Before sending an e-invoice, confirm the jurisdiction and transaction rules, choose the recipient’s required model and syntax, map complete source data into a structured message, determine the tax treatment, calculate totals, and validate the generated file with the current rules and code lists. Then test delivery and receiver processing separately. A message that passes a technical validator is not automatically lawful, deliverable, or acceptable to the buyer.
What an e-invoice is—and what it is not
An e-invoice is a structured, machine-readable document intended for automated exchange and processing. It contains defined data elements, codes and relationships rather than only a visual representation of an invoice.

A PDF attached to an email may be an electronic copy of an invoice, but “electronic” by itself does not prove that it satisfies a structured e-invoicing mandate. If a buyer, network or government portal requires a structured format, a PDF alone will normally be insufficient unless an accepted structured file accompanies it.

A syntax binding then expresses that model in a machine-readable format. The European Commission lists UBL 2.1 and UN/CEFACT XML bindings for EN 16931 implementations. A national or sector-specific Core Invoice Usage Specification (CIUS) can add or restrict rules for a particular market.

Start with the legal and operational context
Do not create a generic invoice first and try to make it compliant later. Record the conditions that determine which rules apply.
| Question | Why it changes the invoice | Evidence to record |
|---|---|---|
| Where is the supply treated as made? | Tax treatment, mandatory fields and reporting rules can depend on jurisdiction. | Transaction facts and the tax advice or rule used to decide the treatment. |
| What is the transaction type? | Business-to-government (B2G), business-to-business (B2B) and other transactions can have different mandates, profiles and delivery channels. | Buyer type, sector and any mandate applying on the issue date. |
| Who must receive it? | A public authority, large business or network may prescribe a syntax, CIUS, endpoint or identification scheme. | Buyer specification, onboarding instructions and accepted network. |
| Is a national or sector profile mandatory? | National law may restrict which CIUS a sender or receiver may use. | Current national guidance and the profile identifier. |
| Is this a correction, credit note or special tax case? | References, document types and tax coding differ from a routine invoice. | Original invoice reference, reason and transaction-specific treatment. |
EU-wide public-procurement rules do not create one universal workflow for every private transaction or every country. Confirm local law and the recipient’s own requirements before relying on an EU-level profile.
Choose the model, CIUS and syntax
Core model or CIUS
For an EN 16931 implementation, determine whether the recipient accepts the CORE invoice or requires an applicable CIUS. A CIUS is not merely a different visual template: it can impose additional constraints or select permitted options within the semantic model. The sender must meet the rules of the specification on which the invoice is based.
Syntax binding
Select the syntax that matches both the chosen specification and the receiving channel. Common EN 16931 bindings listed by the Commission include UBL 2.1 and UN/CEFACT XML. Do not convert between syntaxes casually after validation; the syntax, profile and rule set must remain aligned.
- Ask the recipient which syntax and profile identifiers it accepts.
- Confirm the endpoint, transport method and identification scheme before building production output.
- Obtain the current syntax binding, CIUS rules, code lists and validation package as one versioned set.
- Keep the selected versions with your implementation records so an audit can reconstruct which rules were applied.
Map source data into the structured invoice
Create a field mapping from your accounting or order system to the semantic terms and syntax elements. Keep the source value, transformed value, rule and owner auditable. A visual invoice template is not a substitute for this mapping.

