To generate an e-way bill, first check whether the movement requires one, then enter the transaction in Part A and the transport details in Part B. Part A alone is not a completed e-way bill: the first Part-B entry completes generation and starts the bill’s validity period. Check every detail before submitting, because submitted entries cannot be edited.
This guide covers the practical sequence for suppliers, recipients and transporters: who can generate the bill, what to have ready, how to handle a Part-A Slip, and what to do if details change or a delay affects the movement.

Before you start: check whether the movement needs an e-way bill
The E-Way Bill System FAQ describes the general threshold as a consignment value above ₹50,000. That is not a universal exemption below the threshold: exceptions and notifications apply, and specified handicraft or job-work movements may require an e-way bill even below ₹50,000. Check the applicable rule for the particular movement rather than relying on the value alone. The official E-Way Bill System FAQ and Chapter XVI: E-Way Bill Rules describe the requirements and exceptions.
Start with the movement and its supporting transaction document. Identify the consignment, its value, the parties and the reason the goods are moving, then check whether a rule or notification changes the general threshold treatment. Do not assume that a value below ₹50,000 automatically removes the requirement, or that the threshold alone answers every case. The applicable exception or notification matters.

Decide who will generate it
A registered consignor or consignee, or the transporter, may generate the e-way bill. If an unregistered transporter is to generate it, that transporter must enroll on the e-way bill portal first. Agree on who is responsible before dispatch so the bill is not left incomplete while the goods are ready to move.
This is a practical handoff, not a choice of different kinds of bill: the transaction still needs the relevant Part-A information, and the transport information still needs to be completed in Part B. If the supplier or recipient is generating it, coordinate with the transporter so that the vehicle or transport-document details are available when needed. If the transporter will generate it, provide the correct transaction document information and confirm who will finish Part B. An unregistered transporter should complete enrollment before attempting to generate the bill.
Gather the records and transport information
Have the relevant invoice, bill of sale or delivery challan available. You will also need the transporter ID or the relevant vehicle or transport-document information. The exact transport detail depends on the mode: a road movement uses vehicle information, while rail, air or ship movement uses the applicable transport-document details.

A GSTIN, document date, transaction type or transport code entered incorrectly can prevent validation or create a mismatch in the bill. The Generate E Way Bill API documentation illustrates system validations for items such as party GSTINs, document dates and enumerated transaction and transport codes; it is not a complete list of portal fields.
It helps to separate the information into two groups before starting. Part A is based on the transaction document and party details. Part B is based on how the goods will travel. The API documentation’s examples of validations mean that formats and recognized codes can matter as well as the underlying facts. If an entry is rejected, verify it against the invoice or transport information and the portal’s requirements; do not substitute a guessed code or alter the source document details merely to get past a validation.
Generate the e-way bill on the portal
Sign in to the official e-way bill portal and open its e-way bill generation function. Portal screens and labels can change, so follow the generation workflow displayed after signing in rather than relying on a fixed button name. The essential sequence is to enter the transaction information in Part A, add the movement information in Part B, submit, and retain the resulting e-way bill number.
Keep the bill tied to the actual movement. The portal workflow is not complete just because transaction details have been entered or saved; the relevant transportation details must also be added. If those details are not yet known, use the Part-A Slip route and return to complete it when the information is available. Avoid treating a saved transaction as dispatch-ready.
-
Enter the transaction in Part A
Fill Part A using the invoice, bill of sale or delivery challan for the movement. Check the supplier and recipient details, document reference and date, and transaction information against the source record before proceeding. The portal validates required formats and certain codes; a rejected entry should be corrected against the underlying document, not guessed.

Use the document that supports this particular movement and ensure you have the right reference and date in front of you. Check the party GSTINs against the transaction record and review the transaction type and other information you enter. These are examples of details that may be subject to system checks; the API documentation does not purport to list every field or portal screen. A successful validation does not replace the need to confirm that the information describes the real transaction.

Add Part B transport details
For road transport, enter the vehicle number. For rail, air or ship, provide the relevant transport-document details. Part B must reflect the conveyance or transport arrangement actually carrying the goods. If the transport information is not yet available, the Part-A Slip option lets you save the transaction details and complete the transport section later.
Choose the transport information for the mode used, rather than filling a road vehicle detail for a rail, air or ship movement. If the arrangement changes after a Part-B entry—for example, a different vehicle is used—update Part B so it reflects the conveyance actually carrying the goods. The first Part-B entry has a separate operational consequence: it starts the validity period. Later Part-B updates do not restart that clock.

