How to Prepare Your Retirement Plan for Lower Social Security Benefits

The 2026 Trustees projection is a national financing measure, not a personal benefit cut. Check your SSA estimate and test how your household plan handles different benefit scenarios.

Social Security’s latest Trustees projection does not mean your benefits will stop or that your personal check will automatically be cut by a stated percentage. The 2026 Trustees Summary projects that the Old-Age and Survivors Insurance (OASI) reserves will last through the fourth quarter of 2032; continuing income at that point is projected to cover 78% of scheduled OASI benefits. Prepare by checking your own Social Security estimate and earnings record, then testing how your household budget would work under more than one benefit scenario.

What the latest Social Security projection says—and what it does not

The 2026 Trustees Summary, the latest annual projection located as of October 9, 2026, reports two different trust-fund measures. OASI reserves are projected to last through the fourth quarter of 2032. At reserve depletion, continuing income is projected to cover 78% of scheduled OASI benefits. Separately, the combined Old-Age and Survivors Insurance and Disability Insurance (OASDI) reserves are projected to cover full scheduled benefits through the third quarter of 2034. These dates describe different measures and should not be treated as interchangeable.

OASI covers retirement and survivor benefits; DI is the disability insurance program. The combined OASDI figure concerns the two programs’ combined reserves and finances. It is not a replacement for the separate OASI projection when considering retirement benefits. Both figures are projections under the Trustees’ assumptions and current law, not guarantees of what Congress will do or what any individual will receive.

Reserve depletion does not mean Social Security stops paying all benefits. The 78% figure is the Trustees’ projection of the share of scheduled OASI benefits that continuing income could support at depletion. It is not a personal benefit estimate, and it does not establish that every retiree’s check will be reduced by exactly 22%. The projection can change as assumptions, future revenues, and legislation change.

The year of a projection matters. The 2025 Trustees report projected OASI reserves through 2033 and 77% of scheduled benefits payable at depletion. The 2026 summary revised those estimates to the fourth quarter of 2032 and 78%, respectively. Use the report year whenever you refer to a projection; an older figure should not be presented as the current one.

Why the national projection is not your personal estimate

The Trustees’ report addresses the financing of Social Security for the program as a whole. Your own retirement benefit is calculated from your earnings record and the age at which you start benefits. The national payable-benefit percentage cannot tell you what your monthly estimate is, or what a future individual adjustment would be.

The Social Security Administration (SSA) says retirement benefits are based on your highest 35 years of earnings. If your record contains fewer than 35 years, years with no covered earnings enter the calculation. Additional covered work may replace lower-earning years, although the effect depends on your record. An estimate also depends on the future-earnings assumptions used when it is generated, so it is important to check what those assumptions are rather than treating a displayed amount as independent of your work plans.

Start with your SSA account and personalized retirement estimates. SSA’s tools show estimates for different claiming ages, including 62, full retirement age, and 70, and allow you to adjust expected future earnings. The estimate is a personal planning input based on your record and assumptions; the Trustees’ projection is a national financing measure. Keep those two figures separate in your plan.

Step 1: Check your earnings record and estimate

  1. Open your personal SSA estimate. Use SSA’s my Social Security tools to review the retirement benefit estimates available for your record. Note the date you checked them, because both estimates and national projections can change.
  2. Review the earnings history. Look for missing or incorrect years and confirm that the record reflects your covered work as you understand it. The estimate depends on that history, so an error can affect the starting point for your plan.
  3. Check the future-earnings assumption. If you expect to keep working, use the tool’s expected-future-earnings option to model that plan. If you expect to stop earlier or earn less than the assumption shown, revise it so the estimate better matches your circumstances.
  4. Save the amounts and assumptions. Record the estimated monthly benefit, the claiming age associated with it, and the earnings assumption. This gives you a dated baseline to compare with later updates and household scenarios.

If you find a discrepancy in your earnings history or cannot determine what assumption the estimate uses, do not silently substitute a guess. Use the SSA account’s guidance or contact SSA for help understanding your record before relying on the amount in a detailed retirement budget.

Step 2: Compare claiming ages as household cash-flow choices

SSA estimates can help compare starting benefits at 62, your full retirement age, and 70. Starting before full retirement age reduces the retirement benefit; delaying after full retirement age increases it through age 70. Delayed retirement credits do not continue increasing the retirement benefit after 70. These rules describe the benefit’s timing trade-off, not a universal instruction to claim early or wait.

