How to Reduce Emissions and Energy Use at an Asphalt Plant

Measure fuel use against production and aggregate moisture, verify burner and sensor performance, avoid unnecessary heat, and evaluate plant-specific emissions and permit requirements before investing.

The most reliable starting point is to measure how much fuel your plant uses under specific production and aggregate-moisture conditions, then investigate avoidable heat, combustion, or collection-system problems before buying equipment. Drying and heating aggregate are central energy-consuming operations, but the right actions depend on the plant’s process, mix, fuel, and permit.

Build a baseline before changing equipment or settings

Fuel use is meaningful only alongside the conditions that drive it. Record operating data consistently so you can distinguish a real improvement from a change in production, moisture, mix, or temperature. EPA-reproduced asphalt-industry guidance recommends collecting moisture and fuel-use data and keeping records.

Log the operating conditions that affect fuel use

  • Production rate and quantity for the period.
  • Fuel type and quantity consumed.
  • Aggregate moisture, and RAP moisture where relevant.
  • Plant temperature and finished-mix temperature.
  • Mix and RAP conditions that could affect the process.
  • Burner condition, relevant sensor readings, and baghouse pressure drop.

Compare periods with similar production and material conditions, and track fuel use relative to output rather than comparing fuel totals alone. A change in moisture or production can alter fuel demand; investigate those factors before crediting a setting change or retrofit. Record what changed and when, so an unexpected increase can be traced to a process or equipment condition.

Put broad industry figures in context

An EPA overview, citing Department of Energy information and limited state inventory data, gives an older estimate that natural gas was used to dry and heat aggregate for 70–90% of U.S. hot-mix asphalt production. That is not a current market measurement or a description of any particular plant. The same EPA material estimates that aggregate and RAP, when used, make up over 92% of HMA by weight; this describes the mix’s material composition, not the share of energy use or a guaranteed savings opportunity.

Tune the burner and verify the instruments

Combustion settings should be checked by qualified staff within the burner manufacturer’s guidance. EPA-reproduced best-practice guidance advises contacting the manufacturer for applicable carbon monoxide (CO) and oxygen (O2) limits and adjustment procedures. Do not adopt generic numeric targets: the appropriate settings depend on the equipment and operating conditions.

Calibrate thermocouples and other relevant sensors regularly, and investigate drift or disagreement between readings. When stack-test readings are available, compare them with plant temperature readings to help identify instrumentation problems. A temperature sensor is useful only if its type, range, wiring, and controller are compatible with the plant; confirm those requirements with the manufacturer before replacement.

Control moisture and avoid unnecessary heat

Wet aggregate requires heat to dry, so track moisture alongside fuel consumption. Keep aggregate and RAP dry as the process and storage setup allow. Where RAP is used, avoid direct flame exposure or overheating it when the plant configuration makes that a concern.

Set mixing temperature with the asphalt supplier, and compare actual mix temperature with plant readings. Investigate persistent differences or temperature drift rather than compensating automatically by raising the setpoint. EPA-reproduced guidance also advises ensuring aggregate and RAP are dry and examining fuel-use increases even when moisture is the same or lower. Laboratory mixing temperatures are not a substitute for plant operating settings.

Use baghouse trends as a process check

Record baghouse pressure drop over time and investigate meaningful changes against the collector manufacturer’s operating guidance and the plant’s process conditions. A changed trend can be a reason to inspect the collector or investigate what has changed in the process; a pressure-drop reading alone does not establish emissions compliance.

EPA AP-42 documentation identifies fabric filters and venturi scrubbers as common secondary collection equipment at asphalt plants. The actual control configuration varies, so use the guidance applicable to the equipment installed at your facility.

Understand what plant design and RAP can—and cannot—tell you

Asphalt plants use batch or drum-mix processes, and the location of mixing relative to the burner and exhaust differs by design. Identify your plant’s actual process before applying an operating recommendation or evaluating a retrofit. In a counterflow drum plant, mixing takes place in a zone away from the exhaust stream.

An EPA historical assessment says counterflow plants are likely to have lower organic stack emissions than parallel-flow drum plants, while noting limitations in the available data. Treat this as a qualified comparison, not a guaranteed result for a particular plant or a prediction of savings from conversion.

The same assessment describes counterflow plants processing RAP at ratios up to 50% with little or no observed emissions effect in the cases it discusses. That finding is not a universal safe maximum or a substitute for mix-quality requirements. Determine allowable RAP use from the mix design, equipment manufacturer, and applicable specifications.

Choose improvements by measured problem, not a promised percentage

The cited EPA technical materials explain processes and operating checks; they do not establish universal energy savings, current comparative prices, or a guaranteed emissions result for any action. Before investing, ask what source the proposed change addresses and how its effect will be measured at your plant.

  • Identify the target: dryer combustion and fuel use, fugitive dust, organic stack emissions, or heat loss are different problems and may require different responses.
  • Define the measurement: compare fuel use, production, moisture, temperatures, and relevant emissions data under comparable conditions before and after the change.
  • Check plant fit: account for batch or drum configuration, burner and collector equipment, and RAP handling.
  • Assess implementation: obtain facility-specific information on capital, downtime, and maintenance requirements.
  • Confirm constraints: check mix specifications and permit conditions before changing materials, equipment, or operating settings.

For a significant capital decision, facility-specific engineering review or an energy assessment can help determine whether the measured problem supports the proposed investment. Require a clear scope and measurement method rather than relying on an unqualified savings promise.

Verify the rules that apply to your facility

Federal requirements, permits, and state or local rules depend on the plant’s location, equipment, fuels, emissions, and construction or modification history. EPA’s Hot Mix Asphalt Facilities: New Source Performance Standards (NSPS) overview is a starting point for federal compliance resources, not a determination that a particular standard applies to your facility. Check the applicable permit and requirements with the relevant regulatory authority or qualified environmental professional.
