How to Estimate the Total Cost of Building an AI Data Center

Estimate an AI data center from a defined project basis and bottom-up cost schedule. This guide separates shell and core, utility and energy works, servers and networking, then adds operating expense and hardware refreshes for a defensible total-cost range.

The only defensible way to estimate an AI data center is to define the cost boundary first, then build a bottom-up schedule for the site, facility, power infrastructure, IT equipment and operating period. A shell-and-core construction figure is not an all-in AI budget: servers, networking, tenant fit-out, utility upgrades, energy assets and recurring operating costs may sit outside it.

Set the project basis, collect market-specific prices, model low/base/high scenarios, and report every inclusion and exclusion. The result should be a dated range tied to a stated IT load, location, redundancy level, cooling design, power strategy and hardware-refresh plan—not a single universal “cost per megawatt.”

What “total cost” should include

People use “build cost” to describe several different totals. Choose one before requesting quotes or comparing benchmarks.

Cost boundary Usually included Usually excluded or uncertain Use it for
Shell and core Building structure, basic electrical and mechanical systems, major plant and standard site works Tenant servers, accelerators, network fabric, specialist AI cooling, some utility or off-site power works Comparing real-estate development proposals
Complete facility Shell and core plus substations, utility interconnection and the facility’s cooling and electrical systems Tenant IT equipment, financing and long-term operations unless expressly stated Planning a powered building
Tenant-fitted AI data center Facility works plus servers or accelerators, storage, network equipment, racks, commissioning and connectivity Off-site generation, transmission upgrades, taxes, financing and future refreshes unless added Funding an operational launch
Lifecycle ownership cost Initial capex plus electricity, water, maintenance, labor, taxes, insurance and hardware replacement over a defined period Items not listed in the model, such as financing fees or unusual decommissioning obligations Investment, lease-versus-build and total-cost decisions

These totals cannot be substituted for one another. A shell-and-core benchmark can understate an AI deployment by omitting the tenant fit-out; an ownership model can overstate “construction” by combining several years of operating expense with the initial project.

Step 1: Write the project basis before pricing anything

Put the assumptions on the first page of the estimate. Each assumption changes either the quantity of equipment, its unit price, the schedule or the cost boundary.

  • Location and market: identify the country, state or province, utility territory, tax regime, labor market and construction market. State the currency and the price date.
  • Capacity basis: specify target IT load in MW. If someone quotes facility power, state the expected overhead and do not compare the number directly with IT-load capacity.
  • Workload and hardware: describe the accelerator or server class, memory, storage, network topology, rack density and expected utilization. AI training, inference and mixed workloads can require different configurations.
  • Availability: document the uptime objective, maintenance method and redundancy level for power, cooling, network and controls. N, N+1, 2N and distributed designs produce different quantities and costs.
  • Cooling: state whether the design uses air, direct liquid cooling, rear-door heat exchangers or a hybrid, plus water availability and heat-rejection conditions.
  • Delivery: set the target energization and operational dates, phasing and procurement lead times. Inflation and schedule risk need a reference date.
  • Development type: distinguish a greenfield build from fitting out an existing building. Existing capacity may reduce shell work but can require expensive structural, electrical or cooling modifications.
  • Power boundary: say whether the project pays for grid studies, interconnection, substations, transmission or distribution upgrades, on-site generation, batteries and fuel systems.
  • Financial boundary: state whether taxes, incentives, land financing, construction interest, insurance, contingency, operating expense and decommissioning are included.

Epoch AI cautions that its 1-GW illustration is stylized and that actual cost varies with server choice, facility design, location, financing and power strategy. Treat those variables as inputs to your model, not footnotes.

Step 2: Build a bottom-up cost schedule

Use separate lines for every major package. A single “data center construction” line hides the decisions that drive an AI project’s economics.

Bucket What to quantify Evidence to obtain
Land and site Land or powered-land price, surveys, geotechnical work, grading, roads, drainage and permitting Signed option or market comparables, site reports and local fees
Shell and core Structure, envelope, fire protection, offices, security, loading and general construction Local cost plan, contractor budget and design quantities
Electrical systems Service entrance, switchgear, UPS, generators, distribution, busways, controls and testing Single-line design, equipment quotations and installation rates
Mechanical and cooling Chillers or heat rejection, pumps, piping, cooling distribution, liquid-cooling equipment and water treatment Thermal model, equipment quotes, water studies and commissioning plan
Substation and utility works Utility interconnection, transformer yard, substation, protection, metering and customer-funded upgrades Utility study, interconnection offer and civil/electrical scope
Energy assets On-site generation, batteries, fuel storage, transmission or distribution assets paid for by the project Power strategy, engineering quotes, fuel and permitting assumptions
IT equipment Servers, accelerators, memory, storage, racks, management systems and spares Configuration bill of materials and current vendor quotations
Network and connectivity Switches, optical equipment, cabling, routers, external circuits and diverse carrier entrances Network design, equipment prices and carrier proposals
Soft costs and contingency Design, project management, legal, permits, commissioning, insurance, escalation and risk allowance Professional-fee proposals and an explicit risk register

