How to Evaluate Construction Stocks After a Major Project Award

A major construction award can boost work visibility, but it does not guarantee revenue, profit or a rising share price. Check contract terms, backlog, execution, cash needs and valuation.

A major project award can improve a contractor’s future-work visibility, but the headline value alone does not show how much work belongs to the listed company, when it will become revenue, whether it will be profitable, or whether the stock is attractively priced. Evaluate the award in sequence: confirm how firm it is, calculate the company’s share and remaining work, examine timing, project economics and cash demands, then judge the effect against the company’s existing outlook and the expectations already reflected in its share price.

1. Confirm what was actually awarded

Start with the company announcement, its SEC filings and, where available, the project owner’s award notice. Establish whether the news describes an executed contract, a definitive award, a notice of intent, preferred-bidder status, a framework agreement, a task order or an option. Check the customer, scope, geography, contract type, amount, funding, approvals, start conditions, cancellation rights and notice-to-proceed status.

Do not treat every announced award as firm, funded work ready to begin. Backlog definitions vary by issuer. Tutor Perini’s 2025 Form 10-K says its backlog may include certain awards before formal contract execution or notice to proceed when the company believes major uncertainties have been resolved, such as funding being in place. Limbach Holdings’ first-quarter 2026 Form 10-Q describes a threshold of written award confirmation and established contract value. Read each company’s definition before comparing backlog figures: Tutor Perini 2025 Form 10-K and Limbach first-quarter 2026 Form 10-Q.

2. Work out how much of the project belongs to the company

A project’s total budget is not necessarily the contractor’s contract value. Identify the listed company’s contractual share, whether it is the prime contractor or a subcontractor, and whether a joint venture divides the work. Separate firm work from options, future phases and unfunded portions. Also distinguish the original award value from the remaining unperformed balance if work has already begun.

Then compare the potential backlog addition with the company’s existing backlog and annual revenue. Use the issuer’s stated conversion schedule where available; do not turn a percentage of backlog into an earnings forecast unless the company has disclosed the relevant economics. Without a named project and issuer, the company’s attributable revenue cannot be calculated.

3. Understand backlog—and what it cannot tell you

Backlog is a company-defined measure of expected future work, not a standardized promise of revenue, profit or cash. Work may be delayed, changed or canceled because of permitting, funding, customer decisions, weather, scope changes or termination rights. Even when backlog converts, it may not earn an attractive margin.

Review the company’s backlog roll-forward: new awards and contract adjustments add work, while recognized revenue reduces the balance. Tutor Perini’s annual report distinguishes backlog from remaining performance obligations, including because the measures can differ around formal contract execution and notice to proceed. Its 2025 Form 10-K estimated that approximately $6 billion—about 29% of backlog at December 31, 2025—would be recognized as revenue in 2026. That is a company estimate for Tutor Perini, not an industry conversion rate: Tutor Perini 2025 Form 10-K.

The company’s second-quarter 2026 Form 10-Q reported backlog of $19.9 billion at June 30, 2026, down from $21.1 billion at June 30, 2025. From December 31, 2025 through June 30, 2026, it reported $2.3278 billion in new awards and $3.0265 billion in revenue recognized. The figures illustrate why an award should be considered alongside work already performed, not in isolation. Tutor Perini cautioned in that filing: “As a result, the timing and amount of revenue ultimately realized from backlog may differ from our current estimates.” Tutor Perini second-quarter 2026 Form 10-Q.

4. Assess the project’s potential economics

The award amount does not reveal the project’s margin. Look for disclosures about contract type and risk allocation: fixed-price work can expose a contractor to cost overruns, while reimbursement, unit-price and cost-plus structures allocate risks differently. Review what the issuer says about labor and material availability, subcontractors, schedule, contingencies, change orders and estimate revisions.

Historical margins and earnings revisions can help identify execution patterns, but company-wide averages are not a substitute for project-specific economics. If the company has not disclosed the award’s expected profitability, do not infer a margin from the contract value or from backlog growth.

5. Check whether the company can execute—and fund—the work

A contractor may need to mobilize crews and equipment, secure subcontractors and pay project costs before collecting from the customer. Examine the project’s billing milestones, collection timing and retainage alongside the company’s financial capacity. In its filings, review:

  • Labor, equipment and subcontractor capacity, including overlap with existing projects.
  • Operating cash flow, working capital and debt maturities.
  • Liquidity and access to credit to manage costs that may precede customer payments.
  • Whether schedule, change-order or estimate risks could increase cash needs.

A larger backlog can coexist with near-term cash demands or execution difficulties. The award itself does not establish that the company has the resources—or the favorable payment terms—to perform it smoothly.

6. Put conversion timing in context

A major award may add work that converts into revenue over several years. Look for a company-specific schedule rather than assuming the award will affect the next quarter. Tutor Perini’s 2025 Form 10-K says most of its Civil backlog typically converts over three to five years, while its Building and Specialty Contractors backlog typically converts over one to three years. Those periods describe Tutor Perini’s businesses, not construction contractors generally: Tutor Perini 2025 Form 10-K.

When available, compare the company’s estimated revenue recognition with the award’s start conditions, project milestones and completion schedule. A large headline with a distant start date may have a different near-term effect from funded work already under way.

7. Decide whether the award matters to the stock

Translate the award into a range of possible effects on revenue, operating income, free cash flow and financial risk, allowing for uncertainty in timing and economics. Compare that range with the company’s existing business and the valuation measures you use. For a useful comparison, keep reporting dates and financial measures consistent, and account for differences in business mix and backlog definitions.

Finally, consider expectations. Was the project widely anticipated, or had the share price already moved before the formal award? A positive operational development is not automatically a buy signal: the investment case depends on the award’s incremental value relative to what investors expected and the price they are paying. No particular company, project, share price or market expectations are identified here, so the framework cannot establish whether any construction stock is cheap or a buy.