Claiming age to model What to compare in your plan Question to answer
62 SSA’s estimate at 62, the household’s income needs before and after claiming, and the effect of a lower monthly benefit over time. Would starting earlier address a real cash-flow need, and what would that mean for the household’s income later?
Full retirement age SSA’s estimate at your full retirement age, savings withdrawals before benefits begin, and the income available from work or other sources. Can the household bridge the period before claiming without creating an unacceptable strain elsewhere?
70 SSA’s estimate at 70, the resources needed to cover expenses while delaying, and the household’s likely reliance on the benefit after it starts. Can the household fund the delay, and how does the larger monthly estimate fit the wider plan?

For each date, compare more than the monthly amount. Consider the cash-flow gap before benefits begin, the savings or other income that would fill it, continued covered work, and how long the household may rely on Social Security. A higher estimated monthly benefit later is only useful in context: a household must be able to cover its needs while waiting, and its circumstances may favor a different timing choice.

SSA’s calculator helps compare estimates by age and expected earnings; it does not choose the best age for your household. Make the comparison using the estimates in your own account and the budget you actually expect to live on, rather than assuming that one claiming age is always preferable.

Step 3: Test a lower-benefit scenario without mistaking it for a forecast

A scenario is a way to ask whether a plan can withstand an adverse change. It is not a personalized SSA prediction. The Trustees’ 78% figure applies to projected OASI benefits at reserve depletion under the 2026 summary’s assumptions; it is not a direction to reduce your individual SSA estimate by 22% in your plan.

Choose any adjustment for a household stress test as an explicit planning assumption. For example, if your own estimate is $2,000 per month, you might test what a 10% or 20% reduction in that assumed amount would do to your budget. Those percentages are illustrative inputs chosen for the exercise, not estimates from SSA or the Trustees. You could instead test a different reduction or a delay in the date benefits start, as long as you label the scenario clearly.

  1. Set a baseline. Use the dated SSA estimate for the claiming age you currently consider most plausible, along with your expected future earnings and retirement date.
  2. Choose one stress assumption at a time. For a reduced-benefit scenario, state the percentage or dollar amount you are testing and why. Keep it distinct from the official estimate and from the Trustees’ national projection.
  3. Recalculate monthly income. Apply the chosen assumption to the benefit estimate and place the result in the appropriate time period of your budget. If you are testing delayed claiming instead, use the SSA estimate for that later start age and account for the time before payments begin.
  4. Compare income with spending. Identify the resulting gap and which resources would cover it. A scenario is useful when it reveals a specific shortfall or a plan feature to revisit, not when it produces a number that is mistaken for a guaranteed outcome.
  5. Record the scenario’s date and assumptions. Label it as a household planning test and update it when your estimate, work plans, retirement date, or official projections change.

There is no universal savings amount that the reviewed official sources say everyone should add to offset a projected shortfall. The amount a household needs depends on its actual spending, existing savings, other income, health coverage, and retirement timing. A scenario can reveal whether more saving, a different work plan, altered spending, or another adjustment merits consideration, but it cannot determine a suitable target without those personal details.

Step 4: Review the whole household plan

Social Security is one component of retirement income. Compare it with the household’s expected costs and other resources across the years when those amounts will be available. A useful review is specific enough to show which year has a gap and which assumptions make the gap larger or smaller.

  • Expected spending: Estimate regular costs and distinguish expenses that may change after work ends from those that will continue. Use your household’s budget rather than a generic spending target.
  • Savings: Identify which accounts or other savings are available to fund the gap before benefits start or to supplement income later. Test withdrawals against the actual timeline you are considering.
  • Pensions and other income: Include any expected pension, earnings, or other dependable household income, with the date each is expected to begin and any assumptions that could affect it.
  • Work plans: Consider whether continued covered work is realistic and how it could affect the 35-year earnings record. A work plan should not be counted as income unless it is plausible for the household.
  • Health coverage: Include expected health-coverage costs and timing in the spending plan. These can affect the feasibility of leaving work or delaying benefits; the Trustees’ financing projection does not answer an individual coverage question.
  • Retirement and claiming dates: Make the dates explicit. Leaving work and starting Social Security are separate decisions, and a plan may need to fund the interval between them.

