How to Start a Landscaping Business With No Experience

A practical guide to choosing a safe starter service menu, checking local demand, planning a landscaping business, and verifying the rules before taking jobs.

You can start a landscaping business without prior business experience, but you should begin with a small service menu you can learn and perform safely—not promise every kind of landscaping. Check demand in your area, make a lean plan, verify local legal and insurance requirements, and get practical safety training before accepting jobs. The right services, costs, and rules depend on where you operate and what work you offer.

1. Choose beginner services you can do competently

“Landscaping” can mean routine lawn maintenance or more specialized work such as planting, irrigation, grading, hardscape, design, and tree care. Those activities call for different skills, equipment, safety precautions, and sometimes licenses. OSHA distinguishes maintenance from construction because the applicable workplace standards can differ. OSHA’s landscaping overview describes the range of work.

Start by listing tasks you can learn, practice, and perform reliably. A narrow offer might include mowing, basic pruning, or seasonal cleanup, depending on your skills and local rules. Do not treat tree work, chemical applications, grading, or construction as automatic beginner services; take them on only when appropriately trained, equipped, and authorized.

Compare possible services before choosing

For each service you are considering, assess:

  • Whether local customers want it and how many competitors already offer it.
  • Seasonality, likely job size, and how far you would travel between jobs.
  • Training and skill needed to deliver it consistently.
  • Equipment, transport, storage, and disposal requirements.
  • Physical and safety risks, insurance implications, and possible licensing or certification rules.

There is no universally best starter service mix: demand and requirements vary by location and activity.

2. Check whether customers in your area want it

Talk to potential customers and look at local competitors’ service lists, service areas, and the kinds of jobs they appear to target. Compare the services you could offer against unmet needs rather than assuming that a popular service elsewhere will work in your neighborhood. The U.S. Small Business Administration (SBA) explains how market research can help identify customers and how competitive analysis can reveal a difference in the market in its market research and competitive analysis guidance.

Pay attention to travel distance and seasonal demand as well as the number of possible customers. A service that looks attractive at a high per-job price may not work if jobs are scattered, equipment is costly, or demand lasts only a short part of the year.

3. Write a lean business plan

A short plan is enough to clarify what you intend to do and what you need to find out. Include your initial services, target customers, competitors, marketing approach, day-to-day operations, equipment and transport needs, insurance questions, and a conservative estimate of expenses and revenue. Penn State Extension’s guidance on starting a landscaping business describes common green-industry plan elements, including services, market and trends, marketing and management, finances, and sustainability.

The SBA says a lean plan can suit a relatively simple business or one expected to change and refine as it develops. Use its business-plan guidance to choose a format. Update your assumptions as you learn what customers request and what each job actually requires.

Do not rely on a generic startup-cost or earnings figure as your budget. No nationwide cost or income estimate is established here; your expenses depend on service scope, location, equipment, transport, insurance, and applicable fees. Price your plan using costs and requirements that apply to your own operation, and avoid treating revenue as guaranteed profit.

4. Verify the legal setup for your location and activities

Before taking paid work, determine which business registration, tax, zoning, license, and permit requirements apply to your actual location and services. Requirements can vary with state, city or county, business structure, and activity, so a national checklist cannot confirm what you need. The SBA’s business launch guidance directs owners to relevant state and local authorities.

  1. Choose a business structure that fits your situation; consider qualified legal or tax advice if you are unsure about the consequences.
  2. Ask the applicable state and local agencies which registrations, taxes, zoning rules, licenses, and permits apply to your specific services and operating address.
  3. Check requirements again if you add a new activity, such as chemical treatments or construction work; permission to offer one service does not automatically authorize another.

5. Review insurance before accepting jobs

Ask a licensed commercial insurance agent about coverage for the work you plan to do, your equipment, vehicle use, employees, and any requirements in customer contracts. The SBA identifies general liability as common business coverage and notes that insurance required by law varies by state; employee-related requirements may apply if you hire. Compare policy terms as well as prices using the SBA’s business-insurance guidance. The appropriate coverage depends on your operation, so do not assume one policy or limit fits every landscaping business.

6. Get hands-on training and prepare for hazards

Landscaping can involve machinery, chemicals, noise, lifting, weather, vehicles, and other hazards. OSHA lists mowing, pruning, fertilizing, cleanup, and blowing among lawn and landscape maintenance tasks; its hazards and solutions guidance includes eye and hearing protection for relevant power-equipment work. Learn to operate each tool safely, follow its instructions, and use protective equipment appropriate to the task before working on a customer’s property.

UGA Extension’s landscape-worker safety checklists, published July 23, 2026, are intended to introduce new landscape employees to safe work practices before their first assignment. For a new owner, supervised practice and task-specific instruction can help identify what you do not yet know. In a June 12, 2023, U.S. Department of Labor release, Assistant Secretary for Occupational Safety and Health Doug Parker said: “Landscaping can be dangerous when workers lack experience and appropriate training in a language they understand.” The release emphasizes the importance of training workers can understand.

7. Keep pesticide work out of your offer until you meet the rules

Do not assume that starting a lawn-care business gives you permission to apply pesticides. Federal law requires certification for anyone applying or supervising the use of restricted-use pesticides; states, territories, and tribes certify applicators, and may impose stricter requirements. The EPA’s pesticide applicator certification guidance explains the federal and local framework. Some jurisdictions may regulate additional pesticide work, so check with your state pesticide agency before offering chemical treatments. Penn State Extension’s turf guidance discusses requirements in Pennsylvania; its state-specific examples should not be applied elsewhere without checking local rules. 8. Use local resources as you build skills

County or state Cooperative Extension offices can help identify locally suitable turf varieties and pest-management methods. The EPA also advises homeowners to consult Extension for local lawn guidance in its healthy landscape guidance. For business planning and mentoring, the SBA offers free business counseling and local assistance. Combine these resources with supervised practice, relevant training, and qualified help whenever a job falls outside your current competence.
