How to Estimate Cloud Migration Costs Before Moving Enterprise Workloads

A defensible cloud migration estimate starts with workload evidence, separates ongoing run rate from one-time migration work, and makes pricing and licensing assumptions explicit.

Build a cloud migration estimate from measured workloads, an explicit target design, and comparable scenarios—not from server counts or a calculator total alone. Separate recurring cloud run rate from one-time migration effort, document licensing and pricing assumptions, and reconcile the model against inventory, monitoring, billing, and contracts before using it to approve a migration.

What a defensible estimate needs to show

A useful estimate answers two different questions: what might it cost to operate the workloads in the target environment, and what will it take to move them there? Keep those views distinct so that a one-time transition cost is not mistaken for an ongoing cloud bill.

Model the estimate workload by workload, then roll it up by application, migration wave, or business unit. For every total, readers should be able to trace the included assets, target configuration, utilization assumptions, licensing treatment, pricing assumptions, and time horizon.

  • Recurring costs: modeled compute and storage, software licenses, support, and any discounts or purchase commitments included in the scenario.
  • One-time transition costs: migration effort, shown separately. Google Cloud’s Quick TCO Estimator includes a migration-cost-per-VM input, but that input does not establish a universal cost for real migration work.
  • Dependencies: relationships among applications, servers, and databases that affect which assets belong together and how they can be moved.
  • Uncertainty: assumptions that are unmeasured or subject to change, plus alternative scenarios that show how the estimate moves if those assumptions change.

These categories are a practical model, not a claim that every provider calculator includes every relevant cost. AWS and Google Cloud document different inputs and scenario capabilities in their respective tools.

Estimate the cost in seven steps

1. Set the workload scope

List the applications, servers, databases, storage, and environments included in the estimate. Specify exclusions, such as systems not yet approved for migration, so that a later change in scope is not mistaken for a change in unit cost.

Map dependencies among applications, servers, and databases before defining migration groups or waves. AWS migration guidance recommends inventorying assets and analyzing dependencies before designing target architectures and migration waves. If a dependent service is left out, the estimate may describe an incomplete workload rather than a moveable application group.

2. Measure actual use

Collect representative CPU, memory, and disk read/write usage for each workload. Allocated capacity tells you what has been provisioned; it does not, by itself, establish what the target needs. Capture ordinary operating periods as well as relevant seasonal peaks and batch demand, and record the measurement window so reviewers know what the data represents.

AWS migration guidance calls for fine-grained usage data and actual use when right-sizing. If performance data is missing, label the sizing as an assumption. Google Cloud Migration Center can generate sizing recommendations when asset performance data is unavailable, but a recommendation based on missing measurements is not the same as observed utilization.

3. Define target configurations

For each workload and migration option, specify the proposed compute, memory, storage capacity and performance, network needs, region, and managed-service choices. Note whether the option is a straightforward rehost, a replatform, or a modernization that changes the architecture. Different designs can change both the services being priced and the work required to migrate.

Do not present a default size or tool recommendation as a measured fact. When inputs are incomplete, record the sizing method, the missing evidence, and a plausible lower and higher case for the assumptions that matter most.

4. Resolve licensing and support assumptions

List software licenses by workload and explain whether the scenario assumes bring-your-own-license (BYOL) or a license-included service. Check those choices against actual entitlements and contracts; the appropriate treatment can depend on the workload and license terms. AWS’s Optimization and Licensing Assessment (OLA) describes assessing resource utilization, third-party licensing, application dependencies, performance, and contracts to support sizing and licensing strategy. AWS identifies it as particularly pertinent to Microsoft workload licensing questions.

Also state the support level and any discounts or purchase commitments included in each scenario. A modeled price that assumes a discount or commitment should not be compared with an alternative that omits it without making that difference visible.

5. Price the scenarios consistently

Choose plausible alternatives, such as rehosting versus modernization, different target sizes, or different licensing treatments. Apply the same workload scope and time horizon to each. Change one or more documented assumptions at a time where practical; otherwise a lower total may reflect a different scope rather than a genuinely cheaper design.

For each option, record service configuration, region, utilization, license treatment, discounts or commitments, support, and one-time migration effort. The official provider tools cover different subsets of these decision axes, so a calculator comparison should not be mistaken for a complete comparison of business cases.

6. Show run rate, transition, and time horizon separately

Present recurring operating cost apart from one-time migration work. If the decision depends on the transition period or longer-term economics, show a multi-year view and make the time basis explicit. Google’s TCO material describes annual and five-year views; the appropriate horizon for a decision depends on the organization’s planning needs.