Review the plan as a household, especially when more than one person’s income, savings, or benefit affects the budget. A change in one person’s claiming date can affect the timing of shared income needs. Avoid relying on one best-case path: compare the intended plan with a more cautious scenario and identify what decision you would revisit if the cautious case became more likely.

Step 5: Revisit estimates and projections over time

Both Trustees projections and individual estimates can change. Preserve the report year, estimate date, claiming age, and earnings assumptions each time you update your plan. That history helps you distinguish a change in the official projection from a change in your own earnings record, expected work, or retirement date.

At a minimum, revisit the plan when you check a newer SSA estimate or Trustees report, and when a material household assumption changes. Examples include a different retirement date, a change in expected earnings, a revised spending plan, or a change in other income. Replace old figures with newly dated ones while retaining the assumptions used for any scenario you still want to compare.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When explaining a change to another household member, be precise: a Trustees report revises a national projection; an SSA account updates a personal estimate. Neither alone decides what the household should do. The practical question is whether the plan still covers expected spending across the dates and scenarios that matter to you.

A decision checklist

  • Have you checked your personal SSA estimate and verified the earnings record behind it?
  • Have you noted the estimate date, expected future earnings, and the claiming ages you are comparing?
  • Have you separated the 2026 OASI projection from the combined OASDI reserve projection?
  • If you tested lower benefits, did you label the reduction as your own scenario assumption rather than an SSA forecast?
  • Does the household plan account for spending, savings, other income, work plans, health coverage, and the cash-flow period before benefits begin?
  • Have you identified when you will review the estimates and assumptions again?

Frequently Asked Questions

How much will I get from Social Security?

Your personalized retirement estimate depends on your covered earnings record and the age you start benefits. SSA bases retirement benefits on your highest 35 years of earnings; if you have fewer than 35 years, years without covered earnings count in the calculation. Review your my Social Security estimate, confirm the earnings history, and check the future-earnings assumption used. The national 78% OASI projection is not a calculation of your individual monthly benefit.

When should I start my Social Security benefits?

There is no single claiming age that is best for every household. SSA tools let you compare estimates at 62, full retirement age, and 70. Starting before full retirement age reduces the retirement benefit, while delaying after full retirement age increases it through 70; delayed credits do not keep increasing it after 70. Compare the monthly estimates alongside the cash-flow gap before claiming, available savings and other income, continued covered work, and how long you may rely on the benefit.

Does Social Security stop when OASI reserves are depleted?

No. The 2026 Trustees Summary projects that continuing income at OASI reserve depletion in the fourth quarter of 2032 could cover 78% of scheduled OASI benefits. That is a national projection under the Trustees’ assumptions and current law, not a promise that payments stop or a personal forecast for any one beneficiary. Future revenues, assumptions, and legislation can change the outcome.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does the 78% figure mean my check will be cut by 22%?

No. The 78% figure describes the projected share of scheduled OASI benefits payable from continuing income at reserve depletion. It does not establish that each individual’s check will be reduced by exactly 22%. Use your SSA estimate as the personal starting point, and if you want to test a lower amount, label the reduction as a household planning assumption rather than an SSA prediction.

Why does the combined OASDI date differ from the OASI date?

They measure different trust-fund situations. The 2026 Trustees Summary projects OASI reserves through the fourth quarter of 2032, with 78% of scheduled OASI benefits payable at depletion. Separately, it projects that combined OASI and Disability Insurance reserves can cover full scheduled benefits through the third quarter of 2034. Keep the program labels attached to each date; the combined figure does not replace the separate OASI projection.

How often should I update my retirement plan?

Keep a dated record of your SSA estimate, its earnings assumptions, the claiming ages compared, and the Trustees report year used for national projections. Revisit the plan when you check a newer estimate or Trustees report and when a meaningful household assumption changes, such as retirement timing, expected earnings, spending, or other income. Updating the inputs helps show whether a gap comes from a revised national projection or a change in your own circumstances.

The Bottom Line

Use the 2026 Trustees figures as national financing context, not as an automatic reduction to your personal benefit. Check your SSA earnings record and estimates, compare claiming ages, and test your household budget with clearly labeled assumptions. Revisit the plan as your circumstances and official projections change.
