How to Create a Retirement Budget That Accounts for Social Security Cuts

A Social Security shortfall projection is not an individual benefit-cut forecast. Build a retirement budget around your own estimate, then test how a clearly labeled lower-benefit scenario affects household cash flow.

Build your retirement budget around your own Social Security estimate, then test whether it still works with a lower benefit. The Social Security Administration’s 2026 Trustees report projects that combined Social Security reserves will be depleted in 2034, when continuing income would cover about 83% of scheduled benefits under the report’s intermediate assumptions. That is a program-level financing projection—not a decision to cut every person’s check by 17%. A budget with a baseline and a clearly labeled lower-benefit scenario can help you see what a shortfall might mean for your household and what choices could improve your margin.

What the Social Security shortfall projection means for your budget

The 2026 Social Security Trustees report projects reserve depletion under its intermediate assumptions. It does not predict an individualized benefit reduction for you, and it does not say that Social Security will have no money to pay benefits after reserves are depleted. The distinction matters: the report projects that continuing income would cover part of scheduled benefits, while the date and amount of any actual change depend on future law, economic conditions, and later projections.

There are also separate funds and dates to keep straight. The 2026 report projects that the combined Old-Age and Survivors Insurance and Disability Insurance funds (OASDI) will deplete their reserves in 2034, with continuing income then covering about 83% of scheduled combined benefits. The Old-Age and Survivors Insurance fund (OASI), which pays retirement and survivor benefits, is projected to deplete in 2032, when continuing OASI income would cover 78% of scheduled OASI benefits. The Disability Insurance (DI) fund is legally separate, and the report projects its reserves will last through the 75-year projection period. These are different projections, not interchangeable figures.

For household retirement planning, the OASI projection is the more directly relevant of the two fund-specific descriptions because it includes retirement and survivor benefits. The combined OASDI figure is frequently cited as the broad Social Security outlook. Neither percentage should be treated as an enacted across-the-board reduction or as a forecast of your own future check. Congress could change the law, and subsequent Trustees reports may revise the projected dates and payable shares.

In the 2026 Trustees Report summary, the Social Security and Medicare Boards of Trustees explain: “Trust fund depletion dates are a common way of tracking the status of the trust funds since, if annual income is not sufficient, full scheduled benefits in the law cannot be paid after trust fund reserves are depleted.” For budgeting, the practical response is to use your own estimate as the baseline and test a lower-benefit case rather than assume either that your current estimate is guaranteed in full or that it will definitely be reduced by a particular percentage.

How much Social Security should you include in a retirement budget?

Use a personalized estimate tied to your earnings record and the age or date you are considering claiming. The Social Security Administration estimated the average monthly retirement benefit for retired workers at $2,071 for January 2026. That is a population average for that month, not an estimate for your household; substituting it for your own benefit can materially distort a budget.

Start with the estimate for each person whose benefit could support household spending. Depending on your circumstances, that may include your own retirement benefit, a spouse’s benefit, or a survivor benefit. Do not add a potential spouse or survivor benefit as certain income unless you have verified how it applies to your household. Include other expected income separately—such as pensions, annuities, wages, and planned withdrawals—so a Social Security stress test does not accidentally reduce income from unrelated sources.

Check the estimate and earnings record

Use a my Social Security account to review your earnings record and compare estimates at different claiming ages or dates. The record is important because the estimate depends on your reported earnings history; correct errors through the Social Security Administration rather than building a long-term plan around a record you believe is wrong. The SSA online calculator can also estimate benefits and show amounts in today’s or future inflated dollars.

Keep the units consistent. If expenses are entered in today’s dollars, use a benefit estimate expressed in today’s dollars for a direct comparison. If you choose future inflated dollars, express income and expenses on the same basis and over the same time horizon. The SSA calculator cautions: “Use caution when using inflated dollar estimates to determine other retirement income sources you may need.” A number that looks larger because it is expressed in future dollars does not, by itself, mean it will cover more purchasing power.

Budget the amount available to spend

A headline benefit estimate is not necessarily the amount deposited in your account. Medicare Part B premiums may be deducted from a monthly Social Security benefit, and taxes may be due on benefits. Account for applicable deductions and taxes when estimating spendable cash. Because the actual net amount depends on your circumstances, do not apply a single assumed deduction to every household; use your own current statements and tax assumptions, and revisit them as they change.

Build a retirement budget before applying a cut scenario

First establish what the household expects to spend and receive under its ordinary plan. A cut scenario is useful only if the baseline is complete: otherwise a gap may reflect missing annual expenses, an overstated benefit, or income counted twice rather than the Social Security assumption itself.

1. Capture a full year of spending

Separate recurring essentials, flexible or discretionary spending, irregular costs, and debt payments. Essentials might include housing, utilities, food, insurance, and health costs; flexible spending could include travel, dining, or hobbies. Include annual bills and expenses that arrive unpredictably, such as repairs or replacements, by converting a reasonable annual amount into a monthly budget line. For example, if you expect to spend $1,200 over a year on an irregular category, reserve $100 per month for it. This is a budgeting example, not a benchmark for what a household should spend.

Use statements, bills, and recent spending history rather than relying only on memory. Distinguish costs that are genuinely fixed from those that could be changed, and note when a cost is expected to begin or end. A mortgage payment that ends during retirement, for instance, should not be treated as a current recurring expense forever; equally, a planned expense should not disappear merely because it has not started yet.

