How to pay a utility bill without a credit card fee: open your utility’s official payment page, choose payment from a checking or savings account (usually labeled ACH, eCheck, or bank account), and verify the fee before you submit. For recurring bills, select bank-account autopay—not merely an autopay schedule with a card still attached. If you use your bank’s bill-pay service, first confirm whether it sends ACH, a paper check, or a virtual card. A utility’s policy is provider-specific, so the fee shown for your account at checkout is the controlling information.
Start with a direct bank-account payment
The most reliable way to avoid a card processing or convenience fee is to pay the utility directly from a checking or savings account. Utilities may call this an ACH debit, eCheck, electronic check, or bank-account payment. It can be available as a one-time payment, recurring autopay, or both.

Do not assume that every utility offers free ACH or that a fee-free method is legally required. Portland Water Bureau and Pacific Gas and Electric Company (PG&E), for example, describe bank-account payments as having no transaction fee for their customers, but those are individual provider policies. Your utility can use different pricing, limits, posting times, or returned-payment rules.

- “Bank account,” “checking or savings,” “ACH,” or “eCheck” as the funding source.
- A fee line showing $0, “no transaction fee,” or the provider’s current charge before confirmation.
- The date the debit will be initiated and the date the payment is expected to post.
- Any maximum payment amount, verification requirement, or returned-payment fee.
If the page offers only card fields, do not enter a debit-card number and assume it is equivalent to a bank transfer. A debit card is still a card transaction and can carry the same or a different fee.

Why a credit-card fee appears
Utilities often use a payment processor for card transactions and pass some or all of that processing cost to the customer as a convenience or service fee. The charge can be a percentage, a minimum dollar amount, a flat amount, or a combination. It may apply to credit cards, debit cards, and digital wallets rather than to credit cards alone.
For example, the Portland Water Bureau’s 2025 notice says its card fee is 2.95% of the payment with a $1.25 minimum, effective June 3, 2025, and applies to credit and debit cards. PG&E’s 2025 information lists $1.50 for residential consumer or personal card payments, $6.95 for business customers’ personal card payments, and 1.95% for commercial credit cards; those changes took effect June 9, 2025. PG&E says checking- or savings-account payments have no transaction fee. These figures illustrate local policies, not a national rate card.
A City of Santa Barbara notice published September 29, 2025, describes a card fee of 2.95% or a $2.95 minimum beginning June 1, 2025, and identifies ACH as a way to avoid that processing fee. A separate BPU notice says a 2% fee applies to credit cards, debit cards, and digital wallets beginning March 16, 2026. Because providers change fees and effective dates, read the current disclosure for your account immediately before paying.
Compare the available payment methods
| Method | When it may avoid a card fee | Checks before using it |
|---|---|---|
| Direct ACH from a bank account | Often fee-free when the utility offers it | One-time versus recurring availability, debit date, limits, and returned-payment charges |
| Utility autopay funded by a bank account | Useful for recurring bills when the provider waives bank-account fees | Funding source, variable bill handling, cancellation process, and overdraft risk |
| Bank or credit-union bill pay | Potentially free if the bank sends ACH or a check without a utility card fee | Whether the bank uses a virtual card, delivery time, payee details, and posting date |
| Check or money order | Some utilities list these as fee-free | Mailing time, accepted payee name, payment-posting rules, and money-order purchase cost |
| Cash or an authorized payment location | Some providers accept cash without their online card fee | Location, hours, receipt, third-party retailer charges, and cutoff time |
| Debit card or digital wallet | Only if the provider’s disclosure specifically shows no fee | Checkout fee and whether the transaction is treated as a card payment |
How to make a one-time ACH payment
- Go to the utility’s official payment page. Use the website or app you normally use for your account, rather than an unsolicited payment link.
- Choose the bank-account option. Select “ACH,” “eCheck,” “checking,” “savings,” or equivalent wording. Do not choose a debit-card option merely because the card is linked to your bank account.
- Enter the account and routing information. Use the checking or savings account that will remain funded through the debit date. Some providers may require a small verification or an account-login authorization.
- Review the complete order screen. Confirm the payment amount, any service or convenience fee, scheduled debit date, and expected posting date. If a card fee appears, back out and check that the funding source is actually the bank account.
- Save the confirmation. Record the confirmation number, amount, date, and the account used. Keep it until the payment posts on your utility account and your bank statement.
An ACH payment can still have a provider-specific fee, a payment limit, or a returned-payment charge. “ACH” describes the payment rail; it is not a promise that every utility makes it free.
Set up bank-account autopay for recurring bills
Autopay is a schedule, not a guarantee of free funding. A utility may charge for card-funded autopay while waiving the fee for autopay drawn from a checking or savings account. PG&E distinguishes its card and bank-account autopay choices, which is why the funding source must be checked separately from the schedule.

