How to Get by While Waiting for a Tax Refund

A federal refund is not available money until it arrives. Check its status, prioritize essential bills, contact providers early, and use the right escalation route for a processing delay, statutory hold, or offset.

Plan around the money you have, not a hoped-for refund date. Check the IRS status tool, prioritize essential bills, and contact landlords, utilities, and other billers before payments are due. If an IRS processing delay is causing a serious, documented hardship, you may be able to ask the Taxpayer Advocate Service (TAS) about help—but an expedited refund is not guaranteed.

What to do first

  1. Check your federal refund status. Use the IRS’s Where’s My Refund tool or an IRS online account. The tracker is the best source for current status; checking repeatedly will not make it update faster because it generally refreshes once a day, usually overnight.
  2. Build a short-term cash plan. Write down the money actually available and the essential expenses due before a conservative estimate of when the refund might arrive. Prioritize housing, food, medicine, utilities, transportation, and costs needed to keep earning income. The Consumer Financial Protection Bureau (CFPB) recommends making a short-term prioritized plan and considering the consequences of missing payments.
  3. Contact billers before the due date. Explain the shortfall, state what amount and date you can manage, and ask whether a payment arrangement, changed due date, or temporary option is available. Ask for any agreement in writing; do not assume a fee, late payment, or missed payment will be waived.
  4. Seek local help at the same time. If rent or utility bills are at risk, call 211 or look for local government and nonprofit assistance. Contact your utility about its own programs. Eligible households may be able to get year-round energy-bill assistance through the Low Income Home Energy Assistance Program (LIHEAP). Applications and aid can take several weeks, so apply early and do not count prospective assistance as cash you can spend today.
  5. Escalate only if the facts fit. If an IRS processing delay is causing a serious hardship, review the TAS route below. A statutory hold or debt offset has different rules and may not be resolved by an expedited-processing request.

These steps can happen in parallel. Checking the IRS status does not replace contacting a biller, and a call to 211 does not pause a rent or utility due date. If a bill is imminent, handle the most time-sensitive conversation first while continuing to monitor the refund.

How long a federal refund may take

The IRS says most refunds are issued within 21 days, and its typical receipt estimates are about three weeks for an electronically filed return and six or more weeks for a mailed return. These are estimates, not promised delivery dates; a return can take longer if it needs correction, review, or other processing. TAS guidance updated in 2026 likewise describes most refunds as arriving in fewer than 21 calendar days, a general expectation rather than a guarantee.

Where’s My Refund generally shows status 24 hours after an e-filed current-year return, three days after an e-filed prior-year return, or four weeks after a paper return is mailed. If the return is not yet showing, check again after the applicable interval. The tool generally updates once daily, usually overnight, so repeated checks during the day are unlikely to provide new information.

There are two different clocks to keep in mind: when the IRS status becomes available and when the refund may arrive. For example, seeing no status immediately after filing a paper return does not by itself establish a problem; IRS guidance says to allow four weeks for the tracker to display it. Likewise, a status appearing is not a guarantee that the refund will be deposited on a particular date.

Use the tracker rather than a tax transcript, a preparer’s estimate, or repeated calls to predict a more precise deposit date. The status tool provides the most current status available from the IRS. It does not make an uncertain processing time certain. Because the tracker updates once daily, note the displayed message and follow its instructions rather than checking over and over in the same day.

The timing expectations here concern U.S. federal income-tax refunds. If you are waiting for a state refund, use that state’s tax agency status service. State processing times and assistance rules can differ from federal rules.

How to manage bills without counting the refund early

Make a due-date list

For the period until the refund could reasonably arrive, list each bill, its due date, the minimum amount needed to avoid an immediate consequence, and the contact information for the provider. Separate essentials from expenses that can be delayed or reduced. Do not budget the refund as available until it is actually deposited and you know whether it has been reduced by an offset.

Use the list to make a plan for the next few weeks, not an optimistic plan that depends on one predicted deposit day. Include food, medicine, housing, utilities, transportation, and the expenses you need to keep working. Then note which payments have the most serious consequences if missed and which provider you should contact first. The CFPB’s financial empowerment guidance recommends weighing the consequences of missed payments and prioritizing short-term needs.

Keep the plan limited to money you can actually access. An expected refund, a pending assistance application, or a payment arrangement that has not been approved is not current cash. If money becomes available or the IRS status changes, revise the list; until then, avoid promising the same dollars to more than one biller.

Ask for a specific arrangement

When you contact a landlord, utility, lender, or other biller, be concrete: explain that you are waiting on a federal tax refund, say how much you can pay and when, and ask what short-term options are available. A changed due date or payment plan is not automatic. Confirm the terms, including any fees or consequences, in writing and keep a copy.

A concise request can help keep the conversation focused: “I’m short this month while waiting for a federal tax refund. I can pay [amount] on [date]. Can you offer a temporary payment plan or a different due date, and can you send me the terms in writing?” Use only amounts and dates you can reasonably manage. If the provider cannot offer that option, ask what alternatives it does offer and what happens if you cannot pay the full amount by the due date.