Submit and retain the e-way bill number
After completing the required information, submit the bill and retain its unique e-way bill number with the transaction and dispatch records. The rules provide for this number to be made available to the supplier, recipient and transporter. The person in charge of the conveyance must carry the prescribed accompanying documents and may quote the e-way bill number to an officer.
Make sure the people handling the transaction and movement can access the number. The number is useful for identifying the bill, but it does not replace the prescribed accompanying documents. Before the goods leave, confirm that the person in charge of the conveyance has the required documents and can provide or quote the e-way bill number when required.
Part-A Slip versus a completed e-way bill
A Part-A Slip records the transaction information but does not finish e-way bill generation. It is useful when Part A can be completed before the vehicle or transport-document information is known. The transporter details still need to be entered in Part B; only then is the bill generated.
To complete a saved slip, return to the portal’s generation workflow, retrieve the Part-A Slip and enter the applicable Part-B details. Confirm that the transport information matches the movement before submitting. Do not treat the slip number or saved Part A as proof that the completed e-way bill is ready for dispatch. The official FAQ explains both the prerequisites and how to generate an e-way bill from a Part-A Slip: E-Way Bill System FAQ.
The distinction matters whenever the timing of the transport arrangement and the transaction paperwork differs. Part A can be prepared first, but the bill remains unfinished until the transport details are supplied. Once you return to complete the slip, check the Part-B entry against the actual mode and vehicle or transport document. Do not assume that saving or retrieving the slip starts validity; the FAQ identifies the first Part-B transport entry as the point at which the validity period begins.

Check the bill before the goods leave
Submitted details cannot be edited or corrected. Before dispatch, compare the generated bill against the invoice or other transaction document and the actual movement plan. Check the parties, document details, goods movement information and the Part-B transport entry. If the vehicle or mode changes, Part B must be updated so the bill corresponds to the conveyance actually carrying the goods.
A focused final check helps catch both transaction and movement mismatches. Compare Part A with the source document, then compare Part B with the transport arrangement that will actually be used. Check that the bill is complete, not merely a Part-A Slip, and that the e-way bill number is retained where the supplier, recipient, transporter and person in charge can access it. If a vehicle or mode changes, update Part B rather than assuming the original entry still describes the movement.
- Confirm that the bill is complete, not just a Part-A Slip.
- Match the bill’s transaction details to the invoice, bill of sale or delivery challan.
- Confirm the vehicle or transport-document information is for the planned movement.
- Keep the e-way bill number available to the supplier, recipient, transporter and person in charge of the conveyance.
This review is particularly important because a submitted mistake cannot be corrected by editing the entry. If you find an error, use the cancellation and replacement process only if cancellation is still allowed for the bill; do not dispatch on the assumption that an incorrect submitted bill can simply be amended later.
Validity and when the validity clock starts
The first Part-B transport entry starts the validity period. Later Part-B updates do not restart that clock, so do not assume that a vehicle update gives the movement a fresh validity period.
Official materials currently describe the ordinary distance-based increment inconsistently. The FAQ describes one day for every 100 km or part, while the portal’s home-page search excerpt reports a change to 200 km per day from 1 January 2021; the available Rule 138 PDF text describes one day up to 100 km and one additional day for each further 100 km or part. Because these official statements conflict, do not use an ordinary distance increment from this summary as settled current guidance. Check the live consolidated rule and applicable notifications for the movement before relying on a specific validity calculation. The source materials agree that validity is distance-based and begins with the first Part-B entry. See the FAQ and Rule 138.
The FAQ separately describes one day for every 20 km or part for over-dimensional cargo. Check the currently applicable rule and notifications for that movement as well; the figure is stated here as the FAQ’s description, not as a substitute for checking current requirements.
For planning, distinguish the starting point of validity from the distance calculation itself. The first Part-B entry is the clock-starting event; later vehicle or transport updates do not provide a new period. Work from the current applicable rule and notifications when calculating validity for a particular distance or cargo type, especially given the difference between the official materials noted above.

Fixing an error, cancelling a bill or extending validity
If submitted details are wrong
You cannot edit a submitted e-way bill. The FAQ says to cancel it and generate a new bill with the correct details where cancellation is available. Check the source document and the actual movement information before generating the replacement, so the same error is not carried into the new bill.

The official FAQ states: “If there is a mistake, incorrect or wrong entry after submission of the e-way bill, then it cannot be edited or corrected.” Treat this as a reason to review the entry before submission, not as a prompt to make an informal change after the fact. If the bill is eligible for cancellation, use the permitted process and make a fresh bill with the verified details.
When cancellation is allowed
The rules allow cancellation within 24 hours if the goods are not transported or are not transported as entered in the bill. A bill that has already been verified in transit cannot be cancelled. If the movement has already begun, do not assume that cancellation remains available; follow the applicable portal process and rules. The E-Way Bill Rules set out the cancellation limit.
The cancellation window is time-limited and depends on the circumstances described in the rules. If the goods were not moved, or were not moved as entered, act within 24 hours if cancellation is available. Verification in transit closes that route. Cancellation is not an editing function: where the bill is cancelled and the movement still needs a bill, prepare and submit a replacement with the correct information.

