How to Create a Retirement Income Plan That Accounts for Social Security Uncertainty

Create a retirement-income plan that starts with your personal Social Security estimate, compares claiming ages, and tests whether your savings and spending can withstand lower-than-scheduled benefits.

A durable retirement-income plan does not assume that Social Security will either pay every scheduled dollar forever or disappear. Start with your own earnings record and a dated benefit estimate, compare claiming ages, then test the rest of your plan against a clearly labeled reduction scenario. Revisit the inputs when your work, household or claiming plans change, and when a new Trustees Report is issued.

What Social Security uncertainty actually means

The Social Security Administration’s 2026 Board of Trustees Report is a projection under current law and its intermediate assumptions, not a guarantee of what Congress will do. It separates the Old-Age and Survivors Insurance (OASI) trust fund from the combined Old-Age, Survivors and Disability Insurance (OASDI) funds.

Measure 2026 Trustees projection How to use it in planning
OASI reserves Projected to pay full scheduled benefits on time until 2032 Use this as a dated policy baseline, not as a personal payment date.
OASI continuing income after reserve depletion About 78% of scheduled OASI benefits A sensitivity for old-age and survivor benefits; it is not an individual forecast.
Combined OASDI reserves Projected depletion in 2034, assuming transfers between OASI and DI are permitted as needed Useful context for the whole program, but it uses a different fund definition.
Combined OASDI continuing income at depletion About 83% of program cost A separate sensitivity from the OASI figure, not a replacement for it.

Reserve depletion is not the same as benefits falling to zero. The Trustees project continuing program income after reserves are depleted, which would cover only part of scheduled benefits under the report’s assumptions. The report states, “Legislative action will be needed to prevent OASI reserve depletion.” That is a warning about financing and future law, not a prediction that payments end in the depletion year.

Keep the fund labels attached to every number. The 78% OASI estimate and the approximately 83% combined OASDI estimate answer different questions and should not be blended into one percentage. The combined projection assumes that the law will be changed to permit transfers between OASI and Disability Insurance (DI) as needed. Both are assumptions-based projections that can change with legislation, economic conditions, demographics and updated methods.

The Board’s 2026 conclusion also says, “The OASI Trust Fund is projected to have sufficient reserves to pay full benefits on time until 2032.” That sentence describes the OASI reserve projection; it does not say that benefits stop in 2032. Use the report year whenever you quote a depletion year or payable-income percentage. A later Trustees Report may revise those projections, so a number without its date can mislead readers about the current outlook.

Step 1: Build a personal Social Security baseline

Program-wide projections cannot tell you what your household will receive. Your starting point should be your own Social Security record and a benefit estimate generated from your earnings assumptions.

  1. Open your my Social Security account. Review the Social Security Statement and check every year of reported earnings. Missing or incorrect earnings can affect the estimate, so resolve discrepancies with the Social Security Administration before relying on the number.
  2. Record the estimate’s assumptions. Write down your intended stop-work age, future earnings, planned claiming month or age, and the date you generated the estimate.
  3. Compare the built-in claiming ages. SSA’s account tools can show estimates at age 62, full retirement age and age 70, and let you enter different future earnings and a planned start date.
  4. Keep a dollar-basis note. Identify whether each figure is expressed in today’s dollars or future inflated dollars. Do not compare a future-dollar benefit with a today’s-dollar spending gap without converting them to a consistent basis.
  5. Save the output. A dated PDF, printout or spreadsheet gives you an audit trail when you update the plan.

Work through the estimate as a set of assumptions rather than as a single fixed promise. If you expect to keep earning, enter a plausible future earnings pattern and compare it with a scenario in which you stop earlier. Also record the planned benefit start month when available: the comparison is more useful when you know both the estimated monthly amount and when it would begin. A change in stop-work age or future earnings can change the estimate, so note those inputs beside the result.

The manual online estimator is different from the account-based tools: it does not access your earnings record and instead asks you to enter earnings. It can still be useful for a hypothetical career or an alternate work pattern, but label it as an assumption-driven estimate rather than a verification of your record. SSA’s personal account is the better starting point for checking reported earnings and reviewing a statement; the manual tool is useful when you want to model a hypothetical set of earnings.