Show sensitivity ranges for uncertain utilization, target sizing, licensing, and other influential assumptions. Do not imply that a single calculator output is a guaranteed bill or a guaranteed saving: Google says actual costs may be higher or lower than a generated estimate, and AWS describes calculator prices as estimates rather than actual quotes.

7. Reconcile and refresh the model

Compare the modeled source baseline with billing records, asset inventory, monitoring data, license entitlements, and contracts. Resolve material gaps or show them as explicit assumptions. Revisit the estimate when source measurements, target design, workload scope, or pricing assumptions change. AWS OLA describes using utilization, licensing, dependencies, performance, and contracts as assessment inputs.

Build a workload-by-workload cost model

A practical model gives each workload a row or record and makes its assumptions reviewable. The categories below are inputs to consider where they apply; they are not a promise that any one calculator captures them all.

Cost or planning item What to record Why it matters
Target compute and storage Proposed configuration, capacity, performance needs, and utilization assumptions. Allocated source capacity alone does not show the resources the workload actually uses or needs in the target.
Software licensing License counts, BYOL or license-included assumption, and the entitlement or contract basis. Different licensing assumptions can materially alter a modeled workload cost.
Support and pricing terms Support level, discounts, and purchase or commitment assumptions. These inputs affect the modeled price and need to be visible when comparing scenarios.
Migration effort One-time work estimate and the basis used to derive it. Separating transition work from recurring run rate prevents unlike costs from being blended together. A provider’s input field does not establish a universal migration cost.
Dependencies and wave Related applications, servers, databases, and proposed migration group or wave. Dependencies affect workload boundaries and the sequence in which assets can be moved.
Evidence and uncertainty Measurement window, source of each important input, missing data, and sensitivity cases. Reviewers can distinguish observed facts from assumptions and see where new evidence could change the estimate.

Choose a calculator or assessment for the question it can answer

Provider tools can help price or assess a defined scenario. Their outputs should be treated as provider-specific estimates, not as a provider-neutral migration business case or a guaranteed bill.

AWS Pricing Calculator Models new workloads or changes to existing workloads; can use historical usage as a baseline and include discounts and purchase commitments. AWS describes region-migration and optimization scenarios. Estimates AWS usage. AWS says calculator prices are estimates, not actual quotes, and depend on service usage.
AWS Optimization and Licensing Assessment (OLA) Assesses current on-premises and cloud environments using utilization, third-party licensing, and application dependencies, and supports sizing and licensing strategy. Useful to investigate sizing and licensing questions, particularly for Microsoft workloads; it is an assessment option, not a universal cost taxonomy.
AWS Migration Evaluator AWS describes inventory-based assessment, projected AWS cost scenarios, and licensing comparisons. An AWS-specific assessment option; its projected scenarios should not be represented as provider-neutral estimates.
Google Cloud Migration Center TCO reports Compares costs across asset groups and migration-preference scenarios. Google says it may recommend sizing when performance data is missing. Keep recommendations based on missing performance data labeled as such, rather than treating them as measured sizing.
Google Cloud Quick TCO Estimator Google documentation describes a Gemini-powered VM and infrastructure estimator with manual inputs or RVTools imports, licensing and migration assumptions, and annual or five-year comparisons. The documentation marks the feature Preview and lists availability in us-central1, europe-west1, europe-west2, and europe-west4. Confirm current availability and limitations before relying on it. Database estimates are based on provided VM infrastructure rather than database-specific engine and size inputs.
AWS Modernization Calculator for Microsoft Workloads Models migration or modernization options for Microsoft workloads. AWS states displayed prices are estimates and actual fees depend on usage.

How to present the estimate for a decision

Put the scope and decision assumptions beside the totals, not in a separate note that can be lost when a figure is reused. A concise estimate pack can include:

  • Included workloads, exclusions, dependencies, and proposed migration waves.
  • Source utilization evidence and its measurement period, with gaps identified.
  • Target configuration and migration pattern for every scenario.
  • License, support, region, discount, and commitment assumptions.
  • Recurring run rate, one-time migration effort, and the selected time horizon as separate figures.
  • Sensitivity cases for the assumptions most likely to change the decision.
  • A reconciliation record showing which inputs were checked against billing, inventory, monitoring, entitlements, and contracts.

There is no general enterprise migration cost or savings benchmark established by the provider materials described here. The defensible estimate is therefore the one built from the organization’s measured workloads and clearly stated assumptions—not an unsupported average or percentage.