If transport is delayed or the vehicle changes
The FAQ describes extensions for exceptional circumstances such as a natural calamity, a law-and-order issue, a trans-shipment delay or a vehicle accident. The current transporter provides the reason, current location, approximate remaining distance and Part-B details. The FAQ states an extension window from eight hours before expiry until eight hours after expiry. If the mode or vehicle changes, update Part B to reflect the new transport details; an update does not restart the validity clock.
An extension is therefore not a routine substitute for planning the movement within the original validity period. The FAQ ties it to exceptional circumstances and identifies information the current transporter provides: why an extension is needed, where the goods are, the approximate distance remaining and the Part-B transport details. Observe the stated window around expiry and check the live portal process and current rules for the specific movement.

Portal validations and functionality can change. The announcements page dated 30 July 2026 said that changes concerning EWB Closure functionality and mandatory Ship-to GSTIN were on hold. It also listed a 23 January 2026 notice about relaxed total invoice amount validation for certain HSNs effective 1 February 2026, and validation additions effective 2 December 2025. These notices concern particular system behavior and should not be read as a general exemption from the underlying e-way bill requirements. Review the live E-Way Bill System announcements for later notices before starting a transaction.
These notices illustrate why an older description of a screen or validation may not match the live portal. The 30 July 2026 notice said the EWB Closure and mandatory Ship-to GSTIN changes were on hold; it did not remove the need to meet the applicable movement requirements. The 23 January 2026 notice concerned relaxed total invoice amount validation for certain HSNs effective 1 February 2026, and the announcements also listed validation additions effective 2 December 2025. Check the current notices for changes that apply to the particular transaction instead of treating a system validation update as a general exemption.

- Confirm the movement’s e-way bill requirement, including any applicable exception or notification.
- Confirm whether the registered consignor, registered consignee or transporter will generate the bill; ensure an unregistered transporter enrolls before generating it.
- Use the correct invoice, bill of sale or delivery challan, and verify transaction details against it.
- Complete Part B with the vehicle or mode-specific transport-document information; a Part-A Slip is not a completed bill.
- Review the generated details before dispatch, retain the e-way bill number and ensure the conveyance has the prescribed accompanying documents.
As a final decision sequence: verify the requirement for this movement; settle who will generate the bill; prepare the transaction record and transport information; complete Part A and Part B (or finish an earlier Part-A Slip); then review the submitted bill, number and accompanying documents before the goods move. If an error, vehicle change or delay arises, use the relevant correction, Part-B update, cancellation or extension rules rather than assuming the original entry can be edited.

Frequently Asked Questions
What is the general value threshold for an e-way bill?
The E-Way Bill System FAQ describes the general threshold as a consignment value above ₹50,000. Exceptions and notifications apply, and specified handicraft or job-work movements may require a bill below that amount, so check the rules for the particular movement.
Who can generate an e-way bill?
A registered consignor or consignee, or the transporter, may generate it. An unregistered transporter must enroll on the e-way bill portal first. Agree who will complete the bill before dispatch, including who will provide the transport details for Part B.
How do I generate an e-way bill from a Part-A Slip?
Retrieve the saved Part-A Slip in the portal’s generation workflow, enter the applicable Part-B details for the actual movement, and submit the completed bill. A Part-A Slip is not the finished e-way bill; the first Part-B entry completes generation and starts validity.
Can I edit an e-way bill after submitting it?
No. The official FAQ says submitted details cannot be edited or corrected. If cancellation is available, cancel within the permitted period and generate a replacement with verified details. A bill already verified in transit cannot be cancelled.
When does e-way bill validity begin, and what if the vehicle changes?
The first Part-B transport entry starts the validity period; later Part-B updates do not restart it. Update Part B when the vehicle or mode changes so the bill reflects the conveyance actually carrying the goods. Check the current applicable rules for the distance-based validity calculation.
Can I extend validity if a movement is delayed?
The FAQ describes extensions for exceptional circumstances such as a natural calamity, a law-and-order issue, trans-shipment delay or vehicle accident. It says the current transporter provides the reason, current location, approximate remaining distance and Part-B details, and gives an extension window from eight hours before until eight hours after expiry.
The Bottom Line
Before dispatch, confirm that the movement requires a bill, complete both Part A and Part B, and compare the submitted details with the transaction document and actual transport plan. Retain the e-way bill number and prescribed accompanying documents. A Part-A Slip is not a completed bill, submitted entries cannot be edited, and later Part-B updates do not restart validity.
