Define the conversion that matters, verify Meta receives reliable data for it, keep the campaign structure manageable, test creative and placements, and judge cost alongside the quality and value of the resulting customers or leads.
1. Choose a conversion that reflects the business goal
Start by deciding what success means: for example, a completed purchase or a qualified lead. Then choose a campaign objective, conversion location, and performance goal that align with that result. A click is useful only when it contributes to the outcome you want. If the campaign is intended to generate sales, optimizing for inexpensive visits can produce traffic without demonstrating that the visits are likely to buy. Match the optimization event to the meaningful action you can measure and improve.
2. Make sure conversion data is usable
Before changing bids, audiences, or creative in response to reported results, check that the event data behind those results is trustworthy. These are important because campaign optimization depends on conversion signals, and advertisers need accurate reporting to assess whether those signals correspond to real business outcomes: Meta Blueprint.

- Confirm that the event you chose corresponds to the action you intend to optimize.
- Check that relevant events and parameters are being received and that duplicate events are handled appropriately.
- Review freshness and coverage: a delayed or incomplete signal can make current performance harder to interpret.
- Compare Ads Manager’s reported conversions with your own order, customer, or lead records where possible.
Do not assume that a course description or a platform report proves that a particular integration is correctly implemented. Validate the actual events and outcomes for your account.
3. Keep campaign structure and edits purposeful
When multiple ad sets target substantially overlapping audiences or pursue the same outcome, consider whether they can be consolidated. A simpler structure can concentrate conversion events instead of dividing them among many similar ad sets. Make that decision based on your campaign’s distinct audiences, offers, and measurement needs—not as a rule to collapse every campaign into one.
Meta Horizon OS’s guidance for Horizon Store app campaigns says learning occurs at the ad-set level, cites 50 events over seven days as a learning-period benchmark, and cautions that significant changes can restart learning: Meta Horizon OS Developers. This is guidance for Horizon Store app campaigns, not a universal threshold or guarantee for Facebook website-conversion campaigns. Avoid frequent, substantial edits that make it difficult to tell whether performance is improving or learning has been disrupted.
4. Test creative and placements against the actual outcome
Creative and placement choices can change who sees an ad and how they respond. Run controlled tests that vary a meaningful factor—such as creative format or placement—while using the business outcome, not just engagement or clicks, as the decision metric. Meta’s Reels guidance documents both Advantage+ placements and manual placement selection, and recommends testing to assess creative impact: Instagram & Facebook Reels: Create Short Video Ads.
Use Advantage+ placements when you want Meta to distribute ads across eligible placements; consider manual selection when you have a concrete reason to limit inventory or are designing a placement test. Avoid changing several major variables at once if you want to understand what caused a difference.
When testing Reels creative
Meta recommends making Reels assets for the vertical 9:16 format, with audio and key messaging inside safe zones. Its reported results are context for test design, not forecasts for an individual advertiser:

- Meta reports a 34.5% lower cost per result in a statistical global meta-analysis of 15 split tests of Reels-only campaigns. The comparison was still-image creative versus 9:16 video with sound and key elements respecting safe zones; participating advertiser verticals included e-commerce, retail, and consumer packaged goods, as well as small and medium businesses. Meta reported 99.9% confidence for the result. It does not establish that a particular account will achieve the same reduction.
- Meta also reports 5% lower cost per result and 11% higher conversion rate from a meta-analysis of 15 A/B tests conducted from May 2022 through April 2023 across verticals and regions including Germany, Spain, Indonesia, the UK, and the US. The comparison involved partner-enabled native Reels creative—9:16 video with audio, safe-zone messaging, and at least 30% of campaign budget on Reels—versus business-as-usual creative elsewhere.
Both figures are Meta-reported findings under specified test conditions. Use them to inform hypotheses, then measure results in your own campaign.

Ads Manager reporting can show results and cost per result alongside impressions and clicks. What counts as a “result” depends on the objective and settings, so a low cost per click does not by itself demonstrate efficient sales or qualified leads. For each review period, compare cost per meaningful conversion with the quality and downstream value of those conversions. A lead campaign, for instance, should be assessed not only on lead cost but also on whether leads become qualified prospects. A sales campaign should be judged against the purchases and business value you can verify. Treat impressions and clicks as diagnostic signals that help explain performance, not substitutes for the outcome.