Today’s dollars versus future inflated dollars

SSA’s estimator can display current-dollar or future inflated-dollar amounts. Future dollars may look larger because they include assumed inflation; that does not mean they buy more. SSA cautions users about relying on inflated estimates when determining other income needs. Select one dollar basis for your retirement budget and use it consistently for Social Security, withdrawals and spending targets.

For example, if a benefit estimate is shown in future inflated dollars but your spending worksheet uses today’s dollars, do not subtract one from the other and call the result a monthly shortfall. Either use estimates and expenses on the same basis or clearly convert both before comparing them. Write the basis in the worksheet heading and on saved estimates so it remains visible when you revisit the plan.

Step 2: Compare claiming ages as plan choices

Claiming age changes the monthly amount, but no government source establishes one universally best age. Compare each option against your household’s cash-flow needs and risks.

Claiming choice Mechanical effect Questions for your plan
Before full retirement age The retirement benefit is reduced. How many years of savings or other income must cover the gap, and can the household sustain that bridge?
At full retirement age The estimate reflects the unreduced retirement amount under the applicable rules. Does starting now simplify cash flow, or would waiting materially improve later-life income?
After full retirement age, before 70 Delayed retirement credits increase the benefit. Can other resources fund the delay, and how does longevity or a spouse’s potential survivor benefit affect the choice?
Age 70 and later Delayed retirement credits stop at 70. What income source replaces Social Security during the bridge, and what other age-70 decisions must be coordinated?

For people born in 1943 or later, SSA’s benefit-computation reference uses an 8% annual delayed-retirement-credit rate. Credits stop at age 70. The exact dollar amount still depends on the worker’s earnings record, birth date, claiming month and the assumptions in the current calculator. Year-specific examples and bend points in a computation reference are not substitutes for a current personal estimate.

Compare the monthly lifetime-income amount shown by SSA, the number of years of other income needed before benefits start, household longevity assumptions, and family-benefit implications where relevant. These are dimensions for evaluating a choice, not a formula that dictates one answer. The cited SSA material explains the benefit mechanics and provides estimates; it does not choose an optimal claiming age for a particular person or household.

Evaluate the bridge, not just the eventual check

For every claiming age, calculate the years between stopping work and the first benefit payment. Identify which resources fund that interval: cash, taxable investments, retirement accounts, part-time earnings or another dependable source. Then test whether those resources can cover essential spending without forcing an otherwise avoidable change during a market decline.

Be specific about the bridge. A worksheet entry such as “use savings” leaves important questions unanswered: how much is assigned to the interval, how long must it last, and what happens if the planned work income changes? List the amount or source you expect to use and the period it must cover. If a choice depends on continued earnings, make that dependence visible rather than treating it as guaranteed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Include household consequences where relevant. A claiming decision can affect a spouse’s income and a survivor’s later benefit. Model the people who may rely on the higher earner’s record rather than judging an option solely by the claimant’s first monthly payment. The comparison should identify which household member’s estimate is being considered and note any spouse or survivor implications that matter to the family.

Do not overlook Medicare at 65

Delaying retirement benefits does not remove the need to address Medicare enrollment at age 65. Put a Medicare decision checkpoint on the same calendar as your Social Security claiming comparison, even if you continue working or postpone benefits. Treat this as a separate timing task: waiting to claim Social Security is not a reason to omit the age-65 Medicare checkpoint.

Step 3: Turn the Trustees projections into a stress test

Use your official personal estimate as the baseline, then add a reduced-benefit sensitivity. The 2026 report’s 78% OASI and approximately 83% combined OASDI figures provide dated context for a downside exercise, but they are not personal benefit forecasts.

A simple illustration

Suppose a household’s dated baseline estimate is $3,000 per month in the dollar basis used for its budget. A 78% sensitivity would be $2,340 per month ($3,000 × 0.78), while an approximately 83% sensitivity would be about $2,490 per month ($3,000 × 0.83). These calculations are illustrations chosen for planning; they do not predict what that household will receive or imply that both fund scenarios apply simultaneously.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run the exercise with your own estimate and state which percentage, fund definition and report date you used. Keep the baseline and sensitivity visible in the same worksheet so a future update does not accidentally replace one with the other. If you show both percentages, keep them in separate cases and explain that OASI and combined OASDI describe different fund groupings. Do not present either percentage as an official individual-level reduction forecast.