The International Energy Agency groups investment into IT capex, non-IT capex and energy capex. Keep the same separation in your spreadsheet so a change in the power strategy does not silently alter the building or IT totals.

Published benchmarks—and exactly what they mean

Public figures are useful anchors, not bids for an unspecified facility. The following values are comparable only after matching scope, geography, load basis and date.

Source and date Published figure Scope and qualification
Epoch AI, 2026 modeled 1-GW facility $37.883 billion upfront capex Stylized U.S. hyperscaler model based on 1 GW of IT power; not a facility-specific quote. Components: $21.188B servers, $11.433B facility, $4.925B network infrastructure, $0.172B land and $0.164B utility works.
Epoch AI methodology, reviewed 2026 About $38 billion per GW of IT power Approximately $26B compute and $12B construction in its methodology. It says a GW of total facility power is typically lower, around $30B, because overhead leaves less server capacity.
International Energy Agency, 2025, citing Turner & Townsend (2024) $6,000 per kW of IT load in some emerging-market and developing economies to more than $10,000 per kW in many advanced economies Combined construction and installations benchmark. It is not a complete AI fit-out price and does not automatically include accelerators, networking, land or energy assets.
Cushman & Wakefield, 2026 $17.6 million per MW Average greenfield development cost for modern U.S. facilities. Market and workload type create significant variation.
JLL Research, 2026 $11.3 million per MW Average global shell-and-core cost forecast for 2026. Tenant technology fit-out is excluded and can cost as much as $25 million per MW for AI infrastructure; that “as much as” figure is not a standard quote.

The Epoch model implies $37.883 million per MW of IT power for that particular 1,000-MW design, but dividing the total does not turn it into a universal price. It embeds a specific server mix, facility design and assumptions about land, utilities and networking.

For every benchmark, record six comparison fields: included scope; geography; IT-load or facility-power basis; workload and accelerator configuration; estimate year and whether the figure is actual, forecast or modeled; and treatment of land, taxes, financing, contingency and off-site power.

Step 3: Price power, location and schedule explicitly

Power access can determine whether the project is feasible and can move costs between the facility and the energy budget. Ask the utility for an interconnection study, expected energization date, required customer-funded works, voltage level, firm capacity and curtailment conditions. Put the substation, transmission or distribution upgrades and metering in named cost lines.

The IEA treats generation, batteries and transmission or distribution as energy capex. JLL reports that average waits for grid connections in primary data-center markets exceed four years, while developers are showing more interest in behind-the-meter arrangements and colocated storage. A faster private-power solution may require substantial generation, fuel, storage and interconnection capital; it is not automatically cheaper.

Cushman & Wakefield notes that powered sites can command a premium over non-powered land. Compare the price of raw land, a site with secured utility capacity and a building available for fit-out. Include the schedule value of each option: a cheaper site that cannot receive power until after the required launch date may have a higher economic cost.

Model at least three schedule cases:

  • Base case: expected permitting, equipment lead times, utility delivery and construction duration.
  • Delay case: later grid energization, long-lead transformer or switchgear slippage, and additional financing, escalation and temporary-power costs.
  • Acceleration case: premium freight, overtime, parallel design and earlier equipment deposits needed to meet the target date.

Step 4: Separate capex from annual ownership cost

For a lifecycle answer, choose a horizon—such as five, ten or fifteen years—and show initial capex separately from recurring costs. At minimum, include electricity, demand charges, water, maintenance contracts, facility labor, taxes, insurance, software or controls, spare parts and hardware replacement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Epoch’s modeled 1-GW facility has approximately $0.907 billion in annual operating expenses. Its categories include energy, taxes, maintenance, labor and water. That value belongs to the model’s stated design and assumptions; it is not a standard annual percentage of construction cost.

Use a transparent ownership formula:

Total ownership cost = initial capex + discounted recurring operating costs + replacement capex − residual value.

State the electricity price, utilization, escalation rate, discount rate, tax treatment and whether operating costs are nominal or real. Show energy sensitivity separately because utilization and tariff structure can change the result more than a small construction-price adjustment.