Contact the provider before the payment is late whenever possible. Explain the shortfall and ask directly whether a payment arrangement, temporary option, or due-date change is available. Do not treat a conversation as an agreement unless the provider confirms it. Keep a record of who you spoke with, when you called, what was offered, and any written confirmation.

For rent, contact the landlord or property manager before rent is overdue. If eviction or loss of housing is an immediate concern, seek local tenant or emergency assistance as well as discussing an arrangement. For utilities, ask about payment plans, shutoff protections, and the utility’s assistance options; availability and eligibility depend on the provider and location. Local aid may not be fast enough to cover an imminent bill.

If the landlord or provider says no, that still gives you useful information for prioritizing next steps. Ask whether there is another department or assistance program to contact, and check local government or nonprofit resources. Do not assume that a landlord, utility, creditor, or other biller is required to grant an extension just because a refund is delayed.

Use local assistance as a parallel route

Calling 211 can help identify local government and nonprofit programs, including housing or utility assistance. LIHEAP is a potential route for eligible households needing help with energy costs, but applying does not guarantee an award or an immediate payment. Keep communicating with the biller while an application is pending.

Ask what the program covers, who is eligible, what documents are needed, and how long a decision or payment may take. The cited CFPB guidance identifies LIHEAP as a source of year-round energy-bill assistance for eligible households, but aid availability and eligibility depend on the local program. Because assistance may take several weeks, pursue it early rather than waiting until a shutoff or other deadline is immediate.

The CFPB’s financial empowerment guidance emphasizes contacting creditors when a payment may be missed, weighing the consequences, and prioritizing short-term needs. The best next step depends on the bill’s urgency and the likely effect of nonpayment; do not assume every provider offers the same flexibility.

When to contact the IRS

The IRS generally advises calling about an e-filed return after three weeks, a mailed return after six weeks, or when Where’s My Refund tells you to contact the IRS. You can monitor status sooner through the tool or an IRS online account. Before calling, have your filed return available and follow any instructions shown in the tracker.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the IRS’s stated waiting period as a guide, not as a deadline that guarantees a refund by then. The IRS says most refunds are issued within 21 days, but a return needing correction, review, or other processing can take longer. If the tracker displays a specific instruction to contact the IRS, follow that instruction rather than relying only on a general estimate.

Calling sooner than the stated point is unlikely to provide a more precise date; the IRS says the tracker has the most current status and generally updates once a day. If you do call, describe the status message and the filing method and year, and have your return available. Do not assume that a preparer’s estimate or transcript provides a more current processing update than the official tracker.

For state income-tax refunds, use the relevant state tax agency’s status service and rules. The timing, assistance options, and legal protections discussed here concern U.S. federal refunds; state procedures and local aid eligibility vary.

Can the IRS speed up a refund for hardship?

Possibly, in a narrow situation. TAS says the IRS may consider manually expediting a refund when a temporary IRS processing backlog is holding it up and the delay is causing a serious hardship. This is a request for discretionary help, not a guaranteed fast track. TAS lists its toll-free number as 1-877-777-4778.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before pursuing this route, identify what the IRS status says and whether the problem appears to be an IRS processing delay. A request to expedite a refund held in a temporary backlog is different from a refund that cannot yet be issued under the EITC or ACTC statutory hold, and different again from a refund offset to pay a debt. Those causes have different rules and remedies.

Be prepared to explain the hardship and provide documentation. Examples include an eviction, foreclosure, or utility shutoff notice, along with a copy of the tax return. Explain the specific consequence of waiting and the amount needed to address it. The IRS may limit an expedited amount to the hardship it can verify; receiving part sooner could delay the remainder. The request is most relevant when the cause is an IRS-controlled processing delay, not a statutory hold or an offset for another debt.

Keep expectations measured even if your circumstances are urgent. TAS says the IRS may consider expedited processing in this situation; it does not promise approval, a particular amount, or a particular date. Continue working with the landlord, utility, or other biller while asking TAS about the IRS delay. A hardship request is not a substitute for a payment arrangement or local assistance.

Identify the cause before choosing an escalation route

The best support route depends on the reason money is short, how urgent the bill is, whether you meet a program’s eligibility rules, and how quickly help might be available. For routine status, start with the IRS tracker. For a serious hardship caused by a temporary IRS processing backlog, TAS can explain the hardship route. For rent or utility gaps, talk to the landlord or provider and contact 211 or a relevant local program in parallel. These routes do different jobs; one does not automatically replace another.

Situation Useful next step Important limit
Routine processing or no status yet Check Where’s My Refund or your IRS online account; call only after the IRS’s stated waiting period or if the tracker directs you to call. Most-refund timelines are estimates, and the tracker updates about once daily.
Serious hardship tied to a temporary IRS processing backlog Ask TAS about an IRS hardship request; explain the impact and prepare supporting records. Expediting is discretionary, documentation may be requested, and the amount or timing is not guaranteed.
EITC or ACTC statutory hold Check the refund status and plan for the statutory release timing. The IRS may not issue a refund claiming the Earned Income Tax Credit (EITC) or Additional Child Tax Credit (ACTC) before February 15 when the qualifying claim is filed before that date. The hold applies to the whole refund, and hardship does not override it.
Refund reduced or offset for a past-due debt Read IRS notices and identify the agency that received the offset; contact that agency about the debt. Offsets may apply to child support, federal agency nontax debt, or state income-tax debt. The IRS cannot resolve debts owed to other agencies.
Rent or utility shortfall independent of IRS processing Contact the landlord or provider and seek local help through 211 or an applicable assistance program. Terms and eligibility vary; local funds may take weeks and are not immediate cash.

