Start with a clear service menu and local demand check, then build a cost-based plan and verify the registration, tax, permit, insurance, zoning, and pesticide requirements for your location.

To start a gardening business, choose the specific services you will sell, check demand in your service area, estimate costs for that work, and complete the registrations, tax steps, permits, insurance, and safety planning required where you operate. The details vary by state and locality, so there is no single nationwide license checklist or reliable universal startup-cost figure.

1. Decide what kind of gardening business to run

“Gardening business” can mean several different operations. Set a clear service menu before buying equipment or advertising. Common options include routine garden or landscape maintenance, planting and installation, and landscape planning and design. You can combine services, but state what is included and what is outside your scope.

Federal industry classifications offer a useful distinction, not a licensing shortcut: OSHA groups landscape care and maintenance and installation of trees, shrubs, plants, lawns, or gardens under NAICS 561730, Landscaping Services. Landscape architectural planning and design without installation is classified separately under NAICS 541320. Your service choice affects equipment, transport, training, seasonality, job duration, materials, insurance questions, and whether permits or construction-related rules may apply. An Employer Identification Number (EIN) is required in specified situations, including for businesses with employees and for corporations or partnerships; the IRS issues EINs for free. State tax ID requirements vary. Check applicable tax agencies or a qualified tax professional to determine which federal, state, and local obligations apply to your business.

Use a separate business bank account and a consistent bookkeeping process to track job revenue, labor, fuel, equipment, supplies, insurance, and taxes. Good records help you see whether your pricing covers the real cost of each job and make tax preparation more manageable.

6. Check permits, licenses, zoning, and pesticide rules

There is no universal U.S. license checklist for gardening businesses. Federal, state, county, and city requirements depend on both location and activity. Before accepting work, ask the relevant authorities whether your planned services trigger licensing, permits, zoning restrictions, vehicle requirements, worker-coverage rules, or requirements for installation and construction-like work. Home-based operators should also confirm local zoning rules.

Pesticide applications are a separate regulatory decision

If you plan to apply pesticides or supervise their use, check the rules before advertising or performing that work. Federal law requires people who apply or supervise restricted-use pesticides (RUPs) to be certified under EPA regulations and applicable state, territorial, or tribal laws. 10. Find customers and build repeat business

Make it easy for customers to understand what you do and where you work. Use clear service descriptions, written estimates, dependable scheduling, and follow-up after jobs. Test a small number of ways to reach the customers you identified, such as referrals, local search listings, community groups, partnerships, or printed materials. Track which channels lead to suitable jobs, not just inquiries. Advertising and market research are among the planning costs identified by the SBA.
