Before reporting input tax credit (ITC) in GSTR-3B, reconcile your purchase register and books against the GST Portal statement at invoice level, resolve differences, and check each credit against the applicable GST rules. A match in GSTR-2A—or GSTR-2B—does not by itself prove that the credit is legally eligible.
One important distinction: GSTR-2A is an auto-drafted view of inward supplies, while the GST Portal’s detailed guidance for taking ITC in GSTR-3B focuses on GSTR-2B, a read-only statement generated for a tax period. Use the current portal statement and instructions for that period, and treat your own books as the reconciliation baseline.

What to reconcile before claiming ITC
Reconcile three records: your purchase register and accounting books, the relevant GST Portal statement, and the underlying invoices or other prescribed documents. The GST Portal advises taxpayers to reconcile GSTR-2B with their own records, avoid claiming credit twice for a document, reverse credit as required, and pay reverse-charge tax.
GSTR-2B is static for a period. Supplier filings or amendments made later may therefore appear in a later period. GSTR-2A is an auto-drafted inward-supplies view; do not assume that a 2A-to-3B comparison alone captures every exception or establishes eligibility. The GST Portal FAQ describes GSTR-2B as the statement to use for taking the right ITC in relevant GSTR-3B sections: GST Portal returns FAQ.

How to reconcile GSTR-2A and GSTR-3B step by step
- Download the period statement and preserve your books. Save the relevant GSTR-2B and purchase register, along with the period covered. GSTR-2B is read-only; it is not a return to file. It draws on specified supplier filings, ISD filings and import data, so retain the version used for your return review. The portal advises reconciling the statement against your own records.
- Match documents individually. Compare supplier GSTIN, invoice or debit/credit note number and date, taxable value, tax amounts, and any amendments. This is a practical matching approach; the GST Portal FAQ does not prescribe a universal tolerance or matching algorithm.
- Classify every difference. Mark missing supplier filings, an incorrect recipient GSTIN, changed invoice particulars, value or tax mismatches, credit notes, import records, timing differences, and possible duplicates as separate exceptions. If a supplier filing or correction appears to be the cause, follow up with the supplier. A missing entry does not, by itself, establish that ITC can be claimed.
- Test eligibility under the law, separately from matching. Check the invoice or other prescribed document, receipt of the supply, business use, applicable tax and return conditions, time limit, blocked-credit rules, and reversal requirements. Section 16 of the CGST Act and the CGST Rules set out relevant conditions and documentation: CBIC, CGST Act and CBIC, CGST Rules. The GST Portal cautions that some reasons credit may be unavailable are not flagged in GSTR-2B.
- Account for notes, amendments and prior claims. Check whether an amendment or credit note changed the tax or value, and whether a credit already claimed must be adjusted or reversed. Trace a document across periods and statement versions so it is not claimed twice. The portal FAQ states: “No credit is availed twice for any document under any circumstances.”
- Post only the eligible amount to the appropriate GSTR-3B field. Verify the current portal mapping and form instructions for the tax period. The portal FAQ describes auto-population for several ITC categories; the table below summarizes the cited mapping.
- Keep an exception trail. Retain the invoice, purchase-register entry, statement extract, supplier correspondence or correction, eligibility assessment, and return treatment together. This practical record helps a reviewer understand why a difference was claimed, deferred, or reversed.
Which GSTR-3B table should you use for ITC?
| Transaction type | GSTR-3B treatment described by the GST Portal FAQ |
|---|---|
| Other eligible ITC from registered suppliers | Table 4(A)(5), other ITC. |
| Input Service Distributor (ISD) credit | Table 4(A)(4). |
| Reverse-charge credit on supplies other than import of services | Report the liability in table 3.1(d); credit may be taken in table 4(A)(3) on payment of the tax. |
| Import of services under reverse charge | Not included in GSTR-2B. Report liability in table 3.1(d) and credit in table 4(A)(2), subject to payment and eligibility. |
| Import of goods | Table 4(A)(1). Reconcile the statement with bills of entry and customs evidence. |
These are the categories and fields described in the GST Portal FAQ, not a substitute for checking the current return instructions: GST Portal returns FAQ.
How to handle common reconciliation exceptions
Why is my purchase invoice missing from GSTR-2B?
Possible causes include a supplier filing not yet reflected for the period, an incorrect recipient GSTIN, a timing difference, or import data not appearing in the statement. Check the invoice particulars, ask the supplier to verify or correct its filing where appropriate, and review the applicable period’s statement again. Do not treat absence from the statement as proof that a claim is allowed; establish eligibility and follow the rules applicable to the period.

Can I claim ITC if it is not showing in GSTR-2B?
The statement is a reconciliation input, not a complete legal decision. The GST Portal FAQ says some unavailability indicators cover specified cases, including time-barred documents under Section 16(4) and a stated place-of-supply mismatch, while other legal provisions may make credit unavailable even when the system does not flag it. Evaluate the document and statutory conditions for your facts and period before reporting an amount.

What if supplier details or amounts were amended?
GSTR-2B is generated from supplier GSTR-1/1A/IFF, GSTR-5, ISD GSTR-6, and import data. Later filings and amendments can affect what appears in a later period. Trace the original and amended document, check the effect of any credit note, and ensure that a prior claim is not duplicated or left unreversed.

What if the supplier has not been paid?
CBIC’s published rules describe a reversal framework when consideration and tax are not paid within the period stated in Section 16(2), including 180 days, subject to the rule’s details and exceptions. Check the current rule text, applicable amendments and your facts before deciding whether a reversal is required; the 180-day period should not be applied without that review.
How should imports and reverse charge be checked?
For imports of goods, compare GSTR-2B’s ICEGATE data with bills of entry and customs records. The GST Portal FAQ notes that some imports, including courier imports, may not be available in the statement, so investigate missing records rather than relying on the statement alone. For reverse-charge supplies, report liability in table 3.1(d); the FAQ describes credit in 4(A)(3) after tax payment. Import of services under reverse charge is outside GSTR-2B and is addressed in 4(A)(2), with liability in 3.1(d).

Apply time limits and reversals to the relevant tax period
Section 16(4) contains a time-limit framework, but its application depends on the financial year, annual return and amendments that apply. Do not use a single cutoff as universally current without checking the law and notifications relevant to the period. Likewise, confirm any non-payment reversal or other adjustment against the current consolidated provisions and facts.
The GST Portal’s quoted instruction is: “Credit is reversed as per GST Act and Rules in their Form GSTR-3B.” The portal also advises taxpayers to reconcile the statement with their records and books: “Taxpayers are advised to ensure that the data generated in Form GSTR-2B is reconciled with their own records and books of accounts.”
