Compare equivalent date ranges, check change history and Google Ads Explanations, then verify budget limits, strategy goals, conversion delay, tracking, and billing before editing again.
Start by defining what changed
Record the metric that moved—cost, clicks, impressions, conversions, cost per acquisition (CPA), conversion value, or return on ad spend (ROAS)—and the date the movement began. Distinguish a single unusual day from a sustained shift. Compare equal-length, contiguous periods, and exclude today when using Explanations: Google does not provide them for a date range containing today because more data may still arrive.
Use the metric tied to the campaign’s goal. For an acquisition goal, focus on conversion volume and CPA; for a value goal, focus on conversion value and ROAS. Google cautions against judging a conversion-focused strategy primarily by dependent metrics such as cost per click or impressions.
Verify what changed in the account
Open change history and inspect campaign settings around the date the shift began. Compare the previous and current setup rather than relying on the campaign’s current state alone.

- Bid strategy and any Target CPA or Target ROAS value
- Average daily budget and the time the budget edit took effect
- Campaign conversion goals, conversion actions, and attribution settings
- Targeting, keywords, audiences, and ad schedule
- Any other edits that coincided with the strategy switch
Google lists changes to settings such as bid strategy, budget, keywords, audiences, and ad schedule among possible causes of performance fluctuations. Change history helps establish what happened and when; it does not, by itself, establish which edit caused the result. See Google Ads’ Search campaign troubleshooting guidance.
Use Explanations to guide the investigation
For eligible campaigns and significant changes, open the explanation from the campaign or ad-group chart and compare periods of the same length. Depending on the campaign, metric, and comparison conditions, Explanations may point to budget changes or optimization, bid-strategy or target changes, conversion delay, auction competition, search interest, day-of-week effects, or change history.
Availability varies, and an explanation is a lead to verify in the account—not proof that one factor alone produced the outcome. Google describes normal variation and common causes in its Explanations help page.

Check whether spend is within budget limits
For most campaigns using an average daily budget, Google’s spending limits allow served costs of up to twice that budget on an individual day and up to 30.4 times it over a month. A day above the stated average budget can therefore be normal overdelivery rather than evidence that the strategy malfunctioned. Exceptions may apply to certain campaign types or account-level spending limits.
Google distinguishes served costs—the cost of clicks or impressions—from billed costs. Its guidance says billed charges for most campaigns do not exceed the applicable daily and monthly limits. Check the account’s budget report and billed-cost reporting instead of treating one day’s served cost as the final amount charged. See Google Ads’ spending-limit guidance.
The budget report can show projected month-end cost and how historical budget changes affected performance and the spending limit. Because a budget edit changes the applicable limits, compare the amount and effective time of the edit with the spend pattern; today’s budget alone may not explain earlier costs. Interpret the new strategy by its goal
A strategy switch changes what Google Ads is trying to optimize. Identify whether the new strategy prioritizes clicks, conversion count, or conversion value, and whether it has a CPA or ROAS target. Maximize Conversions and Maximize Conversion Value without a target seek to use the full budget; CPA or ROAS can consequently move as budget and delivery change. Target-based strategies pursue their stated targets.
Google announced a date-sensitive update to target-based bidding for campaigns marked “Limited by budget.” The global rollout began August 17, 2026, and Google’s FAQ says it was complete by August 27, 2026. Google describes the updated behavior as optimizing more consistently toward the set target, including when budgets are adjusted. A campaign that had been achieving a substantially better CPA or ROAS than its stated target may move closer to that target if the target remains unchanged. Google does not automatically change the advertiser’s target or budget. Check the campaign’s eligibility and the current in-account target tool rather than assuming every campaign is affected. Account for conversion delay before judging results
With conversion-based bidding, auction behavior and spend can react quickly to a target change while reported conversions take longer to arrive. Recent dates may therefore look worse than they will once delayed conversions are recorded. Google recommends waiting one to two conversion cycles after significant bidding or budget changes before evaluating performance.
A conversion cycle is the account’s typical time between an ad click and a conversion, so use the campaign’s observed conversion-delay pattern rather than a universal number of calendar days. Repeated target edits within one cycle make comparisons harder because the newest results are incomplete. Rule out tracking, billing, and market changes
If the change remains unexplained after checking strategy and budget, investigate other possible causes Google identifies:
- Conversion tracking: Check conversion action status and whether the selected action is still firing and being reported as expected, especially if tags or tracking pings changed.
- Billing: Review account payment or billing issues and distinguish served cost from billed cost.
- Policy: Check for policy status changes affecting the campaign or ads.
- Demand and competition: Consider shifts in search interest, auction competition, or day-of-week patterns.
