How to Include Social Security, Pensions, and Investment Withdrawals in a Retirement Income Plan

A practical U.S. framework for coordinating Social Security timing, pension elections and investment withdrawals around household spending, taxes and longevity.

Build retirement income as one household cash-flow plan, not three separate decisions. Start with the spending you need to fund, compare Social Security and pension income by start date and survivor terms, then model the investment withdrawals needed to fill any remaining gap. Taxes, required minimum distributions (RMDs), inflation, and the possibility of a long retirement all affect the result; there is no universal claiming age, pension election, or withdrawal order.

How do I include Social Security in my retirement income plan?

Begin with the household’s expected spending and the dates it must be funded. Then list each dependable income source by when it starts and how its payment changes over time. The difference between spending and income is the amount the portfolio may need to supply, after accounting for taxes and other cash needs.

Set a spending target before choosing income dates

Separate expenses into essential costs, such as housing, food, insurance, and utilities, and flexible costs, such as travel or discretionary purchases. Estimate how each category may change over time. Inflation can erode the purchasing power of a fixed payment, while spending on some goals may rise or fall as circumstances change. Include irregular costs and a reserve for emergencies rather than assuming every year will match an average.

Use estimates suited to your household, not a generic replacement-rate target. Consider when work income will stop, whether one spouse may retire before the other, and which expenses continue if one partner dies. Record the assumptions behind the estimate so you can update them as prices, health, housing, or plans change.

Inventory income by start date and reliability

For each source, record the earliest realistic start date, gross payment, whether it is expected to last for life, how it adjusts for inflation, and what a surviving spouse or beneficiary would receive. Keep investment accounts separate by tax treatment and note restrictions or penalties that may affect access. Do not treat a portfolio balance as spendable income without deciding how much to withdraw, when, and with what tax consequences.

A useful plan is a year-by-year forecast. It makes visible the years when wages have ended but Social Security or a pension has not begun, as well as later years when RMDs may require distributions. The figures are planning estimates, not guarantees of future returns, taxes, or benefits.

Plan year Expected spending Social Security Pension Planned portfolio withdrawal Estimated taxes Portfolio remaining
Year 1 Enter household estimate Enter estimate and start status Enter payment and election Model the gap and planned source Estimate from tax projection Project after withdrawals and returns
Year 2 Update for inflation and changes Update if benefit has started Update for plan terms Recalculate the gap Re-estimate Project again
Later years Include changing and irregular costs Include applicable benefit adjustments Apply the actual payment terms Include RMDs when applicable Include tax effects of all income Track sustainability under scenarios

For a forecast to be useful, distinguish amounts before tax from money available to spend. Include pension and Social Security income alongside withdrawals in the tax estimate; the taxable portion and treatment depend on the household’s circumstances. The table is a framework to fill with personal estimates, not a claim that these amounts can be known precisely years in advance.

When should I start Social Security?

Social Security retirement benefits can begin as early as age 62, but starting before full retirement age reduces the monthly benefit. The Social Security Administration (SSA) says that for people born in 1960 or later, full retirement age is 67; for this group, starting at 62 can mean a benefit as much as 30% below the full-retirement-age amount. The reduction is permanent. The exact estimate depends on the person’s record and claiming age.

The SSA’s March 13, 2024 guidance puts the basic choice plainly: “You can start receiving your Social Security retirement benefit as early as age 62.” That earliest start is an option, not a recommendation. Use the estimates in your personal my Social Security account to compare projected benefits at several ages, rather than applying a percentage to an assumed benefit.

Compare the whole household’s cash flow

A later claim generally means foregoing some payments early in retirement in exchange for a higher monthly benefit later. Delaying beyond full retirement age earns delayed retirement credits, which permanently raise the monthly amount, but the increase stops after age 70. The choice should be evaluated alongside available cash, pension income, portfolio withdrawals, health and longevity assumptions, and the effect of a benefit on a surviving spouse. Neither claiming early nor waiting is best for every household.

