Verify a Kerala GST notice independently on the official GST Portal before paying, clicking a message link, or sharing login details. Enter its Reference Number (RFN) in the portal’s Verify RFN facility, then compare the result with the notice and your portal account. A missing RFN or an unsigned PDF is a reason to check carefully—not, by itself, proof that a communication is fake.
Verify the notice through the GST Portal
- Do not follow links in a questionable message. Type the official GST Portal address yourself or use a bookmark you already trust. Do not enter credentials or payment details on a page reached only through the message.
- Check the RFN. Use the portal’s pre-login Verify RFN facility. Alternatively, log in and go to Dashboard > Services > User Services > Verify RFN. GSTN supports both routes; neither is described as more authoritative than the other. The pre-login route is a direct check, while the logged-in route also lets you inspect your account’s notices and orders.
- Compare the result with the communication. Check the taxpayer details, issuing authority, dates, form, subject, amount and requested action. These are practical comparison points; a matching logo or letterhead alone does not authenticate a notice.
- Look for the corresponding portal record. Check your GST Portal notices and orders for the relevant communication. If the RFN result or account record does not match the document, pause before acting.

What an RFN means for Kerala State GST communications
Kerala State GST Circular 14/2023, dated 22 July 2023, directs that State GST communications—including emails—prominently carry a computer-generated Reference Number (RFN). The circular says this is the numbering used under Kerala’s Model 2 back-office system, which replaced Model 1 on 1 March 2022. It also allows exceptions in specified circumstances.
For that reason, treat an absent RFN as a prompt to verify directly, not as conclusive proof of fraud. Do not rely on the message’s own explanation or contact details to settle the question. Read Kerala State GST Circular 14/2023.

Understand the form numbers: notice, reply and order

Kerala State GST Circular 04/2024, dated 30 March 2024, says notices under State GST sections 73 and 74 are prepared manually by the proper officer and uploaded to the portal with Form GST DRC-01; adjudication orders are also prepared manually and uploaded with Form DRC-07. A document that looks manually prepared is therefore not automatically fake. Check the portal record and RFN instead. Read Kerala State GST Circular 04/2024.

Not necessarily. GSTN’s 25 September 2024 advisory explains that a document generated through an issuing officer’s authenticated common-portal login may not display a visible digital signature in the downloaded PDF. The portal records the communication and issuing-officer details. That explanation applies to documents issued through the common portal; it does not establish that any unsigned PDF received by email is genuine. Verify the specific communication by RFN and portal record.

What to do if the RFN or portal record does not match
- Do not pay through a link in the message or provide credentials, banking information or one-time passwords.
- Save the communication and note which details fail to match, without replying through an unverified channel.
- Independently find contact information on an official GST or Kerala government website and ask how to confirm the communication. Do not trust a phone number or email address supplied only in the suspicious message.
- If the notice is verified and raises a substantive tax issue, consult a qualified tax professional about the response. A verified notice may have legal consequences, so do not ignore it while checking authenticity.