- Sign in to the utility account and open the payment, billing, or autopay settings.
- Choose the option to add or change a payment method, then select a bank account rather than a credit or debit card.
- Choose whether the utility will withdraw the exact bill amount each cycle or an amount you authorize within stated limits.
- Read the debit date, notice period, editing rules, and cancellation process. Make sure the account will contain enough money on the withdrawal date.
- Save the enrollment confirmation and check the next statement to verify that the bank account—not an old card—was charged.
The Consumer Financial Protection Bureau explains that automatic debits can pay the same amount each time or allow amounts to vary within a specified range, such as a changing utility bill. The CFPB consumer explainer was last reviewed August 28, 2026. Variable-bill authorization does not remove your responsibility to review each statement.
Use bank bill pay only after checking the payment rail
Your bank or credit union may offer a bill-pay service that appears to send money from your deposit account, but the service can use different rails for different payees. It may send ACH, mail a check, or transmit a virtual single-use card.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsACH or electronic delivery
If the bank confirms that it sends an electronic bank payment and the utility treats that payment as fee-free, bill pay can be convenient. Enter the utility’s exact payee name and account number, and schedule it early enough for the bank’s delivery estimate. A bank’s “send on” date is not necessarily the date the utility credits your account.
Mailed check
Some bill-pay systems print and mail a check. This may avoid a card fee, but it introduces postal and processing time. Check whether the utility considers the payment received when mailed or when posted, and schedule it before the due date. Keep the bank’s confirmation and the utility account number on the payment.
Virtual card
A bank can also send a virtual, single-use card number. DTE Energy says virtual-card payments can be processed like credit-card transactions. If your utility assesses its card fee on that transaction, bank bill pay will not solve the problem. Ask the bank how it pays this specific payee; if the answer is unclear, use the utility’s direct ACH option when available.

When a check, money order, or cash makes sense
If direct bank payment is unavailable or you do not want to authorize an electronic debit, check the utility’s official instructions for paper and in-person methods. Portland Water Bureau lists checks, money orders, and cash as fee-free methods in its cited policy. That does not mean every utility accepts all three.

- Money order: Verify where it can be purchased and whether the seller charges a separate issuance fee. Retain the receipt and tracking information if mailed.
- Cash: Use only an authorized utility office or payment location, obtain a receipt, and verify the location’s hours and cutoff time.
- Third-party retailers: A retailer may add its own service charge even when the utility does not charge a card fee. Read the retailer’s disclosure before paying.
Debit cards and digital wallets are not automatically fee-free
A debit card draws on a bank account, but it still travels through a card network. A utility can therefore apply its card fee to debit transactions. The Portland policy applies to credit and debit cards, and the BPU notice applies its 2% fee to credit cards, debit cards, and digital wallets beginning March 16, 2026.
Digital wallets can tokenize a credit or debit card, but the wallet does not necessarily change how the utility classifies the payment. Use a wallet only after the final checkout screen identifies the fee and you are comfortable with it.
Prevent returned-payment and overdraft charges
A fee-free ACH payment can become expensive if the account lacks sufficient funds. The CFPB warns that the bank or the company may charge a fee when an automatic debit is attempted without enough money in the account.
- Check the utility’s debit date and your bank’s available balance, not only the current balance.
- Leave room for pending transactions and deposits that may not have cleared.
- Review variable bills before the debit occurs, especially after seasonal usage changes.
- Update the utility promptly if you close or replace the account.
- For a one-time payment, avoid scheduling the debit earlier than necessary if that would create a balance problem.
If a debit fails, contact the utility and your bank promptly. Ask whether the utility will retry, whether a returned-payment charge was added, and which payment method can restore the account without another card fee. Do not submit repeated payments blindly; two successful debits could overdraw the account.