Compare scenarios using the same spending and investment assumptions. For each possible start age, show the annual benefit estimate, the withdrawals needed before benefits start, the tax consequences, and the resulting portfolio balance. This reveals what the household gives up or gains in different periods; a single break-even age cannot capture every cash-flow, tax, or survivor consideration.

Keep the earnings test separate from income taxes

The SSA says pension payments, annuities, and interest or dividends from savings and investments are not earnings that reduce Social Security retirement benefits under the earnings test. That answer concerns the earnings test only. It does not make those amounts tax-free or irrelevant to other tax rules or means-tested programs. Do not confuse a benefit reduction based on earnings with the income-tax treatment of retirement income.

Should I take my pension as a lump sum or monthly payments?

First identify what kind of plan you have and obtain the estimate and election materials from the plan administrator. A defined-benefit plan commonly promises an annuity, potentially payable over one life or over joint lives. A defined-contribution plan may offer a lump sum, installments, or other distribution choices. The plan document and the available election determine what this particular plan actually permits.

Compare the actual options, not the labels alone. A monthly annuity can provide a predictable stream and may continue for a spouse under a joint-and-survivor form. A lump sum retains assets under the household’s control but transfers investment and withdrawal decisions to the recipient. The right comparison includes the amount, start date, inflation terms, survivor coverage, tax timing, liquidity, and the consequences of investment performance.

Decision dimension Lifetime annuity option Lump sum or installments
Payment pattern Regular payments under the plan’s terms; compare the actual single-life and joint-life estimates. Amount and schedule depend on the plan’s distribution choices and participant election.
Lifetime income Can provide income for the covered life or lives, according to the election. Payments are drawn from assets; there is no plan promise that the balance will last for life.
Survivor income Depends on the survivor form selected and plan provisions; a continuing benefit may affect the initial payment. Remaining assets may be available to a surviving household member or beneficiary, subject to account and plan rules.
Inflation exposure Check whether the plan payment has an inflation adjustment; do not assume it does. Investment returns and withdrawals affect purchasing power; outcomes are uncertain.
Liquidity and control Payments follow the annuity terms, with less direct control over the underlying principal. More control over retained assets and timing, balanced against responsibility for investment and withdrawal decisions.
Investment and longevity risk A lifetime payment can address the risk of outliving covered income; the payment terms govern the protection. The participant bears investment risk, and the balance is not guaranteed to be sufficient.
Tax timing and distributions Tax treatment depends on the plan and payment; consult the plan materials and tax rules. Tax timing depends on the distribution form and account rules; some plan distributions may be subject to RMD rules.

IRS guidance on plan distributions explains that the plan’s terms and the participant’s election determine the form of benefits. Plans subject to qualified joint and survivor annuity rules have specific spouse protections and consent requirements. Those rules do not mean every pension offers the same survivor percentage or election. Read the plan’s own options and required notices before making a choice.

Evaluate survivor protection and the cost of flexibility

Compare the pension amount payable while both partners are alive with the amount that continues after either partner dies. A higher payment on one life may leave the survivor with less pension income; a joint-and-survivor form may provide continuing income but begin at a different amount. Check whether other household resources can cover the survivor’s essential expenses, including Social Security and any assets remaining under the election.

A lifetime annuity can protect against outliving assets, while keeping money invested preserves control and liquidity but exposes the household to market outcomes and withdrawal risk. The U.S. Securities and Exchange Commission (SEC) notes that defined-contribution participants bear investment risk and have no guarantee that their balance will be enough. Compare the plan’s guaranteed terms with a realistic assessment of the investment and longevity risks you would retain; do not treat an assumed investment return as equivalent to a promised payment.

How should I plan investment withdrawals?

After estimating Social Security and pension income, calculate the remaining amount needed to meet spending. Then decide which accounts can supply it, in what amounts and years, and how the withdrawals affect taxes and future balances. The SEC recommends planning both how much to withdraw and when, considering tax consequences, RMDs, diversification, and rebalancing, then reviewing the plan annually after preparing the tax return.

