Define the required outcomes first, then assess learning evidence, curriculum fit, accessibility, integrations, data and security controls, implementation effort, and full-term cost against your institution’s needs.
1. Define what learners must be able to do
Write down the target learners, their starting skill levels, the languages or frameworks they need, and the work they should be able to perform afterward. Make outcomes observable: for example, solving a problem, debugging code, explaining a design choice, or building or modifying a project. Course completion alone does not establish those abilities.
Ask vendors for evidence supporting the specific learning claims they make. Inspect the actual assessment tasks, scoring rubrics, and feedback learners receive. Check whether assessments measure the intended skills rather than recall or lesson completion. UNICEF’s EdTech for Good Framework 2.0 emphasizes evidence, educational soundness, context, transparency, safety, and accessibility. Its development drew on experience evaluating more than 1,400 EdTech tools and a review incorporating over 900 inputs from 141 organizations across 60 countries; those figures describe the framework’s development, not the effectiveness of any coding platform.
2. Check curriculum and competency fit
Map the platform’s sequence, practice activities, projects, and assessments to your curriculum, standards, or job-role framework. Look for gaps, unnecessary duplication, and assumptions about prior knowledge, language, or tools. The European Commission’s guidance on digital education content identifies curriculum alignment, pedagogical relevance, learning impact, assessment, engagement, accessibility, legal compliance, reliability, security, and technical compatibility as useful review criteria; it is general guidance, not a coding-platform ranking.

If competency data needs to move between systems, ask whether the vendor supports 1EdTech’s CASE standard and which version. CASE 1.1 is designed to exchange academic standards, competencies, skills, rubrics, and performance-task criteria in machine-readable form across K–12, higher education, and workforce contexts. As the specification puts it: “The goal for CASE is to replace the current ways of documenting a learning standard and competency, typically a PDF or HTML document, by a method that is both human and machine-readable.” Confirm exactly what data is exchanged and how conformance is validated. 1EdTech says certification testing is available and identifies its TrustEd Apps Directory as the listing of products that passed certification testing; check the current listing and claimed standard version rather than relying on a generic compliance statement.
3. Test real learner and instructor workflows
Arrange a representative demonstration or trial. Have a learner and instructor complete realistic tasks using the product, not just watch a sales presentation. Test the editor and runtime, supported languages and environments, debugging, automated feedback, project work, instructor review, and administrative reporting against your actual teaching or training model.
- Learner: Can they find the next task, write and run code, understand errors, use feedback, and submit or revise a project?
- Instructor: Can they assign work, review code or projects, identify where learners are stuck, and give useful feedback?
- Administrator: Can they manage access, courses or cohorts, reporting, and routine support without workarounds?
Record where users need help, where the workflow breaks, and which tasks require another tool. These observations help distinguish a good demonstration from a workable day-to-day fit.

4. Verify accessibility and inclusion in practice
Test the platform with the accessibility needs present in your learner population. Check keyboard-only operation, screen-reader use, zoom and reflow, captions, and the coding editor and feedback experience. Request current accessibility documentation, but verify key workflows directly rather than relying only on a marketing statement or seal. The European Commission’s digital education guidance treats accessibility and inclusion as explicit quality criteria.

Requirements depend on jurisdiction and buyer type. U.S. federal buyers should determine which Section 508 provisions apply to their web-based software procurement. For other buyers, identify the applicable local accessibility rules and any obligations in institutional procurement policy before scoring vendors.
5. Check integrations, data exchange, and exit portability
Confirm the connections you need, such as single sign-on, roster and course synchronization, LMS/SIS or HR-system integrations, grade and assessment exports, and reporting APIs. Ask vendors to demonstrate what data moves, in which direction, and in what format. For any claimed standard, request the supported standard and version and evidence of certification where applicable. CASE addresses competency and standards exchange; it does not guarantee every integration a buyer may need.

Test an export using representative learner and course data. Establish whether it includes the records you need, whether the format is usable elsewhere, and what happens to data in backups or archives after contract end. Agree on data return, deletion confirmation, and an orderly transition before signing rather than treating portability as a future problem.
6. Review privacy, security, safeguarding, and AI controls
Request documentation that lets your privacy, security, and safeguarding reviewers assess the product’s actual operation. The UK Department for Education’s school-procurement guidance recommends data protection by design and default, collecting only what is needed for a specific purpose, disabling non-core features by default, and involving the data protection officer early. It also covers lawful basis, controller and processor roles, subprocessors, AI use, child safety, data location and transfers, retention and deletion, portability, security, and end-of-contract exit. This guidance is specific to UK schools; buyers elsewhere must apply their own legal requirements.

Ask the vendor for:
- A data map showing what learner and staff information is collected, why it is used, and who can access it.
- Controller/processor terms, lawful-basis information where applicable, a current subprocessor list, storage locations, and details of international transfers.
- Retention periods, deletion procedures, backup handling, data-return options, and breach-notification procedures.
- Security details covering encryption, authentication, audit logging, and independent security evidence.
- Safeguarding controls appropriate to the ages and setting of your learners.
If the platform includes AI, ask what the feature does, what learner inputs it processes, whether those inputs are used to train models, how outputs are moderated, how inaccuracies and bias are addressed, and what controls staff have. For UK schools, assess whether the processing is likely to create high risk and therefore requires a DPIA; involve the DPO and safeguarding lead in the review. UNICEF’s framework provides a broader lens for examining transparency, safety, educational suitability, and context in digital and AI-enabled tools.

7. Compare cost and delivery burden over the full term
Compare the full cost of putting the platform into use and keeping it usable—not only the license line. Request a written term-cost estimate and implementation plan that identifies:
- Licensing and any assumptions about users, seats, or duration.
- Setup, configuration, and integrations.
- Staff training, ongoing support, and administration time.
- Accessibility remediation or other required changes.
- Data export, deletion, transition, or other exit work.
Ask which costs are fixed, usage-dependent, optional, or recurring, and what service levels and support are included. No platform pricing comparison or universal cost benchmark is established here, so use the same time period and assumptions for each quote.

Before scoring, define mandatory pass/fail conditions for legal, security, accessibility, and curriculum requirements. A high score on convenience or features should not compensate for failing a non-negotiable requirement. Then weight the remaining criteria to reflect your setting and score every candidate using the same evidence standard.

Keep the rationale and evidence behind each score. If two platforms score similarly, use your mandatory needs and observed workflow results to make the decision rather than treating a small numerical difference as meaningful.
9. Assign oversight and plan for change
Name contract and operational owners, set review dates, and define what changes trigger a reassessment. Revisit the review if a platform update adds features or changes data processing. Put data return, deletion confirmation, backup and archive handling, portability, and transition responsibilities in the agreement so that leaving the service is operationally manageable.
