The shift cost U.S. exporters sales, but the available figures do not show that Australia captured every lost dollar—or that policy alone explains the change. Brazil, China’s largest beef supplier, also increased shipments. Some U.S. plants regained eligibility by August 2026, but the recovery was partial.
How important was China to U.S. beef exporters?
China was the third-largest destination for U.S. beef in 2024, accounting for 16% of exports by volume, according to the USDA Economic Research Service. U.S. beef exports totaled 3.003 billion pounds that year—about 1% less than in 2023 and 15% below the 2022 record.
The broader export decline began before the 2025 access disruption. USDA ERS attributes it to lower U.S. production since 2022, strong domestic demand, and prices that were high compared with overseas competitors. The United States remains the world’s largest beef producer and consumer by total volume, but that scale does not guarantee access to a particular foreign market.
Why did U.S. shipments to China collapse?
Plant registrations expired
China allowed permits for hundreds of U.S. meat facilities to expire in March 2025, during a wider tariff dispute. The USDA ERS January 2026 livestock outlook said most U.S. beef facility registrations had expired during 2025 and had not been renewed as of that report, leaving exports minimal at the time. Facility eligibility matters because an exporter cannot simply send product from a plant that is not registered for the Chinese market.

The trade dispute was part of a wider conflict
The registration lapse coincided with tit-for-tat tariffs, but the sources do not isolate how much of the decline each factor caused. In Reuters’ reporting, U.S. Meat Export Federation spokesperson Joe Schuele said, “The beef impasse with China has very little to do with beef,” describing it as entangled in other U.S.-China issues. That is an industry representative’s assessment, not an official government finding.
What changed in 2025?
Chinese trade data reported by Reuters on September 29, 2025 show how sharply the two suppliers’ shipments diverged:

Reuters also calculated that from April through August 2025 U.S. shipments were worth $388 million less than if trade had stayed at the average for the prior two years. Australian shipments were worth $313 million more than their own prior two-year monthly average over the comparison. These are separate comparisons to a counterfactual, not evidence of a dollar-for-dollar transfer between the countries.
Did Australia take the U.S. market share?
Australia clearly increased its sales to China as U.S. shipments fell, but the figures above compare shipment values for selected periods; they are not a complete supplier-by-supplier market-share series. Nor did Australia account for all of China’s replacement supply: Reuters reported that Brazil, China’s largest beef supplier, also increased shipments.

The two countries’ trade patterns also show why “redirected U.S. beef” is too simple an explanation. Australian exports to China had declined 8% in 2024, while Australian beef exports to the United States rose 61% that year, according to the USDA Foreign Agricultural Service’s Australia livestock report. Those figures establish growth in two destinations, not that specific consignments were physically shifted from one to the other.
How did access to the U.S. market compare?
Trade flows run in both directions. U.S. beef imports reached 4.635 billion pounds in 2024, according to USDA ERS; Australia was the largest supplier in 2022, with 24% of U.S. imports that year. Those are different years and should not be read as a 2024 supplier-share figure.

For calendar year 2026, Australia’s Department of Agriculture, Fisheries and Forestry states that Australian exporters have a combined zero-tariff entitlement of 449,909 metric tonnes under WTO quota and Australia–U.S. Free Trade Agreement arrangements. Safeguard conditions apply above that combined amount. The entitlement is a U.S.-market trade arrangement; it does not establish where Australian beef sold to China originated.

Partly. The U.S. Meat Export Federation reported that August 2026 shipments to China reached 2,781 metric tonnes, worth $25.6 million, after some plant registrations were renewed. Many plants remained suspended, and exporters still faced uncertainty about residue testing. USMEF is an industry federation; its latest export-results page says its statistics are based on USDA/Census data, while its interpretation reflects the industry’s perspective.

This later shipment figure should not be confused with the January 2026 outlook’s description of exports as minimal: the reports refer to different dates, and access changed in the interim. The August result demonstrates resumed shipments, not a full return to the prior level or a resolution of all eligibility issues.
What the shift means for the trade story
The clearest conclusion is that market access can change quickly when facility approvals become a barrier. China remained a significant destination for U.S. beef before the disruption; Australia’s shipments rose during the same period that U.S. shipments collapsed. But shipment values alone cannot establish exact market shares, assign a single cause, or trace the same beef from one destination to another. Production, prices, tariffs, plant registrations, and competition from suppliers such as Brazil all belong in the explanation.