Identify the gap and its levers

For each scenario, compare dependable income with essential spending first. If the reduced-benefit case creates a gap, list the specific levers available to close it:

  • Continue working or use part-time earnings for a defined period.
  • Delay claiming and fund the bridge from identified savings or other income.
  • Reduce, postpone or sequence discretionary spending.
  • Reconsider the timing of large purchases or other cash-flow commitments.
  • Coordinate the claiming decision with a spouse’s income and potential survivor needs.

The point is not to predict the eventual policy outcome. It is to know which action you would take if benefits were lower than the baseline, and how much lead time that action requires. If a possible adjustment would take time—such as changing work plans or deferring a large purchase—write down the trigger for considering it rather than waiting until a cash-flow gap appears.

Separate essential and flexible spending

A single annual spending number hides resilience. Divide the budget into expenses that must be paid and expenses that could be delayed or reduced. Test the lower Social Security income against essential costs first, then decide which flexible categories would change in the sensitivity case. This makes the plan operational rather than a headline percentage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not assume that every shortfall can be solved by the same action. The useful response depends on the size of the gap, when it appears, and which resources the household can actually change. The purpose of the exercise is to identify a plausible response in advance, not to promise that a particular withdrawal rate, portfolio mix, cash reserve, annuity or tax strategy will work for everyone. The 2026 Trustees Report and SSA calculators do not establish a universal answer for those broader retirement-planning decisions.

Step 4: Compare complete scenarios in one worksheet

A side-by-side worksheet prevents a claiming age from being judged in isolation. Include at least these columns:

Column What to enter
Claiming start Age and, when known, month benefits begin.
Monthly SSA estimate The amount from the current account-based estimate, with its date and dollar basis.
Bridge period Years and months funded before benefits begin.
Bridge resources The savings or other income specifically assigned to that period.
Household effects Spouse, survivor or other family-income implications that apply.
Reduced-benefit sensitivity The labeled percentage, fund definition and report year used for the stress test.
Medicare checkpoint The action and date for handling enrollment at 65.
Decision conditions The event that would cause you to revisit the choice, such as a work change or new estimate.

Use the same dollar basis and spending assumptions across the rows. Otherwise, a difference that appears to come from the claiming choice may actually come from mismatched inflation assumptions or a change in the household budget. Add the planned stop-work age and expected future earnings assumptions, too, so the estimates can be understood later without reconstructing how they were made.

Review the scenarios for resilience, not for a single break-even age. A plan that leaves no bridge resources, assumes uninterrupted earnings or relies on an unexamined dollar conversion can fail even when its projected lifetime total looks attractive. A worksheet is useful when it makes those dependencies easy to see: what must happen, what resource funds the interval, and what change would prompt a new comparison.

SSA identifies EBRI’s Ballpark E$timate Online as a basic savings-needs estimator. It can be one tool for thinking about broader retirement savings needs, but it is not a substitute for your SSA earnings record or a personalized benefit estimate. First verify the Social Security figure with SSA, then use any additional estimator as a separate input to the larger plan. Do not assume that a tool or service is endorsed by SSA beyond the specific description it provides.

Step 5: Establish an update calendar

Save the date of every estimate and report used. Recheck the earnings record and benefit estimate when your work plans, earnings, intended claiming date or household circumstances change. SSA says its benefit calculators are updated periodically, so a saved result is not permanently current.

When a new Trustees Report is published, replace the old depletion-year and payable-income context with the new dated figures. Do not silently carry forward the 2026 numbers. Keep a change log showing what moved: your earnings, the claiming month, the dollar basis, the report assumptions or the law.

A practical update routine can be brief: check that your statement still reflects the earnings record, refresh the estimate if your future work or start date has changed, and revisit the reduction sensitivity when the Trustees Report changes. If none of those inputs has changed, retain the saved estimate with its date rather than presenting it as newly generated. The goal is not constant recalculation; it is to know which assumptions the current plan rests on.

