To potentially reduce the federal tax on Social Security, coordinate taxable retirement-account withdrawals and Roth conversions with the income used to calculate how much of your benefits is taxable. Qualified Roth IRA distributions generally are excluded from that calculation, while taxable traditional-account withdrawals and taxable conversions can raise the amount counted. The right mix depends on your household’s income, filing status, cash needs, account rules and future required minimum distributions (RMDs)—and a lower taxable-benefit amount in one year does not necessarily mean lower taxes overall.

How Social Security becomes taxable

Social Security is not automatically all taxable or all tax-free. The Internal Revenue Service (IRS) looks at a combined-income calculation to determine whether—and how much of—your benefits is included in federal taxable income. Its preliminary test adds half of your net Social Security benefits to other income, including tax-exempt interest. The IRS worksheet then determines the taxable portion; an informal estimate of your income is not a substitute for completing the worksheet.

The IRS currently lists these base amounts for the benefits calculation:

Filing status Base amount
Single, head of household, or qualifying surviving spouse $25,000
Married filing jointly $32,000
Married filing separately, lived apart from spouse for the entire year $25,000
Married filing separately, lived with spouse at any time during the year $0

These are thresholds in the benefits worksheet—not tax brackets and not a guarantee that benefits will be entirely tax-free or taxable in full. Check the instructions for the tax year you are filing. The IRS explains the base amounts and calculation in its Social Security Income FAQ.

For married couples filing jointly, combine both spouses’ income and Social Security benefits, even if only one spouse receives benefits. Supplemental Security Income (SSI) is a different program and is not taxable. The taxable portion of Social Security is reported on Form 1040 or 1040-SR, line 6b; benefit information comes from Form SSA-1099.

The base amount is only a starting point. Being below it does not replace checking the applicable worksheet, and being above it does not mean that all benefits become taxable. The worksheet applies the rules to the particular year’s benefit and income figures. It is also distinct from the tax brackets used to calculate federal income tax: the worksheet estimates how much of the benefits is included in taxable income, while the tax return uses the resulting income and applicable deductions and tax rules to calculate the tax bill.

For the 2026 draft Publication 915 worksheet, the IRS directs taxpayers to start with Box 5 net benefits from Form SSA-1099, multiply that amount by 50%, add total taxable income without reducing it for deductions, exclusions or exemptions, and add tax-exempt interest. The worksheet then continues through additional steps to determine whether benefits are taxable and the amount that is taxable. Follow the exact worksheet and definitions for the tax year you are filing rather than stopping at this preliminary sum. The 2026 publication is a draft and may be replaced by final instructions.

Which withdrawals affect the calculation?

The key planning distinction is whether a source of retirement cash adds taxable income in the year you receive it. A taxable distribution can raise the income counted in the benefits worksheet; a qualified Roth IRA distribution generally does not. “Generally” matters: account basis, distribution qualification and other facts can change the tax treatment.

Source or event General federal treatment What to account for
Traditional IRA or covered employer-plan withdrawal Generally included in taxable income, except for previously taxed basis or a qualifying tax-free portion. A taxable amount may increase income in the Social Security worksheet. Include both planned withdrawals and required distributions.
Qualified Roth IRA distribution Generally not included in income. It may supply cash without adding taxable income to the benefits worksheet, if the distribution qualifies.
Roth conversion Taxable amounts are normally included in income in the conversion year. Model the current-year increase, potential tax-payment needs and possible future effects. A conversion does not automatically save tax.
Required minimum distribution Generally taxable except for basis or a tax-free portion. It is a distribution constraint, not an optional withdrawal to defer indefinitely. Include it in annual income projections.

The IRS discusses Roth IRA treatment in Publication 590-A (2025) and Topic No. 309, and explains RMDs in its required minimum distribution guidance. For a Roth distribution, confirm qualification under the rules that apply to your account rather than assuming every withdrawal is tax-free.

When evaluating a traditional-account withdrawal, focus on the taxable portion, not merely the amount of cash received. Previously taxed basis or another qualifying tax-free portion can affect how much is included in income. Conversely, tax-exempt interest still enters the preliminary Social Security calculation even though it is not itself taxable interest income. Keep those two concepts separate when assembling the figures for the worksheet.

