirement limits to SSDI. SSDI beneficiaries must report work activity to SSA; a month’s earnings can matter under a trial work period and, later, an extended period of eligibility.
| SSDI rule in 2026 | Threshold or period | What it means |
|---|---|---|
| Trial work period (TWP) | More than $1,210 in a month; nine months, not necessarily consecutive, within a rolling five-year period | A qualifying month counts toward the TWP. During it, a person can generally receive full disability benefits while testing work, subject to reporting and continuing disability rules. |
| Extended period of eligibility (EPE) | 36 months; monthly earnings limit of $1,690, or $2,830 for a person who is blind | After the TWP, exceeding the applicable limit generally means no disability payment for that month during the EPE. |
| Initial disability determination: substantial gainful activity (SGA) guideline | Average earnings above $1,690 per month, or $2,830 for a person who is blind | This is a guideline considered in an initial disability determination, not the same question as work rules for an existing beneficiary. |
Work-related expenses and other rules can affect an individual SSDI determination, so the monthly thresholds should not be treated as a complete calculation or an automatic answer about continuing eligibility. SSA’s work-incentive rules include more than a single earnings cutoff. Report work activity and ask SSA how the rules apply to your situation.

SSI: earned income can reduce a check without reducing it dollar for dollar
Supplemental Security Income is a separate needs-based program, not retirement benefits or SSDI. Under SSA’s general 2026 earned-income exclusion, the first $65 of earned income is not counted, and SSA then excludes one-half of the amount above $65. Put another way, after the $65 exclusion, only half of the remaining earned income is counted under this general rule. SSI cash payments can therefore go down as earnings rise, but the general formula is not a dollar-for-dollar reduction.
The general exclusion is only one part of the SSI calculation. A student earned-income exclusion or impairment-related work expenses may apply in some cases. The overall result can also depend on other income and resources. Some SSI work incentives may allow a person to retain Medicaid when SSI cash payments stop, but eligibility and coverage rules depend on the person’s circumstances. Get an individualized explanation before making decisions based on an estimated SSI payment.
What to do if you are working or planning to start
- Check the program on your notice. Determine whether the payment is retirement, survivor, SSDI, or SSI. A household can include more than one program, and the rules should be considered separately.
- For retirement or survivor benefits, establish your FRA year. If you are below FRA all year, use the annual limit for that year. If you reach FRA during the year, focus on countable earnings before the FRA month and the separate higher limit.
- Separate countable earnings from other income. For the retirement test, include wages and net self-employment earnings, including bonuses, commissions, and vacation pay; do not treat pensions, interest, or investment income as earnings for this test.
- Consider timing and self-employment activity. If you begin benefits partway through the year, ask SSA whether the special monthly rule applies. Report earnings and work activity accurately rather than relying on the annual total alone.
- For SSDI or SSI, use that program’s work rules. SSDI beneficiaries should report work activity and ask about the trial work period and extended eligibility. SSI recipients should ask how exclusions and any applicable work incentives affect both cash benefits and health coverage.
- Update SSA when an estimate changes. SSA instructs retirement beneficiaries below FRA to contact it promptly if expected earnings change. Its retirement FAQ says changes cannot be reported online and directs people to call SSA or contact a local office. Do not rely on an online earnings-test estimate as a substitute for reporting.
Why a single earnings number cannot predict your check
Two people with the same wages may have different outcomes because they receive different benefits, have different FRA timing, or earn money in different parts of the year. A retirement beneficiary who reaches FRA in 2026 is subject to the higher limit only for earnings before the FRA month; a person below FRA for all of 2026 uses the lower annual limit. A person beginning benefits mid-year may need the special monthly rule considered as well.

For SSI, earned-income exclusions and the rest of the household’s income and resources matter. In all four programs, a general threshold is a starting point for identifying the right rule—not a personalized statement of what SSA will pay.
Check the current SSA guidance before relying on a threshold
The dollar amounts in this article are the SSA’s 2026 figures. Because earnings limits and disability thresholds are year-specific, check SSA’s current retirement earnings-test guidance, its special-rule explanation, and the SSDI or SSI work guidance that matches your program. For an individualized result, use the SSA Earnings Test Calculator where applicable and contact SSA about changes or questions that require details of your record.