2. List income by source and timing

Record Social Security separately from pensions, annuities, wages, savings withdrawals, and other expected sources. For each, note when it is expected to begin and whether the amount is gross or net of deductions. If one person plans to claim later, include the income needed to cover the gap before that benefit starts. A household can have a sustainable long-run income total and still face a cash-flow problem during the years before a later benefit begins.

3. Compare monthly cash flow, not just annual totals

Convert annual income and spending to monthly equivalents for a first-pass comparison, but also check due dates and the timing of deposits and large bills. Calculate the monthly margin as expected spendable income minus planned expenses. A positive average does not guarantee that cash will be available in the month a large annual bill is due; the monthly reserve for irregular expenses helps address that timing mismatch.

How to run a Social Security cut stress test

Keep one baseline budget using personalized estimates, then make a copy for a lower-benefit scenario. Label the assumption prominently and change only the Social Security income being tested. This makes the result interpretable: if the stress-case budget changes several assumptions at once, it is harder to tell what is driving the difference.

  1. Record the baseline. Enter personalized benefit estimates at the claiming dates you are considering, plus other income and full-year expenses. Distinguish gross benefits from spendable income after relevant deductions.
  2. Select a sensitivity assumption. If you want a simple test based on the 2026 Trustees report, you can use 83% of the scheduled combined benefit as an illustrative scenario, while clearly labeling it as the 2026 combined OASDI projection at reserve depletion—not a personal forecast or an enacted reduction. For a retirement-and-survivor-focused sensitivity check, the report’s separate OASI projection is 78% at its projected 2032 reserve depletion. Do not mix the combined-fund 2034 figure with the OASI 2032 figure.
  3. Apply the assumption only to the Social Security amount being tested. Do not reduce pension income, savings, or the entire household budget by the same percentage. If using the combined projection as an illustration, apply it transparently to the scheduled benefit amount in the scenario and state what you have included.
  4. Recalculate net cash and the monthly margin. Account for any relevant deductions and taxes under the scenario, then compare income with expenses. Do not assume that the gross difference equals the net difference in what the household can spend.
  5. Find the gap and decide what to examine. Identify the size and timing of any shortfall, the expenses that are flexible, and the possible income or timing decisions that could address it. Keep each change as a separate version of the budget so you can see its effect.

For a simple arithmetic illustration only, if a hypothetical scheduled monthly benefit were $2,000, 83% of that amount would be $1,660, a $340 difference. This does not predict any individual’s benefit or establish what the household would receive; it only shows how to calculate a labeled sensitivity case. Your own estimate, other income, taxes, deductions, and future law all matter.

What to do if the lower-benefit budget has a gap

A shortfall is a planning signal, not proof that one particular solution is right. Work through the budget in a way that protects essential needs and makes the trade-offs visible.

  • Separate essentials from adjustable spending. Identify discretionary categories that could be reduced, delayed, or varied from year to year. Avoid treating every category as equally flexible if doing so would compromise health, housing, or other necessities.
  • Review debt and housing costs. Include scheduled debt payments and the dates they end. Consider whether a change to debt repayment or housing plans is realistic for your situation rather than assuming a payment can simply be removed.
  • Compare claiming dates and retirement timing. The SSA says people can apply for retirement benefits between ages 62 and 70, and the monthly amount increases the longer they wait, up until age 70. A later start can mean a higher monthly benefit but also means the household needs a plan for income before payments begin. Compare the monthly estimates, the years of payments assumed in your plan, household longevity assumptions, the effect on a spouse or survivor, and the role of work, taxes, and Medicare-related deductions. The available information does not establish a universally best claiming age.
  • Test work income, savings withdrawals, and other resources. Model any planned wages or withdrawals with their timing and limits in mind. Do not count the same savings as both an emergency reserve and a recurring income source. If you are considering a complex mix of taxes, withdrawals, and benefit timing, an individualized review from a qualified retirement-planning professional may help.
  • Recheck the whole plan after a change. A reduction in one expense or a later benefit start can shift costs into another year. Review the annual and monthly cash flow together before deciding that a single adjustment closes the gap.

How to compare Social Security claiming ages in your budget

The SSA’s retirement-planning materials say the monthly amount is higher the longer you wait to apply, up until age 70. Use your personal estimates to compare the ages or dates you are actually considering rather than relying on a generic average. A larger later monthly amount is only one part of the decision: the budget must also fund the period before benefits begin.

  • Payment duration: Test the plan against household longevity assumptions rather than assuming that one monthly amount is best for every lifespan.
  • Spouse and survivor effects: Consider whether the choice could affect income available to a spouse or survivor and verify the applicable benefit details.
  • Work, taxes, and deductions: Include relevant effects on the household’s actual net cash rather than comparing only gross benefit estimates.

This comparison helps expose trade-offs; it does not settle them without your household’s health, resources, and goals. The available estimates can show alternative amounts, but no one claiming date is established as right for every reader.

Keep the budget current as estimates and assumptions change

Review the budget at least once a year and whenever a significant household change occurs. Update actual spending, irregular-cost reserves, expected income, the SSA estimate, Medicare-related costs, and tax assumptions. Check the Trustees outlook again rather than treating the 2026 projection as a permanent schedule; it is based on assumptions and may change in later reports or with changes in law.

Keep a simple record of what each scenario assumes: estimate date, benefit start date, dollar basis, assumed payable share, and which income sources were changed. That note prevents an illustrative sensitivity test from being mistaken later for a government forecast of the household’s actual benefit. If the budget depends on a narrow margin, check it more often than annually so that spending or timing decisions are based on current information.
