Because unemployment insurance is a federal-state program, the unemployment agency in the state where you worked applies that state’s rules to your claim.
A layoff is usually the clearest qualifying situation. Quitting, being fired, working across state lines, or missing a weekly requirement can change the result, so check your state agency’s current instructions and file promptly.

The three-part eligibility screen
The U.S. Department of Labor summarizes the governing principle this way: “Each state sets its own unemployment insurance benefits eligibility guidelines.” Your claim generally has to pass three separate tests.

Layoff or lack of available work
A layoff, reduction in force, plant closure, or lack of work is normally the strongest basis for a claim because the employer—not the worker—ended the employment for business reasons. You still must meet the wage and ongoing-eligibility tests, and the state makes the final determination.

Quitting your job
Quitting does not automatically qualify or disqualify you. A voluntary quit without a reason recognized by your state commonly blocks benefits. Some states allow benefits when the quit was for “good cause,” but the definition and required proof differ. Explain the facts accurately, including the date you stopped working and what you did before quitting.
Being fired
Being discharged is evaluated under the reason for the discharge. A firing for misconduct may disqualify you under state law; a discharge for another reason may still leave you eligible. The agency may ask for your account and the employer’s account, so keep notices, messages, schedules, and other records that document what happened.
Refusing work
After a claim begins, refusing an offer of suitable work can affect eligibility. Whether work is “suitable” depends on state rules and the facts, so report offers and refusals as required rather than assuming they are irrelevant.

Did you earn enough during the base period?
Unemployment agencies calculate monetary eligibility from covered wages or work in a period defined by state law. A common description is the first four of the last five completed calendar quarters before you file, but states set their own wage thresholds and may use an alternative base period. The fact that one state accepts a particular earnings pattern does not establish eligibility in another.
USAGov notes that many states review earnings and work during roughly the prior 12–24 months. Treat that as a general orientation, not a nationwide rule. Use your state agency’s calculator or wage table for the applicable filing date, and check whether recently completed work can be counted under an alternate base period.

- Submit a weekly or biweekly certification by the stated deadline.
- Register with a state job service.
- Keep a work-search log or other proof of contacts and applications.
- Report job offers, temporary work, earnings, or changes in availability.
- Accept suitable work under the state’s rules.
Read each certification question literally and answer for the specific week. A person can pass the initial wage and separation tests yet lose payment for a week in which they were unavailable, did not complete the required search, or failed to certify.

The Department of Labor advises contacting the unemployment program as soon as possible after becoming unemployed and filing in the state where you worked. Filing promptly protects you from avoidable delay; states set their own effective-date and waiting-week rules.
- Identify the correct agency. Start with the state in which the covered work occurred. If you live elsewhere, worked in more than one state, or worked remotely, ask the agency where you live how to file an interstate claim.
- Gather complete employment details. Prepare each former employer’s legal name, address, telephone number if requested, first and last days worked, and the reason work ended. Include every employer the application requests, not only the job you liked best.
- File through the state’s approved channel. Follow its online, telephone, or in-person instructions and save your confirmation number, submitted answers, and filing date.
- Describe the separation precisely. Use the agency’s categories, but add a short factual explanation when a category does not capture the circumstances. Do not guess at dates or omit an employer.
- Complete every certification. Continue weekly or biweekly certifications and work-search records even while the initial claim is being reviewed, unless the agency tells you otherwise.
- Respond to requests on time. Send wage, identity, separation, or work-search information by the method and deadline in the agency’s notice.
Special filing situations
You moved after working
Your current address does not by itself determine the filing state. The relevant program is generally the state where the covered work occurred. Contact the agency in your current state for interstate-filing instructions before submitting a claim.

You worked in multiple states
Tell the agency about all covered employers and locations. The agency can explain whether your wages can be combined under its interstate rules and which state should receive the claim.
You worked remotely
Remote work can involve an employer, work location, and residence in different states. Do not choose a state based only on where you lived or where the company’s headquarters is located; ask the unemployment agencies which filing path applies to your work arrangement.

What the state—not a national formula—decides
There is no single nationwide wage cutoff, weekly payment, maximum duration, waiting-week rule, or appeal deadline. State statutes and agency guidance control those details. Even two workers with similar job losses can receive different results because they worked in different states or had different wage histories.

Before relying on an estimate, verify these items in the official state unemployment portal:
- The base-period dates and minimum covered wages or work.
- How the state treats a quit, discharge, refusal of work, or temporary availability issue.
- Weekly certification timing and work-search documentation.
- Any waiting-week or effective-date rule.
- The maximum duration and weekly amount that apply to your claim.
If your claim is denied
A denial is not necessarily the end of the process. The Department of Labor says a claimant denied benefits has the right to appeal, and the state must provide the appeal rights and deadline in its determination notice.
- Read the determination immediately. Find the exact reason, the last day to appeal, the permitted filing methods, and any hearing instructions.
- Calendar the deadline. Appeal deadlines are state-specific. Do not assume that calling the agency, submitting a late explanation, or starting a new claim extends the deadline.
- Preserve supporting records. Keep pay records, employer addresses, separation notices, schedules, messages, medical or availability documentation when relevant, work-search logs, certifications, and copies of everything submitted.
- File exactly as instructed. Use the portal, mail, fax, or other method listed in the notice and retain proof of timely filing.
- Continue required certifications. Unless the agency instructs otherwise, keep filing weekly certifications while the appeal is pending so that payable weeks are not lost solely because you stopped certifying.
A practical self-check before you file
- Did the work end because of a layoff, lack of work, or another reason you can explain factually?
- Do you know which state covered the work and have you checked that state’s base-period wage rules?
- Can you work now, accept suitable work, and document your job search?
- Do you have complete employer names, addresses, employment dates, and separation details?
- Can you meet the agency’s certification schedule and respond to notices?
If any answer is uncertain, file promptly anyway and ask the state agency how to correct or supplement the claim. Only the state unemployment program can issue the binding eligibility decision.
