You can convert a HELOC balance to a fixed rate only if your lender and account agreement allow it. The option may apply to some or all of your balance, and it may keep the HELOC open rather than replace it with a separate home equity loan. Ask your lender for the account-specific terms and a written payment illustration before deciding.
Can I convert my HELOC to a fixed-rate home equity loan?
Sometimes—but the phrase can describe two different transactions. A lender may let you fix some or all of an existing HELOC balance under a conversion feature, while leaving the revolving credit line in place. A separate home equity loan is generally a new, lump-sum loan with its own terms; it does not automatically continue or replace your HELOC. The Consumer Financial Protection Bureau (CFPB) explains the differences between the two credit structures here.
Federal Regulation Z commentary recognizes that an initial HELOC agreement may provide for converting part or all of the balance to a fixed rate during the draw period. That means lenders can offer the feature, not that every lender must offer it or that every account qualifies. The CFPB’s interpretation of Regulation Z § 1026.40 says: “If the initial agreement provides for a repayment phase or for other payment terms such as options permitting conversion of part or all of the balance to a fixed rate during the draw period, these terms must be disclosed pursuant to §§ 1026.6 and 1026.40, and not under subpart C.”
Can I lock in my HELOC rate?
Ask your current lender whether your specific account has a fixed-rate conversion or fixed-rate advance feature. A fixed-rate option may set terms for a selected balance without converting the entire line into a conventional home equity loan. The conversion’s rate-setting method, term, fees, payment schedule and eligibility rules depend on the lender and agreement.

For example—not as a market-wide rule—UMB describes an option that can fix up to three separate balances, with a $5,000 minimum converted balance and a maximum 20-year principal-and-interest term. UMB also says the converted balance may return to the current variable rate when its fixed term ends; the remaining HELOC may stay available during the draw period. Terms, rates, fees and geographic eligibility may vary. See UMB’s product information for that lender’s details.
How to check whether conversion fits your account
- Review your documents. Find your HELOC agreement, latest statement and any amendments or conversion addenda. Look for a fixed-rate conversion or advance provision, the draw-period end date and the repayment terms.
- Ask the lender about availability and eligibility. Confirm whether conversion is offered on your account, whether it can cover the full balance or only a portion, any account-standing requirements, and the deadline to request it. Ask whether minimum or maximum conversion amounts apply.
- Get the complete terms in writing. Ask how the rate is set, whether there is a conversion fee, how long the fixed term lasts, whether payments amortize principal, what prepayment rules apply, and whether unused credit remains available or repayments replenish it.
- Confirm what happens at the fixed term’s end. Depending on the product, the balance might be paid off, remain under fixed terms or revert to a variable rate. Do not assume which outcome applies; check the agreement and ask the lender.
- Request a payment illustration. Ask for the balance, rate, APR where applicable, payment amount, repayment term, fees and total cost. Compare the written offer with a separate home equity loan or refinance only after getting actual terms for those options too.
What to compare before accepting a fixed-rate option
Compare the payment path and total cost, not just the rate offered today. The CFPB’s HELOC brochure and comparison worksheet identifies costs and terms to examine, including upfront charges, closing costs, annual or transaction fees, early termination fees, prepayment terms, fixed-rate conversion availability and payments during both the draw and repayment periods.

- Rate and duration: What rate applies, how is it determined, and how long does it stay fixed?
- Balance covered: Can you fix the whole outstanding balance or only a selected portion?
- Payment and amortization: What is the monthly payment, and does it pay down principal over the stated term?
- Fees and total cost: Include conversion charges and any other applicable fees or closing costs.
- Access to remaining credit: Does unused credit stay available, and do payments restore borrowing capacity?
- Terms after the fixed period: Does the balance get repaid, continue at the fixed rate or return to a variable rate?
- End-of-draw and exit terms: Check balloon or renewal provisions, prepayment rules and any early termination charge.
A separate home equity loan is a different, lump-sum product. Compare its written rate, payment, fees, term and lien effects with the HELOC conversion rather than treating it as an automatic continuation of the line.
What happens when the HELOC draw period ends?
When the draw period ends, you may no longer be able to borrow against the line. Depending on your agreement, payments may shift to principal-and-interest amortization, the rate may reset, or a balloon payment may be due. These changes can raise the required payment, so ask for the projected repayment-phase payment and any balloon, renewal or conversion terms well before the draw period ends. Do not assume the line will renew or that refinancing will be available.

The Federal Reserve and other agencies addressed risks for HELOCs nearing the end of their draw periods in 2013 interagency guidance, including the possibility of payment shock. Your agreement controls the terms of your account.

A fixed rate does not by itself establish that a conversion will lower your rate or payment, or that another loan will be approved. If you are having trouble making mortgage payments, the CFPB advises speaking with a housing counselor before taking on additional borrowing secured by your home. Whether interest is deductible depends on current tax guidance and your circumstances; a rate conversion alone does not establish deductibility.