Check the fee before every submission
Fees can change after you have saved a payment method, and a provider can price one account type differently from another. Before clicking the final submit button:
- Confirm the funding label says bank account, ACH, or eCheck.
- Read the fee line and calculate the total that will leave the account.
- Check the payment date and the utility’s expected posting date.
- Verify the last four digits of the bank account and the utility account number.
- Save the receipt or confirmation page.
If the fee is shown as a percentage with a minimum, compare the displayed dollar amount rather than relying on a mental estimate. For example, a 2.95% fee with a $1.25 minimum would charge at least $1.25 on a small Portland card payment; the utility’s checkout calculation controls the actual amount.
Troubleshoot common problems
The utility shows a fee even though you selected autopay
Open the funding-source settings, not only the payment schedule. Replace the saved card with a checking or savings account and confirm the change took effect before the next bill. If the provider offers separate “card autopay” and “bank autopay” enrollments, choose the bank version explicitly.
Your bank bill pay is rejected or charged as a card
Ask the bank whether the payee receives ACH, a check, or a virtual card. A virtual card may be treated like a credit-card transaction, as DTE describes. Switch to direct ACH through the utility if available, or use a paper method listed by the provider.
Recommended Free Tools
The ACH option is missing
Check whether the utility requires a logged-in account, supports ACH only for one-time payments, or restricts it by account type. If no bank-account option exists, review official instructions for check, money order, cash, or an authorized payment location. Do not assume a third-party location is free.

The payment posted late
Compare the submission date, debit date, and posting date in your confirmation. Mailed checks and bank bill-pay checks need extra lead time. Contact the utility with the confirmation number before sending a second payment.
You cannot keep enough money in the account on the debit date
Cancel or reschedule autopay according to the utility’s rules, then use a payment date and method you can fund safely. A missed or returned ACH can trigger charges, so do not enroll until the timing works with your income and other withdrawals.
A practical decision path
- Need to pay now? Choose direct ACH if the utility offers it and the fee line is acceptable.
- Paying every month? Enroll in bank-account autopay after confirming the funding source, variable-bill terms, and debit date.
- Prefer to use your bank’s dashboard? Confirm the bill-pay rail. Use it only if it sends ACH or a check under terms that avoid an unwanted card charge.
- No suitable electronic method? Follow the utility’s official check, money-order, cash, or authorized-location instructions and allow for posting time.
- Considering a debit card or wallet? Read the fee disclosure; treat it as a card payment unless the provider clearly says otherwise.
What the named examples do—and do not—prove
The Portland, PG&E, Santa Barbara, DTE, and BPU examples demonstrate why checking your own provider matters. They show different fee amounts, covered payment types, and effective dates. None establishes a universal rate, a universal free-ACH rule, or a requirement that every utility offer a no-fee option. Your utility’s current payment terms, account type, and checkout disclosure determine the available choice.
The Bottom Line
Use the utility’s direct ACH or bank-account autopay whenever its current payment page shows that option without a fee. Confirm the funding source and final charge every time, and treat bank bill pay, debit cards, wallets, checks, and cash as provider-specific alternatives rather than automatic fee-free solutions.
