How to Surrender a Life Insurance Policy in Singapore

Surrendering a life policy in Singapore may end your cover and pay less than the premiums you paid. Get a current written value and confirm deductions and benefits that will terminate before proceeding.

Surrendering a life insurance policy ends it in exchange for the surrender value set by your contract and Singapore’s rules. You may receive less than the premiums you paid, and your cover or riders may end. Before you submit an instruction, get a current written quotation from your insurer and confirm the deductions, payout timing, and exact benefits that will stop.

What surrender means—and what you may receive

Surrender is the termination of a policy in return for its applicable surrender value. It is not the same as withdrawing premiums from a savings account: you may not get back all, or any particular share, of the premiums paid. MoneySense cautions that early termination or surrender can result in a loss: MoneySense’s guidance on buying life insurance online.

Section 149 of Singapore’s Insurance Act 1966 provides that when a life policy has been in force for at least three years, its owner may surrender it by written notice and is entitled to the surrender value determined under prescribed rules, subject to deductions for sums due under the policy or a related charge. The amount is policy-specific; the statute does not promise a particular payout. Insurance Act 1966, section 149.

Why the policy issue date matters

The Insurance (General Provisions) Regulations distinguish policies issued before 23 August 2004 from those issued on or after that date. For specified endowment and whole-life policies issued before the threshold, regulation 10 sets minimum surrender-value calculations, less amounts due to the insurer. For policies issued on or after 23 August 2004, the regulation refers to the amount the insurer is contractually liable to pay on surrender. Your policy terms and the insurer’s quotation are therefore essential to establishing your amount.

Charges and deductions can change the payout

Depending on the contract, deductions may include amounts owed to the insurer and charges associated with the policy. MoneySense’s universal-life guidance describes possible premium, insurance, administration, partial-withdrawal, and surrender charges; whether any apply, and when, depends on the policy. Check whether you are still in the free-look period

A free-look cancellation is a separate early right, not the same as surrendering a policy later. Regulation 8 requires licensed insurers to include a clause allowing at least 14 days after receipt to examine and terminate a life policy with a duration of at least one year. MoneySense says the period starts when policy documents are received and that a refund may be reduced by medical and other expenses. For an investment-linked policy, changes in underlying asset market value may also affect the refund. Understand what ends when you surrender

Full surrender ends the policy. That can mean losing the insurance protection and any benefits or riders attached to it. MoneySense notes that withdrawing all cash value from a universal-life policy effectively terminates coverage, and that a surrender fee may apply. The precise consequences depend on your contract, so ask the insurer to identify which benefits end and when, rather than assuming that a rider or benefit continues separately.

  • What charges, policy debt, or outstanding premiums will be deducted?
  • On what date will cover end, and which riders and other benefits will terminate?
  • Does this specific contract provide any alternatives, such as a partial withdrawal or another policy option?
  • Which forms and identity checks are required, how long is processing expected to take, and how will payment be made?

Forms, evidence requirements, processing times, and payment arrangements are insurer- and policy-specific. Do not treat an estimate or verbal explanation as a confirmed payout; rely on the insurer’s written, current terms before deciding.

Consider alternatives carefully

Before surrendering, ask the insurer or a qualified adviser to explain any options available under your contract. Do not assume that a partial withdrawal or another alternative is permitted for your policy.

Third-party traded-policy offers

A traded life policy is sold by its original owner to an investor rather than surrendered to the insurer. MoneySense notes that an intermediary may offer more than the insurer’s surrender value, but warns that investors cannot rely on MAS-administered laws to act against an intermediary who resold or packaged the policy, or against the distributor, if problems arise. A higher offer is not by itself proof of a suitable or safe transaction. Verify eligibility, the legal arrangement, price, and risks independently before considering a sale. What the Policy Owners’ Protection Scheme limits mean

MoneySense reports that eligible individual life and voluntary group life policies are automatically covered by the Policy Owners’ Protection Scheme. Its summary gives limits per life assured per insurer of S$500,000 for guaranteed sum assured and S$100,000 for guaranteed surrender value.
