Prepare by ranking shipments by business impact and required delivery date, checking their status and current lead times, and agreeing on when to reroute, expedite, use buffer stock, or notify customers. Before committing money, compare current, lane-specific quotes—including surcharges—and confirm that the alternative has available capacity. Freight rates, booking windows, and fees vary by route, mode, carrier, shipment, and date; a market headline is not a quote for your cargo.
Why shipping delays can push freight costs higher
Congestion, weather, labor issues, route changes, and operational constraints can reduce effective capacity or make schedules less reliable. When capacity tightens or a shipment needs a different route or service, both transit time and cost can change. UNCTAD’s Review of Maritime Transport 2025 reports that port congestion contributed to higher freight rates in 2024 and into 2025, alongside disruptions, weather, and labor issues. That is historical context, not a forecast for current rates.

In its 2026 National Freight Strategic Plan announcement, the U.S. Department of Transportation said that “More than 54 million tons of goods valued at $68 billion travel through America’s freight network every day.” This is a USDOT figure for the U.S. network, not a global estimate. The plan treats resilience, efficiency, security, and supply-chain visibility as priorities in a large, interdependent freight system.
Build a shipment plan around deadlines and business impact
Map what is exposed
Make a working list of important shipments and record the origin, destination, transport mode, cargo-ready date, required delivery date, and any business dependency. Flag shipments with little schedule flexibility, a single practical route, or consequences that would be costly if they arrive late. This helps distinguish cargo that can absorb a delay from cargo that needs a contingency.

Set decision points before a disruption
Agree internally on what conditions would trigger expediting, rerouting, drawing down buffer stock, or notifying customers. Set each trigger according to the cost of delay and the alternatives available; there is no universal threshold that fits every shipment. Identify who can approve extra spend and who communicates schedule changes.
Track shipments and verify the current plan
Monitor shipment milestones and ask the carrier or freight forwarder for current estimates rather than relying only on the original schedule. Confirm cargo readiness, allocation, routing, cutoffs, and any revised lead time. The USDOT’s 2026 National Freight Strategic Plan identifies better visibility and data-driven planning among its priorities.

Recheck carrier notices and route conditions before booking or making a budget commitment. A delay affecting one trade or service does not establish what is available or priced on another lane.

Ask about contingencies early
Before a shipment becomes urgent, ask the carrier or forwarder which alternative routings, ports, services, or modes could work for the cargo and delivery deadline. Ask whether the alternative has capacity—not just whether it exists—and what cargo-ready date, booking cutoff, transit estimate, and fallback would apply.

Booking guidance can be time- and lane-specific. For example, Flexport’s July 9, 2026 logistics update offered advance-booking guidance for particular lanes during that market period. It should not be treated as a universal booking rule or as current advice for every shipment.

- Delivery performance: expected arrival, schedule variability, and whether the service can meet the required date.
- Total freight and landed cost: base freight, applicable surcharges, inland transport, handling, insurance, and the financial cost of delay.
- Capacity certainty: whether allocation is confirmed, plus the cargo-ready date, cutoff, and availability of a fallback.
- Operational fit: cargo characteristics, handling needs, route risks, and whether the shipment can use another mode or port.
Check the contract and current notices for rate changes and fuel or emergency surcharges. Confirm the effective date, trade or route covered, shipment eligibility, and whether a charge recurs or is one-time before building it into a budget. Maersk’s March 16, 2026 Hormuz closure freight and service update and CMA CGM’s Middle East situation updates, including a July 21, 2026 surcharge advisory, illustrate how carrier changes can be tied to particular disruptions and operating conditions. Their terms do not establish a universal charge.
No current quote or booking window can be inferred for an unspecified shipment. Ask for the surcharge scope in writing and compare like-for-like, current lane quotes before choosing an option.
Keep people and budgets aligned as conditions change
Review open shipments when routing, schedules, capacity, or cost assumptions change. Update procurement and operations, and tell customers when a revised arrival estimate affects their plans. For maritime fee and regulatory developments, the Federal Maritime Commission’s News and Advisories is a source for agency announcements, including detention-fee matters; check the relevant notice for its scope rather than assuming it applies to every shipment.
