To lower payment acceptance costs without putting customers off UPI, first separate MDR from your provider’s other charges. Confirm your merchant category and eligibility, compare providers using the full written fee schedule, and keep UPI simple to use. Do not add a UPI-specific surcharge: the Ministry of Finance says MDR is a merchant-side ecosystem charge, not a customer charge.
Policy details below reflect the Ministry’s announcement of 15 September 2026. The release does not specify when its described framework takes effect, so confirm which rules apply to your business before forecasting costs.
Start by separating MDR from provider fees
MDR, or merchant discount rate, is a charge within the payment ecosystem. It is not the same thing as every amount a payment aggregator, gateway, acquiring bank, or other provider may charge under its merchant contract. A zero-MDR category therefore does not, by itself, prove that every part of your payment setup is free.
RBI guidance requires payment aggregators to disclose merchant pricing and relevant policies. Ask your provider for the UPI-specific schedule and contract terms, and compare what you will actually pay rather than relying on a general claim such as “free UPI.” The RBI’s payment aggregator and payment gateway guidelines address disclosure and responsibilities including dispute resolution and grievance handling.

What the latest official MDR announcement says
The Ministry of Finance’s 15 September 2026 release describes the following framework. These are figures stated by the Ministry, not an independent measurement of merchant costs. The release does not state an effective date; check with your acquiring bank or provider which provisions apply to your account before using the figures in a budget.

The Ministry says about 96% of merchant transactions are expected to remain unaffected; that is the Ministry’s expectation, not a measured outcome. It also states: “MDR is neither a tax nor a charge collected by the Government or NPCI.” The statement is from the Ministry of Finance, not an individual speaker. Check whether your business qualifies for a zero-MDR category
Do not assume that a threshold applies to every merchant or every QR payment. The Ministry’s announcement ties the up-to-₹1-lakh monthly protection to small merchants receiving QR payments under P2PM. Ask your acquiring bank or payment provider how it classifies your account and which transaction types count toward any applicable limit.
- Get the provider’s classification of your merchant and transaction category in writing.
- Confirm how monthly UPI QR receipts are counted and what happens if your volume or payment method changes.
- Keep the applicable terms and statements with your payment records so you can reconcile expected and actual charges.
- Use the real transaction value and category. The official material does not endorse splitting bills or changing categorization to avoid a charge.
Compare providers on total cost and service
There is no named-provider price ranking established by the available official material. Compare quotes against your own transaction mix, and ask each provider to disclose UPI-specific charges and conditions in writing. A lower headline rate may not be the better fit if other charges or service terms differ.

RBI guidance calls for transparency about pricing and provider policies, including dispute and grievance processes. It does not establish which provider is cheapest or best-performing. Compare the written terms alongside your experience of settlement, failed or delayed payments, support responses, and complaint handling.
Keep UPI easy for customers to choose
Cost control should happen through your provider choice, eligibility checks, and contract review—not by making UPI less attractive at checkout. The Ministry’s September 2026 statement says banks have been advised to ensure merchants do not pass MDR on to customers. Avoid a UPI-specific surcharge or wording that implies customers pay your MDR.

For in-person sales, display your merchant QR clearly and give customers a straightforward way to confirm successful payment. A clear process reduces uncertainty at checkout; a display accessory is optional and does not itself lower processing costs. The official UPI merchant QR information describes QR as a merchant payment-acceptance path.

A Ministry of Finance release dated 19 March 2025 described a Cabinet-approved incentive for FY 2024-25: qualifying small-merchant BHIM-UPI P2M transactions up to ₹2,000 were eligible for a stated 0.15% incentive, while other categories in its table had zero MDR without that incentive. That was a time-bounded scheme; it is not evidence that the incentive continues after FY 2024-25. The release also described January 2020 as the start of zero MDR for RuPay debit cards and BHIM-UPI under the relevant amendments. Treat those as historical descriptions, not a substitute for the later 2026 announcement. See the 19 March 2025 Ministry release.

Likewise, an April 2025 Ministry clarification said reports of a proposed GST on UPI transactions above ₹2,000 were false and without basis at that time. It explained that GST can apply to charges such as MDR, while no GST applied to UPI transactions when no MDR was charged. That clarification does not establish the current tax treatment of a later merchant fee. A tax on a payment charge is distinct from a tax on the payment itself; verify the treatment of any charge with current authoritative tax guidance. See the April 2025 Ministry clarification.
An older RBI circular on unbundling merchant charges addressed debit-card pricing transparency; it should not be read as setting current UPI pricing.