| Invoice area | Typical data to map | Validation concern |
|---|---|---|
| Parties | Seller and buyer legal names, addresses, identifiers and electronic addresses | Use the identifier scheme and format required by the profile; do not place a tax number in an unrelated identifier field. |
| Document metadata | Invoice number, issue date, due date, document type and currency | Use the allowed document-type and currency codes and preserve numbering controls. |
| Lines | Item description, quantity, unit, unit price, line extension amount and line tax category | Apply the required decimal precision, unit codes and price-base rules consistently. |
| Allowances and charges | Document- or line-level discounts, surcharges, reasons, bases and rates | Identify whether each amount is an allowance or charge and attach the correct tax category. |
| Tax totals | Taxable bases, tax rates, category codes, exemption information and tax amount | Tax coding must agree with the determined legal treatment and with line and allowance calculations. |
| Monetary totals | Net line total, allowance and charge totals, tax-exclusive amount, tax amount and payable amount | Recalculate from source data under the syntax’s rounding and arithmetic rules. |
| References and payment | Purchase order, contract, delivery reference, payment means and account details | Include mandatory references and permitted payment codes when the profile requires them. |
Populate every mandatory element, express each business meaning once and use only permitted code values. A field that is technically present but semantically wrong is still a defective invoice.
Decide the tax treatment before encoding VAT codes
Tax coding is an implementation step after the legal decision, not a way to make that decision. Establish the applicable treatment from the transaction facts and relevant law, then encode it with the standard’s VAT categories, rates and exemption or reverse-charge information.
Recommended Free Tools
The Commission’s technical guidance explains how a decided VAT treatment should be represented; it does not explain the VAT Directive or recommend how a business should apply VAT. Your mapping should therefore preserve the reasoning or tax determination that produced the selected code.
- Determine whether the supply is taxable, exempt, zero-rated, reverse charged or subject to another treatment under the applicable rules.
- Assign the corresponding category and rate to every affected line and allowance or charge.
- Provide exemption or reverse-charge reasons where the profile requires them.
- Check that tax subtotals reconcile with the lines and that the payable amount reflects the tax result.
Calculate amounts using the selected rules
Generate the structured message first, then calculate or recalculate its totals according to the binding and profile. Do not rely on a rounded display total copied from a PDF.
- Calculate each line extension from quantity, unit price and any line-level adjustment.
- Aggregate line extensions by the required tax category and rate.
- Apply document-level allowances and charges to the correct bases.
- Calculate tax subtotals and the total tax amount using the profile’s precision and rounding rules.
- Derive the tax-exclusive total, tax-inclusive total, prepayments and payable amount as applicable.
- Compare the generated values with the source ledger and retain a reconciliation record.
Differences of a cent can indicate a real rule or mapping error. Investigate the order of operations, decimal precision, tax grouping and rounding location rather than overriding the validator.

Validate the actual generated message
Validation must run against the file that will be issued, not against an earlier export or a manually edited sample. Use artifacts that match the selected syntax, CIUS and code-list versions.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Lock the rule set. Record the specification, syntax binding, profile identifier, code-list release and validator release.
- Generate a test invoice. Export the actual XML or other accepted structured syntax from the production mapping path.
- Run syntax checks. Confirm that the file is well formed and conforms to the selected schema and encoding requirements.
- Run semantic and business-rule checks. Apply the current EN 16931, CIUS, code-list and calculation rules through the appropriate validation artifact.
- Classify findings. Separate blocking errors from warnings and record the rule identifier, field, value and source transaction.
- Correct the source or mapping. Fix the ledger data, transformation or configuration; do not patch the XML by hand in a way that leaves the source systems inconsistent.
- Regenerate and rerun. Validate the newly generated file until all blocking findings are resolved and every warning has a documented decision.
- Archive evidence. Store the issued file, validation result, rule-set versions and relevant source records according to your retention obligations.
The Commission describes validation artifacts as useful at design time and run time because they enable automatic checks against standard rules. The artifacts validate the invoice message instance. They do not certify every legal, operational or receiver-side obligation.
Understand what a passing result does not prove
| Question | What a message validator can establish | What requires a separate check |
|---|---|---|
| Is the XML or selected syntax valid? | Conformance to the schema and represented syntax rules. | Whether the chosen syntax is accepted by this recipient or network. |
| Are required business rules met? | Rules present in the selected EN 16931, CIUS and artifact package. | National obligations or contract requirements absent from that package. |
| Is the VAT treatment correct? | Consistency of encoded categories, rates and calculations with tested rules. | The underlying tax decision, which must be made under applicable law. |
| Will the invoice arrive? | Nothing about network delivery unless a separate delivery test is performed. | Endpoint authorization, transport, acknowledgements, retries and monitoring. |
| Will the buyer process it? | Nothing about the receiver’s complete implementation. | Receiver acceptance, duplicate handling, workflow and payment processing. |
EN 16931 compliance is discussed at document, implementation and specification levels. Consult the standard and the applicable implementation documentation for processing obligations; do not treat a single green validator result as a universal certificate.
Test the complete issue path before production
Run representative transactions through the same systems and channel that will be used for live invoices. Include ordinary invoices and the exceptions your business actually issues.
- Domestic and cross-border supplies where relevant
- Different tax categories and rates
- Line and document allowances or charges
- Multiple currencies, units and decimal quantities
- Credit notes, cancellations and references to an original invoice
- Exemptions, reverse-charge cases or other established special treatments
- Missing, invalid or duplicate buyer identifiers
- Network rejection, timeout, retransmission and receiver acknowledgement scenarios
Verify that the receiving system can parse the file, display a useful human-readable view, associate it with the purchase order and prevent accidental duplicate posting. A successful test should leave an identifiable acknowledgement or rejection record and a recovery procedure for operators.

