A practical 15-step checklist for moving to another country, from confirming a legal route and building a budget to arranging healthcare and settling in.

To move to another country, first confirm that you have a legal route to live there for your intended purpose, then plan your finances, healthcare, documents, housing, and departure around that route. Requirements depend on your citizenship, destination, and reason for moving, so verify them with the destination government and the agencies that manage your current tax, benefits, and coverage. This 15-step checklist takes you from choosing a destination to completing essential setup after arrival.

1. Choose a destination and define why you are moving

Start by narrowing down both the country and the purpose of your move: work, study, retirement, joining family, or another reason. Your purpose affects which residence routes may be available and what evidence or permissions you will need.

Compare destinations on the factors that will shape your daily life and finances:

  • Safety information, local laws, language, climate, and accessibility.
  • Housing availability, likely living costs, and the cost of settling in.
  • Healthcare access, schools or childcare, and services relevant to your household.
  • Whether you can manage income, savings, benefits, and other financial commitments from abroad.

Use official travel advice and destination-government information as starting points. A country comparison can help you identify trade-offs, but no general ranking can determine which destination suits your circumstances.

2. Confirm a legal route to live there

Find the destination’s official immigration authority or embassy and identify the visa or residence category that fits your reason for moving and intended length of stay. A visitor permission should not be treated as permission to reside long term or work.

Before making commitments, confirm the route’s eligibility rules, required evidence, application process, deadlines, and any requirements to register after arrival. Check the permissions attached to it, including whether you may work or study and whether family members need separate applications. Do not accept work or rely on study plans until the relevant authorization and conditions are clear.

3. Build a timeline around official requirements

Work backward from your intended departure, but use the destination authority’s current instructions rather than a generic estimate of processing time. The steps and timing depend on the country, route, and your circumstances; there is no reliable universal application timeline.

Make a list of application deadlines, appointments, evidence to collect, and documents that may take time to obtain. Some routes may require police records or other official documents. Avoid nonrefundable bookings, ending housing, or other hard-to-reverse decisions while an essential application is still uncertain.

4. Renew and organize identity and civil documents

Check your passport’s validity and gather records that may be needed for immigration applications, employment, enrollment, family status, or registration. Depending on your situation, these could include birth or marriage certificates and other official records.

Ask the destination authority whether each document must be certified, legalized, or translated, and what form of translation it accepts. Dutch government guidance, for example, notes that official documents such as birth and marriage certificates may need legalization for use abroad; requirements elsewhere may differ. Keep secure copies of important records as well as the originals you are instructed to provide.

5. Secure work, study, or retirement income

Make sure your planned source of income is compatible with your immigration status and the destination’s rules.

If you are moving for work

Verify that your permission allows the employment you plan to take. Ask the employer and relevant professional or licensing bodies whether your qualifications need recognition before you can work in your field.

If you are moving to study

Confirm admission, funding, and the conditions attached to your study permission. Do not assume that student status includes unrestricted work rights.

If you are retiring

Ask the agencies that administer your pensions and benefits whether payments can continue abroad, how they will be paid, and whether you must report your move. Portability depends on the benefit, your circumstances, and the countries involved.

6. Build a move and settlement budget

Estimate the costs you will face before departure and during the first stage of settling in. Include application and document expenses, transportation, any household shipment, initial housing, deposits, day-to-day expenses, healthcare, and a reserve for delays or unexpected needs.

Compare local living costs with your expected income and consider how exchange-rate movements could affect money you receive or spend in different currencies. There is no evidence-based single budget that is typical of every international move: costs depend on the destination, household, route, and choices you make. Build your own estimate from destination-specific prices and your actual plans.

7. Confirm healthcare and insurance arrangements

Ask your current insurer or public health agency when your existing coverage ends and what, if anything, remains covered after you leave. Then check with destination authorities when you may become eligible for local healthcare and what enrollment steps apply to your status.

If you are considering a separate policy, read its terms for your destination and length of stay. Travel insurance and cover intended for long-term residence are not interchangeable by default. Check how the policy handles preexisting care, pregnancy, dental needs, evacuation, and access to local providers if any of those matter to you; do not assume a service is covered without confirming the policy wording.

8. Plan medication and ongoing treatment

Talk with your clinicians about how to maintain treatment through the move. Check whether your medication is available in the destination and whether it may be brought across the border; import rules can restrict medicines that are routinely prescribed at home.

Arrange the medical records and prescriptions you may need, and identify a destination provider or another appropriate way to continue care. UK guidance warns that some medicines may not be available or may not be permitted into the country, so confirm the rules with the relevant destination authority before packing them.

9. Check tax and reporting duties in both countries

Leaving a country does not necessarily end your tax obligations there. Your responsibilities may depend on tax residence, income sources, applicable treaties, and filing rules in both the country you leave and the country you enter.

Ask the tax authorities in the relevant jurisdictions what you must report, and consult a qualified adviser familiar with those jurisdictions if your situation is complex. France’s tax authority advises people moving abroad to check destination-country filing and payment requirements even when they pay tax in France. US citizens retain US tax obligations under the State Department guidance, so a change of residence should not be assumed to end them.

10. Prepare banking, savings, and transfers

Ask your banks whether you can keep your accounts if you become a nonresident and what information they require when your address or status changes. Update contact details and make sure you can access authentication methods from abroad.

Plan how you will access money during the transition, including how you will pay expenses if one account or transfer method is temporarily unavailable. Compare transfer options, fees, and exchange rates for the currencies you expect to use. Exchange-rate movements can affect how much money you have available after conversion.

11. Find housing and understand property rules

Research actual housing availability, costs, accessibility, lease practices, and any rules affecting foreign residents who want to rent or buy. Do not base your budget on an assumed rent or purchase price without checking the destination and area you are considering.

Read contracts carefully and seek local legal advice before making significant commitments you do not understand. UK guidance cautions that local restrictions can apply to foreign nationals buying or renting; rules in your destination may differ.

12. Plan for children, dependants, and pets

Check entry and residence requirements for every family member who will move with you. Confirm schooling and childcare options early enough to account for applications, availability, and any records the school or authority requests.

Where relevant, check whether custody or travel-consent documents are needed for a child. For pets, use the destination authority’s current import rules to confirm the conditions and paperwork before arranging travel. Requirements are local, so do not assume that a rule for one country applies in another.

13. Decide what to do about driving and vehicles

Check whether your current driving licence will be valid in the destination, whether you need an international driving permit or a local licence, and when any changeover must happen.

If you plan to bring a vehicle, confirm import, registration, inspection, and insurance requirements before shipping it. Compare those costs and requirements with selling the vehicle or leaving it behind; the right choice depends on local rules and your circumstances.

14. Arrange the physical move and close or transfer commitments

If you are shipping belongings, compare providers on what the service includes, timing, customs handling, insurance, and delivery arrangements. Check destination customs rules before deciding what to send.

Make a separate departure checklist for your current home and obligations. Depending on your situation, this may include deciding what happens to your housing, accounts, subscriptions, utilities, and vehicle; arranging mail forwarding; and notifying relevant tax, benefit, pension, employer, or local authorities. French government guidance includes these kinds of practical and administrative preparations among its advice for leaving the country.

15. Prepare for arrival and complete local setup

Keep copies of key documents and important contacts somewhere you can access during travel and after arrival. Review destination safety guidance, find out how to reach local emergency services, and identify the appropriate consular channel for your nationality.

After arrival, follow local authorities’ deadlines for registration, healthcare enrollment, tax, banking, and address updates. Track each required step against the instructions for your residence route rather than assuming that entry into the country completes the process.
