How do I apply for the U.S. PayPal Debit Card?

Sign in to your personal PayPal account on PayPal.com or in the PayPal app. If you do not have an account, create one and then choose the PayPal Debit Card application. The card is applied for through PayPal, not bought from a retailer.

Provide the requested identifying details, including your name, address, date of birth and SSN. PayPal may ask for additional identity documents. You must have a confirmed U.S. street address; a P.O. box does not meet the address requirement in the U.S. card agreement.

Apply through the PayPal account you actively use. PayPal says additional accounts associated with your SSN should be closed before applying. Approval is subject to identity verification and the account requirements.

- To report your Lost or Stolen Physical Visa Card, call Customer Service 24/7 at 1 (888) 524-1283 to cancel your Gift Card as soon as you can. You will be asked to provide the Gift Card number and other identifying information.
- Use your Visa Gift Card in the U.S. everywhere Visa debit cards are accepted, including online.

After approval, use the digital card for online purchases or add it to a mobile wallet. To request a physical card in the app, tap your PayPal balance, select the PayPal Debit Card, then choose Request a physical card.

Activate the physical card before using it. PayPal lists activation in the app, on its website or through its automated phone line.

What are the U.S. eligibility requirements?
PayPal lists an active personal account in good standing, a PayPal Balance account, a confirmed U.S. street address, date of birth and SSN among the requirements. Under the U.S. cardholder agreement, applicants must be at least 18—or the applicable higher age of majority—and be a U.S. citizen or legal alien residing in a U.S. state or the District of Columbia, with a verifiable U.S. street address. Identity verification is part of approval.
The card is a debit card, not a credit card: spending draws on available funds in the PayPal Balance account. PayPal says the card is issued by The Bancorp Bank, N.A., under a Mastercard license; PayPal provides the service and application channel.

- Double check if the URL/website is genuine before entering card details online. Do not provide any gift card details (example: claim code) to someone you do not know or trust. There are a variety of scams in which fraudsters try to trick others into paying with gift cards.
- If you believe that your Card has been lost or stolen, notify Mastercard immediately by calling 1-833-791-7288. You will be asked to provide the Gift Card number and other identifying information.
- Use your Mastercard Gift Card in the U.S. everywhere Mastercard debit cards are accepted, including online. Your Amazon.com Balance cannot be used to purchase Mastercard gift cards.
Can I get a card outside the United States?
PayPal card products and eligibility are country-specific. The U.S. application steps and physical-card details should not be assumed to apply elsewhere. Check the PayPal card page and applicable agreement for your country before applying.

What should I know about balance use and fees?
For the U.S. card, funds must be available in the PayPal Balance account to make purchases. PayPal’s U.S. product page says there is no monthly card fee and no transaction fee for U.S. purchases. International transactions and some ATM withdrawals may incur fees. Check PayPal’s current pricing disclosure and card terms before applying or traveling, since fees and limits can change.