Common planning errors and fixes

Treating reserve depletion as a zero-benefit date

Why it fails: The Trustees project continuing income after reserves are depleted. Fix: describe the risk as a possible reduction from scheduled benefits and label the relevant fund and report year.

Mixing OASI and combined OASDI percentages

Why it fails: The 78% OASI and approximately 83% combined figures use different fund groupings and assumptions. Fix: show them in separate rows and use one explicitly selected sensitivity in a household worksheet.

Using a generic estimate instead of the earnings record

Why it fails: A manual calculator depends on entered assumptions and may not reflect your reported earnings. Fix: verify the record in my Social Security and use the account-based estimate as the baseline.

Comparing mismatched dollar bases

Why it fails: Inflation-adjusted future dollars can make an income gap appear smaller or larger when spending is stated in today’s dollars. Fix: convert every income and spending figure to one clearly labeled basis.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choosing an age without funding the bridge

Why it fails: Delaying benefits raises the later monthly amount but creates years that must be funded elsewhere. Fix: list the bridge years and the exact resources assigned to them.

Forgetting Medicare while delaying benefits

Why it fails: Postponing retirement benefits does not eliminate the age-65 Medicare decision. Fix: add enrollment timing to the claiming worksheet and calendar.

Treating an old estimate as permanently current

Why it fails: SSA calculators are updated periodically, and work or household assumptions may change. Fix: date every estimate and refresh it when its inputs or circumstances change.

What this process can—and cannot—tell you

This framework can show how your household cash flow behaves under a dated baseline and a transparent reduction sensitivity. It cannot determine future legislation, guarantee a particular payment percentage or select an optimal claiming age for every family. The Trustees Report supplies program-level projections; SSA calculators supply an estimate based on your record and assumptions. Your plan should keep those evidence levels distinct.

The practical outcome is a retirement-income plan with explicit assumptions: a verified earnings record, a dated benefit estimate, a consistent dollar basis, a funded bridge for the selected claiming age, a household and Medicare checklist, and a defined response if Social Security income is lower than scheduled.

Frequently Asked Questions

Will Social Security benefits stop when reserves are depleted?

No. The Social Security Administration’s 2026 Trustees Report projects continuing income after reserve depletion. It estimates that continuing income would cover 78% of scheduled OASI benefits after OASI reserve depletion in 2032; the separate combined OASDI projection is about 83% of program cost at projected depletion in 2034. These are program-level projections under stated assumptions, not personal benefit forecasts.

How do I get a personal Social Security benefit estimate?

Sign in to my Social Security, review your Social Security Statement and check your reported earnings. SSA’s account tools can compare estimates at age 62, full retirement age and 70, and let you enter future earnings and a planned start date. The manual online estimator does not access your earnings record; it asks you to enter earnings yourself.

Should I claim Social Security early or wait until 70?

There is no universally best age established by the cited SSA material. Claiming before full retirement age reduces the monthly retirement benefit; delaying beyond full retirement age increases it through delayed retirement credits, which stop at 70. Compare the monthly estimate and bridge period with your household’s income needs, longevity assumptions and relevant spouse or survivor considerations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does delaying Social Security mean I can delay thinking about Medicare?

No. SSA’s claiming guidance says delaying retirement benefits does not remove the need to address Medicare enrollment at age 65. Put a separate Medicare checkpoint on your calendar even if you continue working or postpone Social Security.

Can I use the 2026 Trustees percentages as my own benefit estimate?

No. The 78% OASI and approximately 83% combined OASDI figures describe different program fund groupings and are not individual forecasts. You can use one, clearly labeled by fund definition and report year, as a planning sensitivity alongside your own SSA estimate.

The Bottom Line

Build the plan from your verified SSA earnings record, compare dated estimates at different claiming ages on a consistent dollar basis, and identify how you would fund any bridge or respond to a lower-benefit scenario. Keep OASI and combined OASDI projections separate, note the Trustees Report year, and revisit the numbers when your circumstances or SSA’s projections change.