Build a withdrawal plan around the whole tax picture

There is no universally optimal order for spending from traditional accounts, Roth accounts and other resources. A useful comparison looks beyond the taxable-benefit figure and projects the household’s federal taxes over multiple years. A plan that keeps benefits from being taxable—or reduces their taxable portion—in one year can still produce a worse overall result if it creates a larger tax bill elsewhere or leaves less flexibility later.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Estimate the cash you actually need. List expected spending and other cash sources for each year. Separate cash required for living expenses from amounts you are considering withdrawing only to manage taxes. A withdrawal that is not needed for spending may still affect taxable income.
  2. Collect the income inputs. Gather each spouse’s Social Security benefit information and expected income from all other sources. Include tax-exempt interest in the worksheet calculation; it is part of the preliminary test even though it is tax-exempt. Use the figures and definitions requested by the current-year IRS worksheet.
  3. Identify taxable and potentially tax-free account cash. For each proposed traditional IRA or employer-plan distribution, determine what portion is taxable, taking account of any basis or qualifying tax-free portion. Separately identify Roth withdrawals and verify whether they meet the applicable qualified-distribution rules.
  4. Include conversions as income events. If considering a Roth conversion, add its taxable amount to the year in which it occurs. Compare the conversion scenario with a no-conversion scenario; do not treat the possibility of future tax advantages as a guarantee that paying tax now will reduce total tax.
  5. Add required distributions and their timing. Estimate RMDs for each applicable account and year. They may limit how much traditional-account income can be postponed, and a first-year deferral can put two RMDs in the following tax year.
  6. Complete the benefits worksheet for each scenario. Use the IRS worksheet—not just a threshold or rough income total—to estimate taxable Social Security. Compare the resulting taxable income and estimated federal tax, not merely whether the taxable-benefit amount changed.
  7. Compare more than one year. Review the current year and later years in which conversions, account withdrawals or RMDs may differ. Include household filing status and each spouse’s income in every year. A one-year improvement is not enough to establish that a strategy reduces taxes across the period.
  8. Revisit the estimate when facts change. Update the plan when benefit amounts, income, filing status, withdrawal needs or account balances change, and check the current-year forms and instructions before filing.

Make the comparison concrete by laying out a separate projection for each alternative: for example, the planned traditional-account withdrawal, the amount taken from a qualified Roth IRA, or a proposed conversion. For each year, record the cash needed from each account, taxable amounts, tax-exempt interest, benefits, filing status, RMDs and the worksheet’s taxable-benefit result. Then compare estimated federal tax for the household across the years being considered. This makes it easier to see whether a choice merely shifts taxable income from one year to another or changes the longer-term picture.

Also account for how a conversion’s tax will be paid. The conversion itself can add taxable income in that year, and the IRS notes that withholding or estimated tax payments may be needed. Include those payment needs in the cash plan rather than treating the conversion amount as the only relevant number. The calculation does not establish that any particular conversion size or withdrawal sequence is best; the result depends on household facts and future circumstances.

The IRS directs taxpayers to Publication 915 (2026 draft), the Form 1040 instructions and its Interactive Tax Assistant for help determining whether benefits are taxable. The 2026 Publication 915 available at the time of writing is a draft annual publication and may be replaced by final instructions; use the version applicable to the tax year at issue. The IRS notes that the Interactive Tax Assistant’s result depends on the answers supplied. Its Seniors & Retirees page links to retirement-plan distribution and withholding information.

How RMDs constrain the choices

For many traditional IRAs and employer plans, required minimum distributions generally begin at age 73, subject to account rules and exceptions. An IRA owner’s first RMD is generally due by April 1 of the year after reaching age 73. Later annual RMDs are generally due by December 31. If you use the April deadline for the first distribution, you will generally have a second RMD due by December 31 of that same year. That timing can concentrate two taxable distributions in one tax year.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

RMDs are minimum withdrawals, not a recommendation to take only that amount or a reason to ignore other cash needs. Estimate the RMD alongside other income before deciding how much additional money to withdraw, whether to convert funds, or which account to use for spending. The IRS says a Roth IRA owner is not required to take lifetime RMDs from that account; beneficiaries are subject to distribution rules. Employer-plan terms and other exceptions can matter, so check the rules for each account using the IRS’s RMD guidance.

For planning, the due date matters as much as the annual minimum. Taking the first IRA RMD by April 1 is an available timing choice, but it does not remove the next annual deadline in December. Project the year in which each distribution will be reported, including both amounts if the first one is deferred. That projection can affect the Social Security worksheet as well as the household’s total taxable income for that year.

When a Roth withdrawal may help—and when a conversion may not

If you need cash and have a qualified Roth IRA distribution available, that money generally is not included in income. Using it instead of an otherwise taxable traditional-account withdrawal may therefore avoid adding that withdrawal amount to the Social Security benefits worksheet. This is a possible planning benefit, not a promise that your benefits will be tax-free or that your total tax will be lower: the household’s other income and the treatment of the Roth distribution still matter.

A Roth conversion is different from a Roth withdrawal. Converting a taxable amount from a traditional IRA to a Roth IRA normally adds that amount to income in the conversion year. That can increase the income used to calculate taxable Social Security. The conversion may also be considered as part of a longer-term plan, including future RMD exposure, but the result depends on future circumstances and the current cost of the conversion. Model both the conversion year and later years rather than assuming a conversion is beneficial just because Roth IRA owners generally do not have lifetime RMDs.

