The right way to remove a federal tax lien depends on what you need changed: paying off the debt can lead to a full release; withdrawal removes the public lien notice but not the debt; discharge frees specific property; and subordination changes creditor priority without removing the lien. These are different remedies, so start by identifying the result you need.
First, identify what you mean by “remove”
A federal tax lien is the government’s legal claim against your property when you do not pay a tax debt. A levy is different: it is an actual seizure of property or rights to property to satisfy the debt. The IRS’s Understanding a federal tax lien guidance explains the lien, while Publication 594 describes the collection process.

How to get a full release
Full payment is the ordinary direct route. The IRS says it releases a federal tax lien within 30 days after the tax debt is fully paid. That is the IRS’s stated release timeframe; it is not a guarantee that every recording jurisdiction will update its records within 30 days.
Publication 594 also identifies other release grounds: payment guaranteed by a bond, meeting the payment terms of an accepted Offer in Compromise, or expiration of the collection period. The publication describes release after the collection period expires as automatic. Do not infer that the period has expired just from the original assessment date: account events can affect the collection timeline, so check your IRS account history and records.

Publication 1450 explains how to request a Certificate of Release. Confirm the current instructions, filing address, and account status before submitting a request.
How to request withdrawal of the public notice
Withdrawal removes the filed NFTL from public record and abandons the public lien priority reflected by that notice. It does not, by itself, release the lien or eliminate the balance. Possible grounds described by the IRS include a qualifying payment arrangement, a request that would help collect the tax more quickly, problems with the filing process, filing during a bankruptcy automatic stay, or a determination that withdrawal is in the taxpayer’s best interest.
Use Form 12277, Application for Withdrawal of Filed Form 668(Y), Notice of Federal Tax Lien. The form asks you to identify the NFTL and explain why it should be withdrawn. Include a detailed explanation and relevant supporting material. TAS also describes situations involving an installment agreement that will full-pay the balance where the NFTL was not a condition of the agreement, a collection-facilitating request, or a best-interest basis. These are criteria to consider, not a guarantee of approval.

If the NFTL has already been released, TAS says you may request withdrawal in writing after filing required returns and making current estimated tax payments where applicable. The IRS makes a decision; withdrawal is not automatic.

If you are selling a home or another asset, ask whether a discharge—not a general release—is the appropriate remedy. A discharge applies to specified property and does not erase the full tax bill or release every other asset. The IRS says a certificate may be available when the government receives its interest through a sale, among other statutory circumstances.
Review Publication 783 and the current Form 14135 instructions. The transaction, property valuation, and required payment or supporting documents affect eligibility and what you must submit. Because a sale can involve deadlines, proceeds, and other property interests, consider professional help if the transaction is complicated.

How to change the lien’s priority for a loan
Subordination does not remove the federal tax lien. It may allow another creditor to take priority over the IRS lien, which can make a loan or refinancing more workable. The IRS uses Form 14134 for a request and Publication 784 for instructions. The proposed transaction and the IRS’s interests matter, so approval should not be assumed.
Steps to take before you apply
- Choose the outcome. Decide whether you need a full release, removal of the public notice, relief for one property, or a change in creditor priority.
- Check the notice and your account. Review IRS notices and account information to determine whether the NFTL is open, released, or its status is unclear. Form 12277 specifically asks about the notice’s status.
- Use the matching current IRS resource. For withdrawal, use Form 12277. For discharge, review Form 14135 and Publication 783. For subordination, review Form 14134 and Publication 784. For a Certificate of Release, consult Publication 1450.
- Keep the application and supporting records. Save copies of what you submit and any IRS response. For complex lien matters, Publication 4235 lists Collection Advisory Group contacts.
- Act promptly if the IRS denies a request. Read the denial and its appeal instructions carefully. Publication 594 discusses the Collection Appeals Program; in the withdrawal context, TAS describes requesting an Appeals conference with Form 9423. Use the deadlines and procedures stated in your current notice.
When to seek professional help
Consider consulting a tax attorney, CPA, or enrolled agent if your case involves a property sale or refinance, bankruptcy, uncertainty about the collection period, or an appeal. A professional can assess the account facts and transaction documents that determine whether a particular remedy is available. This guidance concerns U.S. federal tax liens. State tax liens and private liens follow different rules. Your eligibility, balance, property interests, collection timeline, and appeal deadlines depend on your IRS records and individual circumstances.
