To facilitate a roles and responsibilities workshop, agree on the work first, then clarify who performs it, who is answerable for it, who must be consulted, and who needs updates. The facilitator keeps the discussion fair and focused; the group supplies the assignments. Finish with a confirmed record of decisions, open questions, owners, and due dates.
What the workshop should produce
Set a concrete outcome before inviting people. A useful result is a shared description of the work in scope, agreed responsibilities and decision rights, and a short list of unresolved items with owners and due dates. Name one person to maintain the record as the work or team changes.
Make clear whether the group is authorized to decide, is making a recommendation, or is gathering input for someone else. The distinction affects who must attend and how disagreements are resolved. Confirm the sponsor’s expectations, the group’s authority, and the deliverables expected from the meeting before drafting the agenda.
Choose the facilitator and invite the right people
The facilitator leads the process rather than assigning roles on the group’s behalf. Their work includes framing the objective, preparing the agenda and activities, guiding participation, managing group dynamics, adapting the flow, and documenting outcomes. Adams and Means describe the facilitator as “the person who crafts the agenda and determines the activities necessary to achieve the meeting objectives” in The project meeting facilitator (Project Management Institute, 2006).

A project manager or team lead can facilitate a short, routine session if they can stay neutral, ask questions rather than prescribe answers, and accept an outcome that differs from their preference. Consider an impartial, experienced facilitator for a lengthy, politically sensitive, conflict-heavy, or otherwise complex meeting.
Invite people who do the work as well as those with relevant approval authority, expertise, or a need for updates. Ask the sponsor or project lead who must be present for decisions to be valid. If a decision-maker cannot attend, agree in advance whether the group can still recommend an allocation or must defer the decision.

Prepare the agenda and working record
List the activities, decisions, or deliverables whose ownership needs clarification. Prepare a visible place to record them and a draft structure for assignments. A RACI matrix can help when there are enough tasks and roles to make a structured chart useful, but do not let the format stand in for defining the work or decision authority.
Build time into the agenda to define the work, assign participation and accountability, work through disagreements, review the record, and identify open actions. Set ground rules, plan how the group will make decisions, and reserve a parking lot for relevant topics outside the scope. For an in-person session, a flip chart can make the task list or parking lot visible; a remote group can use a shared digital board.

How to facilitate the workshop
- Frame the session. State the objective, scope, expected output, decision process, and any constraints. Confirm that the people with authority to make the intended decisions are present.
- Define the work before assigning roles. List the major tasks, decisions, and deliverables. Clarify ambiguous wording and boundaries so participants are discussing the same work. If the group disagrees about what a task includes, resolve or record that issue before assigning ownership.
- Clarify each kind of participation. For every item, ask who will perform the work, who is answerable for completion or the decision, whose input is needed beforehand, and who needs updates. Separate responsibility for doing the work from authority to approve it or make a decision.
- Look for gaps, overlaps, and authority mismatches. Check whether any work has no owner, whether multiple people believe they own the same decision, or whether an assignment conflicts with actual authority or capacity. Invite the people closest to the work to explain constraints.
- Manage disagreement without taking over. Restate competing views neutrally, then ask what information, authority, or boundary would resolve them. If discussion stalls, time-box it and agree on a next step. Put tangents in the parking lot. Record necessary unresolved questions as actions with one named owner and a due date.
- Read the result back. Review assignments, decision rights, assumptions, and open items aloud. Ask participants to correct the record and confirm the wording before the meeting ends.
How to create a RACI matrix with the team
RACI is a way to show how roles participate in work; it is not a substitute for the conversation that establishes the work and authority. The letters mean:
- Responsible: performs the task or produces the deliverable.
- Accountable: answerable for completion or the outcome. Microsoft Learn recommends one accountable person per task; if your organization uses another rule, state and agree on it rather than assuming it.
- Consulted: provides input before the work or decision is finalized.
- Informed: receives updates, generally without being asked to approve the work.
Put meaningful tasks or deliverables in rows and the relevant roles in columns. Work through the assignments with the people involved, making accountability explicit. Microsoft Learn’s Power Platform guidance on defining roles and responsibilities offers a platform-specific example of role and RACI practices that can be adapted to a workshop; it is not a universal governance rule.

Keep the chart focused enough to read and share the agreed version with the team. A RACI chart maps participation in project work, while Atlassian’s RACI guidance distinguishes it from decision-making frameworks such as DACI and RAPID. If the real question is who has authority to make a decision, document that right directly rather than assuming a task matrix answers it. A chart also does not explain how to perform a task or automatically keep pace with changing project conditions, so assign someone to maintain it.

Use the objective to bring discussion back to the purpose, and use time limits to move stalled topics toward a decision or a defined next action. If a few people dominate or others are reluctant to speak, invite input in a structured round or ask participants to write their views before discussion. These methods give the facilitator a way to hear from the group without deciding the content for it.

Decide whether the group seeks consensus, a recommendation, a vote, or a decision from a named authority. Record decisions in clear language and capture rationale when it will help people understand the result later. The PMI paper reports historical meeting surveys, including a 2004 survey in which 55% of meetings were said to be dominated by one or two people; that figure is not a current estimate or evidence about roles-and-responsibilities workshops specifically.
Close the loop after the meeting
Distribute the agreed record promptly to attendees and anyone who needs to understand the outcome. Include the scope, any role definitions, assignments and decision rights, assumptions, unresolved items, and action owners and due dates. Make it understandable to people who were absent.
The designated record owner should update assignments when responsibilities, team membership, or project scope change. Revisit the allocation when recurring gaps or overlaps show it no longer reflects how the work is done. Atlassian likewise advises reviewing and documenting changes to a RACI chart; Microsoft Learn notes that roles can evolve with team needs.