The IRS states that a taxpayer may be able to convert amounts from a traditional IRA to a Roth IRA regardless of adjusted gross income, but that does not mean the conversion is tax-free or financially advantageous. Taxable conversion amounts are normally included in income, and withholding or estimated tax payments may be needed. Before converting, account for how the tax will be paid and what else the conversion changes in that year.

Common planning errors to avoid

  • Using a base amount as a complete tax calculation. The threshold signals when the worksheet may make benefits taxable; it does not tell you the exact taxable portion or the final tax bill.
  • Leaving tax-exempt interest out of the preliminary test. The IRS includes it in the income added to half of net benefits for this calculation.
  • Assuming every dollar in an IRA distribution is taxable. Traditional-account distributions are generally taxable, but previously taxed basis or a qualifying tax-free portion can change the amount. Determine the taxable share for the specific account.
  • Treating every Roth distribution as qualified. Roth IRA distributions generally receive different treatment when qualified. Verify the rules for the account and distribution before relying on that treatment.
  • Considering only the Social Security line. The taxable portion of benefits is one part of the federal tax result. Compare projected overall tax, cash needs and RMD exposure across years.
  • Forgetting the spouse’s income or filing status. Joint filers combine both spouses’ income and benefits. The base amount also varies by filing status and, for married filing separately, whether spouses lived together during the year.
  • Deferring an RMD without considering the next deadline. The first-year deadline may permit an April distribution, but a second RMD is generally due by the following December. Project both in the year they will be reported.
  • Using an outdated worksheet. Annual IRS publications and forms can change. Use the instructions for the tax year being filed, and note that the cited 2026 Publication 915 is a draft.
  • Assuming a Roth conversion is automatically a tax saver. A conversion can add taxable income now. Compare the conversion-year cost, payment needs and possible later effects instead of relying on a general rule of thumb.
  • Planning for one person when the return covers a household. For a joint return, the worksheet uses both spouses’ income and benefits. A withdrawal decision made for one account can therefore affect the combined calculation.

Federal scope and state taxes

This method addresses U.S. federal income tax. It does not establish how a particular state taxes Social Security or retirement distributions, and it cannot determine an individual household’s best withdrawal strategy without details such as filing status, income, benefits, basis, account qualification and timing. Treat any projection as an estimate based on the rules and facts for the year being modeled, then verify the applicable instructions before filing.

Frequently Asked Questions

Will an IRA withdrawal make more of my Social Security taxable?

A taxable traditional IRA withdrawal can increase income used in the Social Security benefits worksheet, which may affect how much of your benefits is taxable. The result depends on your other income, benefits, filing status and the current-year worksheet. A distribution containing previously taxed basis or a qualifying tax-free portion may not be fully taxable.

Do Roth withdrawals count toward Social Security taxability?

Qualified Roth IRA distributions generally are not included in income, so they generally do not add to the income used in the benefits worksheet. Confirm that the distribution qualifies under the rules for your account; do not assume every Roth withdrawal is tax-free.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I keep my Social Security benefits tax-free by staying below the base amount?

The IRS base amount is a threshold in the calculation, not a complete tax estimate or a promise about your final tax. Use the applicable-year worksheet, which includes half of net benefits, other income and tax-exempt interest, to determine whether benefits are taxable and how much.

Do required minimum distributions count as income for this calculation?

RMDs from traditional accounts are generally taxable except for basis or a tax-free portion, so the taxable amount can affect the worksheet. Include RMDs in year-by-year projections, especially if you defer the first IRA RMD until April 1 and have another due by December 31 of that year.

Does a Roth conversion make Social Security taxable?

A conversion’s taxable amount is normally included in income in the year of conversion and can increase the income used in the benefits worksheet. Whether that makes additional benefits taxable, and whether the conversion is worthwhile overall, depends on the household’s figures and projected taxes across years.

Are the Social Security base amounts the same as tax brackets?

No. The IRS base amounts are thresholds used in the benefits worksheet. They do not function as marginal tax brackets and do not by themselves show the final tax bill.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does SSI count as taxable Social Security?

No. Supplemental Security Income (SSI) is a separate program and is not taxable. Social Security benefits reported on Form SSA-1099 are handled under the benefits worksheet.

Where can I check the taxable amount of my benefits?

Use the current-year instructions for IRS Publication 915 or the Form 1040 instructions, and consider the IRS Interactive Tax Assistant. The IRS says the assistant’s result depends on the answers entered. The taxable portion is reported on Form 1040 or 1040-SR, line 6b.

The Bottom Line

To evaluate withdrawal choices, use the current-year IRS worksheet and compare the household’s projected federal tax across multiple years. Include taxable traditional-account withdrawals, conversions, qualified Roth distributions, tax-exempt interest, spouse income and RMD timing. A lower taxable Social Security amount in one year is not, by itself, proof of a tax-saving strategy.