Why a statutory hold or offset is different

EITC and ACTC claims

The law requires a hold for qualifying EITC and ACTC claims filed before February 15: the refund cannot be issued before that date, and the hold covers the whole refund. TAS states, “Neither TAS, nor the IRS, can release any part of your refund before that date, even if you’re experiencing a financial hardship.” A hardship request for a temporary IRS processing backlog cannot remove this statutory hold.

That means a person facing an urgent bill should still take the practical steps available—contact the biller, make a near-term cash plan, and look for local assistance—but should not expect TAS or an IRS processing request to release this refund before the statutory date. Financial hardship does not change that date.

Debt offsets

Some refunds are reduced to pay past-due obligations, including child support, federal agency nontax debt, and state income-tax debt. If your refund is smaller than expected or the status indicates an offset, read the IRS notice to learn which agency received the money. TAS explains that the IRS cannot settle a debt owed to another agency.

First identify whether the refund was delayed or whether it was reduced by an offset; those are not the same problem. Follow the notice to the agency associated with the debt if you need to ask about the balance or the offset. The IRS generally cannot resolve another agency’s debt for you, and a processing-delay request does not cause money already being offset for a non-tax debt to be issued instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

TAS describes a limited Offset Bypass Refund process for some taxpayers facing serious hardship involving federal tax debt. It must be pursued before the offset. This is distinct from asking the IRS to expedite a refund delayed in processing, and it does not make every offset reversible. If you believe this narrow route may apply, contact TAS promptly because the timing before the offset matters.

Common mistakes to avoid

  • Committing the refund before it arrives. The expected date may change, and an offset may reduce the amount.
  • Calling before the IRS’s stated contact point. Monitor the status tool, then call after three weeks for an e-filed return, six weeks for a mailed return, or when the tracker directs you to call.
  • Treating all delays alike. A processing backlog, a statutory EITC/ACTC hold, and a debt offset have different remedies.
  • Waiting to talk to a biller until after missing a payment. Ask about options before the due date and keep written confirmation.
  • Relying on assistance that has not been approved or paid. Apply early, but continue to plan around the money currently available.
  • Assuming a request is approval. Asking TAS about an expedited refund, applying for LIHEAP, or asking a provider for a payment plan does not guarantee the requested help.
  • Checking repeatedly in the same day. The IRS tracker generally updates once daily, usually overnight. Rechecking many times will not speed up processing or make a new status appear sooner.

Frequently Asked Questions

Where’s my refund, and when should I check the IRS tracker?

Use Where’s My Refund or an IRS online account. IRS guidance says status generally appears 24 hours after a current-year e-file, three days after a prior-year e-file, or four weeks after a paper return is mailed. The tracker usually updates once daily, so checking several times a day is unlikely to help.

What should I do if I can’t pay rent while waiting for my refund?

Contact your landlord or property manager before rent is overdue. Explain what you can pay and when, and ask whether a temporary arrangement or changed due date is possible. Confirm any agreement in writing. If housing is at immediate risk, seek local tenant or emergency assistance and call 211; local aid may take weeks, so keep communicating with the landlord.

Can the IRS speed up my refund if I have a hardship?

Possibly, if a temporary IRS processing backlog is holding up the refund and it is causing a serious hardship. TAS says the IRS may consider a manual expedited payment, and may ask for documents such as an eviction, foreclosure, or utility shutoff notice and a copy of your return. Approval, timing, and amount are not guaranteed. TAS’s toll-free number is 1-877-777-4778.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can hardship get around an EITC or ACTC refund hold?

No. For qualifying EITC or ACTC claims filed before February 15, the IRS cannot issue the refund before February 15, and the hold applies to the whole refund. TAS says neither it nor the IRS can release any part before that date, even during financial hardship.

Why is my refund smaller than expected?

A federal refund may be reduced or offset for certain past-due debts, including child support, federal agency nontax debt, and state income-tax debt. Read the IRS notice to identify the agency that received the offset. The IRS cannot resolve debts owed to other agencies. TAS describes a limited Offset Bypass Refund process for some serious-hardship cases involving federal tax debt; it must be pursued before the offset.

Should I count on 211 or LIHEAP to cover a bill due now?

No. Call 211 and contact your utility about available programs, including LIHEAP for eligible households, but applications and assistance can take several weeks and are not guaranteed. Keep planning around money currently available and ask the biller directly about a payment arrangement.

The Bottom Line

While you wait, use the IRS tracker for status, budget only money you actually have, and contact billers before a payment is missed. Seek local rent or utility help early. If a serious hardship is caused by a temporary IRS processing backlog, TAS may explain an expedited request; statutory holds and offsets follow different rules, and no refund date or hardship outcome is guaranteed.