Hardware refresh changes the answer

Do not assign one life to the whole facility. Epoch’s example assumes five years for IT equipment and fourteen years for facility assets. Its annualized ownership result rises when the IT life is changed to three years and falls when it is extended to seven years. Those are modeling assumptions, not guaranteed service lives.

The IEA notes that IT equipment can become obsolete four to six years after installation, while transformers typically last about 30 years. Build separate replacement schedules for accelerators, servers, storage, network equipment, UPS batteries, generators, cooling plant and transformers. Include removal, redeployment, recycling or disposal costs where applicable.

Step 5: Turn the schedule into a range

A single point estimate suggests precision the inputs cannot support. Create low, base and high cases and identify the variable behind every change.

Scenario Construction and site IT configuration Power strategy Typical use
Low Favorable market, existing building or readily available powered site Lower-cost configuration with conservative density Grid capacity available with limited customer-funded works Screening feasibility
Base Market-matched quantities and current quotations Approved accelerator, storage and network bill of materials Utility scope and schedule from the current study Budget approval and financing
High Greenfield complexity, labor pressure, escalation or delay Higher density, premium networking, spares or faster refresh Substation upgrades, behind-the-meter generation or storage Risk capacity and investment committee review

For each case, state the estimate date, currency, inflation basis, contingency percentage or dollar amount, taxes, financing, incentives and excluded items. Do not hide an unquoted package inside contingency; label it as an allowance and explain how it will be replaced by a quotation.

A practical calculation worksheet

Set up one row per package and add columns for quantity, unit, low price, base price, high price, source date, inclusion status and owner. The core calculation is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Package cost = quantity × unit price × location or escalation adjustment.

Then add design fees, permitting, commissioning, insurance and contingency. Keep taxes and financing in separate lines so stakeholders can see the underlying project cost. Convert totals to both dollars per MW of IT load and dollars per MW of facility power only after the denominator is clearly defined.

For a lifecycle view, add annual operating lines by year, apply the stated utilization and energy price, insert hardware-refresh events, and discount the cash flows. A five-year IT replacement in year five should not be blended into the original construction line; doing so obscures the funding requirement.

Common estimating mistakes and corrections

Comparing unlike “per-MW” numbers

Mistake: comparing a global shell-and-core forecast with an all-in U.S. AI deployment. Correction: align scope, load basis, market, date, workload and exclusions before calculating a ratio.

Using facility power as IT capacity

Mistake: treating a 100-MW facility-power connection as 100 MW of usable IT load. Correction: document overhead, cooling and distribution losses and report the IT-load basis separately.

Leaving utility works in a vague allowance

Mistake: assuming the utility will fund the substation or transmission upgrade. Correction: obtain the interconnection study and assign each customer-funded work to a named budget line.

Calling an accelerator quote “the data-center cost”

Mistake: budgeting servers while omitting network fabric, racks, power distribution, cooling, commissioning and spares. Correction: use a complete IT bill of materials and tie rack density to the mechanical and electrical design.

Ignoring the calendar

Mistake: applying today’s equipment price to a project that will purchase two years later. Correction: date every quote, model escalation and include delay-case financing, storage and temporary-power costs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mixing capex and operating expense

Mistake: presenting annual electricity or labor as part of “construction cost.” Correction: publish an upfront capex total, annual operating budget and lifecycle total with a stated horizon.

Presenting a public benchmark as a bid

Mistake: treating any published average as a guaranteed price. Correction: replace benchmarks with local site data, design quantities, utility terms and vendor quotations as the project matures.

What a decision-ready estimate should contain

  • A one-page project basis with location, IT MW, facility MW, workload, availability, cooling, delivery date and greenfield or fit-out status.
  • A bottom-up cost schedule covering land, shell and core, mechanical and electrical systems, cooling, utility works, energy assets, IT, networking, connectivity, professional fees and contingency.
  • A source register showing the date and market for every benchmark, quote and allowance.
  • Low, base and high scenarios with explicit power, schedule, utilization and hardware assumptions.
  • Separate totals for shell and core, complete facility, tenant-fitted deployment and lifecycle ownership.
  • A cash-flow schedule showing deposits, construction spending, energization, commissioning, operations and refresh events.
  • A list of exclusions and unresolved items, such as taxes, financing, off-site transmission, incentives or unquoted equipment.

No public number in this guide can price a specific project without its location, design, power agreement, financing and server configuration. A credible estimate becomes more accurate by replacing allowances with local studies, design-level quantities and vendor quotations—not by applying a more elaborate universal per-MW multiplier.