Organize accounts before choosing a withdrawal source

List each account by tax treatment, owner, current balance, access restrictions, and any required distributions. Tax-deferred accounts, Roth accounts, and taxable investment accounts may have different tax treatment and withdrawal rules. A dollar taken from one account is not necessarily equivalent to a dollar taken from another after tax. Also note which investments would need to be sold, so the withdrawal plan can be considered alongside portfolio diversification and rebalancing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Model the withdrawal order rather than applying a fixed rule such as “taxable first, tax-deferred second, Roth last.” The result depends on the account mix, current and future tax rates, state taxes, Social Security, RMDs, and household goals. Compare the projected taxes and future balances under plausible alternatives. A tax professional or qualified planner can help evaluate scenarios where a distribution could change the household’s tax picture.

Account for RMDs and early-distribution rules

IRS Publication 575 (2025) describes pension and annuity income and discusses RMDs. It gives age 73 as the general RMD age, but the applicable rule can vary with account type, plan terms, employment status, and exceptions. The general age is not by itself an individualized deadline. Verify the current rule, the account’s requirements, and the person’s required beginning date before scheduling a distribution.

RMDs can affect how much must come out of an account in a given year, even if planned household spending is lower. Include required amounts in the cash-flow forecast and assess their tax effects rather than treating them as separate from the income plan. An RMD is a distribution requirement; it does not mean the entire amount must be spent, but any amount retained or reinvested still needs to be handled in accordance with applicable tax rules.

For IRAs, IRS guidance generally treats a withdrawal before age 59½ as an early distribution unless an exception applies; additional tax consequences may apply. Workplace-plan rules and exceptions can differ. Check the rules for the specific account and distribution before relying on the money to bridge an income gap.

How to build and maintain the plan

  1. Estimate spending by year. Separate essential and flexible expenses, include irregular costs and an emergency reserve, and make a reasonable inflation assumption. Identify which costs could be reduced if income or investment returns disappoint.
  2. Get personal Social Security estimates. Use the SSA’s my Social Security account to compare several claiming ages. Record the estimate and start date for each person rather than relying on a generic benefit figure.
  3. Request the pension election packet. Ask the administrator for the available payment forms, estimates, start dates, survivor terms, inflation provisions, and election deadlines. Confirm whether an election can be changed after it is made.
  4. Inventory investments by account type. Record balances, ownership, access limits, investment mix, and any relevant distribution requirements. Keep the portfolio’s total balance distinct from the amount available to spend after taxes.
  5. Forecast annual cash flow. For each year, combine expected spending, Social Security, pension payments, planned withdrawals, estimated taxes, and projected remaining assets. Show the transition years before each guaranteed income source begins and the years when RMDs may apply.
  6. Stress-test uncertain assumptions. Review what happens if one person lives longer than expected, investment returns are weak early in retirement, inflation is higher, a survivor benefit is lower than anticipated, or spending changes. The goal is to see which assumptions drive the plan and where flexibility is needed, not to predict markets precisely.
  7. Revisit after the tax return. The SEC recommends reviewing the withdrawal plan annually after preparing taxes. Update actual spending, income, tax outcomes, account balances, and rules, then adjust the next year’s withdrawals and assumptions.

What to verify before acting

  • Social Security: Confirm individual estimates and the effect of each potential start age with the SSA. Benefits and the earnings test are not the same as income-tax treatment.
  • Pension: Confirm the actual available elections, survivor provisions, payment adjustments, spouse-consent requirements where applicable, and whether the election is reversible with the plan administrator.
  • Taxes: Ask how pension income, Social Security, interest, dividends, and account withdrawals interact in your tax situation. State taxes and future tax rates may change the comparison.
  • RMDs and distributions: Confirm current IRS requirements and the specific account’s required beginning date. Check early-distribution rules before withdrawing from an IRA or workplace plan.
  • Investment risk: Review whether the withdrawal plan remains workable under less favorable return and inflation assumptions, and whether its asset allocation remains diversified for the household’s needs.

This is general U.S. educational information, not individualized Social Security, pension, tax, or investment advice. Program rules and tax requirements can change, and plan elections may be difficult or impossible to reverse. Verify the current requirements and the terms that apply to your own benefits and accounts before acting.
