UPI sends a payment instruction from a customer through a shared network to participating banks, which handle the debit from the payer’s account and the credit to the recipient’s account. NPCI developed and operates the common UPI framework; it does not hold your bank account. A customer-facing payment confirmation and the later settlement between participating institutions are related but separate events.
What happens when you make a UPI payment?
- Link an eligible bank account. Register through a UPI-enabled app, often called a PSP app, and link an account at a participating bank. You do not generally need to register a beneficiary in advance. Depending on the app and bank, you can address a payment using a UPI ID (also called a Virtual Payment Address, or VPA), account number and IFSC, or Aadhaar where that service is enabled. NPCI’s UPI FAQ describes these options.
- Identify the recipient and enter the amount. You can select a contact or enter the recipient’s payment details. When scanning a QR code, check the recipient details shown by your app before proceeding; the QR provides payment addressing information, but it does not replace your review of the amount and recipient.
- Review and authorize. Confirm the displayed transaction details and enter your UPI PIN to authorize the bank transaction. The PIN is not an app password. Do not share it; NPCI’s FAQ says an incorrect PIN causes a transaction to fail, and repeated incorrect entries may lead a bank to temporarily block sending. The bank’s handling can vary.
- The payment request moves through the UPI ecosystem. The payer’s PSP and bank participate in routing and processing the instruction, along with the beneficiary’s bank. NPCI’s ecosystem terminology distinguishes the remitter (the sending account holder), beneficiary (the receiving account holder), and their respective banks.
- Your app displays a status. If processing succeeds, the payer’s account is debited and the beneficiary’s bank credits the recipient’s account. UPI is designed for instant transfers, but technical declines and other failures occur; a system-wide description of instant payments is not a guarantee that every individual payment succeeds or posts without delay. NPCI’s ecosystem statistics include technical-decline and debit-reversal measures.
Who does what: NPCI, banks, and payment apps
| Participant | Role in a UPI payment |
|---|---|
| Customer and UPI app (PSP app) | The customer initiates the payment, supplies recipient and amount details, and authorizes it with a UPI PIN. The app provides the interface and participates in the payment ecosystem. |
| Payer’s bank | Holds the payer’s account and handles the account-side debit and related obligations. |
| Beneficiary’s bank | Holds the recipient’s account and handles the account-side credit, subject to successful processing. |
| NPCI | Developed UPI and provides the shared payment framework, participant information, and operating rules and circulars. NPCI’s FAQ describes it as an RBI-regulated entity. |
In short, NPCI coordinates the network framework; the banks hold customer accounts and perform their account-side roles. NPCI’s official definition calls UPI “an instant payment system developed by the National Payments Corporation of India (NPCI), an RBI regulated entity.” NPCI’s FAQ

Payment confirmation is not the same as interbank settlement
A retail payment is the customer’s instruction and the result shown by the payment system and banks. Interbank settlement is the separate process through which member institutions settle amounts with one another. Settlement-cycle schedules therefore should not be read as a countdown for when a payer’s app will show confirmation.

An addendum dated 29 October 2025 rescheduled the change’s implementation to 15 December 2025; that addendum supplies the operative date. The circulars describe settlement-cycle organization, not a promise that every customer transaction will follow an identical timeline. 12 September 2025 circular; 29 October 2025 addendum

UPI transfers, merchant payments, and IMPS
Person-to-person and person-to-merchant payments
NPCI classifies a payment between people as P2P and one to a merchant as P2M. In August 2025, NPCI recorded 20,008.31 million UPI transactions: 12,705.16 million P2M and 7,303.15 million P2P. Those are transaction counts, not rupee values or counts of unique people. NPCI’s ecosystem statistics
How NPCI says UPI differs from IMPS
NPCI describes UPI as adding P2P pull functionality, simplifying merchant payments, enabling transfers through a single app, and offering single-click two-factor authentication compared with IMPS. These are NPCI’s stated distinctions; they do not mean UPI replaces IMPS for every payment need. NPCI’s UPI FAQ

Limits and what to do if a payment is pending or failed
- Check the transaction category and your bank or app. NPCI’s FAQ lists limits of up to ₹2 lakh for certain categories and up to ₹5 lakh for IPO and Retail Direct Scheme transactions. Limits depend on the category, and the current applicable limit should be checked with the bank or app rather than treated as one universal UPI cap. NPCI’s UPI FAQ
- Check transaction history for the status. If the app shows a pending or failed payment, use its transaction history and follow the current complaint or support process provided by your PSP or bank.
- Do not assume a fixed resolution time. The official sources cited here do not establish one remedy timeline for all pending or failed payments; the handling depends on the transaction and the institutions involved.