Use a practical pre-issue checklist
- The supply location, transaction type and recipient requirements are documented.
- The required CORE model or CIUS and syntax are identified.
- The endpoint and transport method are confirmed with the recipient.
- Seller, buyer, identifiers, dates, numbering and currency are complete.
- Lines, units, prices, allowances, charges and references use permitted values.
- The tax treatment was determined before VAT codes were assigned.
- Tax subtotals and payable totals reconcile under the applicable rounding rules.
- The exact generated file passed the current matching validation artifacts.
- Warnings were reviewed and blocking errors removed.
- Delivery, acknowledgement and receiver processing were tested separately.
- The invoice and validation evidence are retained for audit and support.
Keep code lists and validation artifacts current
Syntax bindings, code lists, national CIUS documents and validation artifacts change. The Commission says these resources are governed and updated over time, and its required-syntaxes information indicates that artifacts are published twice yearly. A registry listing is a snapshot, not a promise that the listed package remains newest when you implement.
One registry snapshot describes resources for the 2017 version of EN 16931 and lists UBL 2.1 validation artifacts version 1.3.0. Treat those labels as release information to verify, not as a permanent default. Before implementation and before a substantial rule change:
- Check the official registry for the current artifact package.
- Compare the package’s syntax, profile, code-list and release dates with your recipient’s requirements.
- Run regression invoices through the new validator, including tax exceptions and corrections.
- Review changed rules with tax, accounting and integration owners.
- Deploy with a rollback plan and monitor rejection messages after release.
Version your mapping and validation configuration independently from application code so that an invoice can be reproduced with the rules in force on its issue date.
Compare e-invoicing workflows on the right axes
When evaluating an in-house process, accounting platform or electronic invoicing service, compare capabilities rather than a marketing claim that it is “compliant.”

| Axis | Questions to ask |
|---|---|
| Semantic and syntax support | Does it generate the required EN 16931 model and recipient-accepted syntax? |
| Profile handling | Can it apply the national or sector CIUS and identify the profile in the message? |
| Rule currency | How are code-list and validation-artifact releases obtained, tested and retired? |
| Validation timing | Does it validate during design or import and again at run time before transmission? |
| Tax and corrections | Can it represent the established tax cases, credit notes and document references without manual XML edits? |
| Delivery and processing | Does it support the required endpoint, acknowledgements, retries, monitoring and receiver feedback? |
| Auditability | Can you retrieve the source data, generated file, validation result and version information for a particular invoice? |
The EU registry describes validation artifacts as components used in software and e-invoicing services. Whatever tool you select, responsibility for the jurisdiction, tax decision, data quality and recipient acceptance remains with the issuing business.

Country variation: Poland as an example
National profiles demonstrate why an EU-level workflow cannot be assumed everywhere. The official Poland profile combines EN 16931 with Peppol BIS Billing 3.0 and Poland-specific requirements. It also states that KSeF integration for B2G and B2B transactions begins in 2026. That is a country example, not a rule for all EU invoices; a business issuing in Poland should verify the current KSeF timetable, onboarding conditions and profile rules before relying on a generic EN 16931 export.
Common failure modes and fixes
“The PDF looks correct, but the validator rejects it”
A visual PDF is not the structured message. Export the required syntax from the source system and validate that file.
“The file is schema-valid but fails business rules”
Schema validity checks structure, not every semantic requirement. Inspect mandatory elements, code values, profile constraints and arithmetic assertions.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute“The VAT code is accepted, so the tax is correct”
A permitted code can still be wrong for the transaction. Revisit the legal tax determination, then update the mapping and totals.
“The validator passes, but the buyer rejects the invoice”
Check the recipient’s CIUS, identifier scheme, endpoint, transport acknowledgement and receiver-specific rules. The validator may not represent all of them.
“A previously valid invoice now fails”
Compare syntax, code-list and artifact releases, as well as national profile changes. Re-run regression cases and update the versioned configuration rather than changing individual files.
A defensible release record
For each issued invoice, retain enough information to reproduce the decision: source transaction identifiers, the generated structured file, selected specification and syntax, profile and code-list versions, validation output, tax determination evidence, transmission acknowledgement and any correction history. This record connects technical validation with accounting and legal controls without claiming that a validator replaces them.
