Compare savings accounts using the balance you expect to keep and the way you expect to use the account—not just the advertised APY. Check which APY applies at that balance, distinguish the minimum to open from thresholds for avoiding fees or earning a rate, and subtract any charges your likely activity could trigger. Then verify the details in each institution’s current account-opening disclosures and fee schedule. This guide focuses on U.S. deposit accounts; terms and rates can change.
Start with the return you can actually earn
An advertised annual percentage yield (APY) is useful only if its conditions match your situation. If an account pays different rates at different balance levels, the headline figure may apply only to one tier. Your first task is to identify the APY that applies to the balance you reasonably expect to maintain—not the largest number shown in an advertisement.
As an Amazon Associate I earn from qualifying purchases.
For a meaningful comparison, use the same expected balance and the same expected account activity for every account you consider. A higher APY may be less valuable if you cannot meet its balance condition, if it applies only to part of your balance, or if charges offset the interest. Conversely, an account with a lower advertised rate could fit better if its terms match your balance and use.
Record every rate condition
- Write down the APY that applies to your expected balance.
- For tiered rates, note the balance range for each tier and whether the tier applies to the whole balance or is calculated another way, as described in the disclosure.
- Record any relationship, eligibility, or other condition attached to the advertised rate.
- Note what happens if your balance falls below a threshold: the APY may change, a fee may apply, or both, depending on the account terms.
Regulation DD requires disclosures about APY and minimum-balance requirements. FDIC guidance says that for tiered accounts, the minimum balance for each tier should appear close to the applicable APY. Use the account’s actual disclosure to match each rate with its qualifying balance rather than relying on a summary that separates the two.

When two accounts advertise rates differently, put the qualifying conditions beside the APY before comparing them. A rate with a balance threshold or relationship qualification is not directly comparable to a rate available under different conditions until you know which one you can meet. If the disclosure does not make clear what happens to the balance below a tier, ask the provider how the rate is calculated rather than assuming that the highest APY applies to every dollar.
Separate the three kinds of minimum balance
“Minimum balance” can refer to different requirements. Do not treat one minimum as proof that you have met the others. Ask separately about the amount needed to open the account, the amount needed to avoid a fee, and the amount needed to earn a stated APY.
| Requirement | What it determines | What to verify |
|---|---|---|
| Minimum to open | Whether you can establish the account with your initial deposit. | The required opening deposit, when it must be made, and whether it is separate from any ongoing balance condition. |
| Minimum to avoid a fee | Whether a maintenance or low-balance charge may apply. | The threshold, the fee below it, how the institution measures the balance, and any waiver conditions. |
| Minimum to earn a stated APY | Whether your balance qualifies for the quoted rate. | The applicable balance tier, what happens below the threshold, and whether the rate applies to the entire balance or is otherwise calculated. |
An account can have one, two, or all three types of requirements. A low opening minimum does not necessarily mean you can avoid ongoing fees with a small balance. Likewise, meeting a fee-waiver threshold does not automatically establish that you qualify for the advertised APY. The institution must disclose how it determines the relevant balance, so compare the exact calculation as well as the dollar threshold.
For each minimum, write down both the dollar amount and the consequence of missing it. The consequence may be a fee, a different APY, or another term set out in the account documents. This makes it easier to spot accounts where a threshold is easy to meet at opening but difficult to maintain, or where a fee waiver and an APY tier require different balances. Do not collapse those details into one field labeled “minimum.”
Check how the balance is measured
A threshold is only useful if you know when and how the provider checks your balance. A minimum might depend on an average daily balance, or the balance might need to remain above the threshold at all times. Those methods can produce different results for someone whose balance rises and falls during the month.
If your balance fluctuates
- Look for the balance-calculation method in the account disclosure or fee schedule.
- Check the period over which an average is calculated, if the account uses an average daily balance.
- Ask whether a deposit or withdrawal made during the period can cause a fee or change the rate tier.
- Compare the rule with your actual cash-flow pattern, including planned transfers and irregular expenses.
Do not assume that a balance which is above the minimum on the day you check will satisfy a requirement measured over a longer period or continuously. If the wording is unclear, ask the institution to explain how it applies the threshold and confirm the answer in the current account terms.

Consider the balance you are likely to keep after withdrawals, not only the amount you plan to deposit initially. For example, if you intend to use the account for occasional purchases or emergency expenses, compare the threshold rule with the possibility that a withdrawal temporarily lowers the balance. This is not a prediction that a fee or rate change will occur; it is a way to test whether the account’s stated measurement method fits your expected behavior.
Compare fees against your likely use
Interest is only one part of an account’s financial result. A monthly maintenance charge, low-balance fee, or charge associated with excess savings withdrawals or transfers can reduce what you earn. A fee may also exceed the interest credited over the same period, particularly when the balance is modest or the account has little activity. Compare fees you might actually trigger, not just the fee schedule’s longest list.
The CFPB notes that banks and credit unions may charge service fees on savings, checking, or money market accounts. Its consumer guidance, last reviewed September 13, 2024, states: “Banks and credit unions are allowed to charge you a monthly maintenance or service fee or service charge for having a savings, checking, or money market account.” The relevant question is therefore not whether a fee is possible in general, but which fees apply to the particular account and whether you can meet a waiver condition.
Build an activity-based fee check
- Monthly maintenance: Record the amount and the exact conditions, if any, that waive it.
- Low-balance charge: Note the threshold and whether it uses an average balance, a daily balance, or another disclosed method.
- Withdrawal or transfer charges: Check whether the institution charges for activity beyond a stated limit and what transactions count.
- Other likely charges: Read the complete fee schedule for charges connected to the way you plan to fund, access, or maintain the account.
Do not assume a fee is waived simply because you satisfy a condition that sounds similar. For example, a balance requirement to avoid a monthly fee may be different from the balance needed for a particular APY. Record each waiver separately and identify whether it recurs or must be met for a particular measurement period, as the provider’s terms specify.
Make the fee review specific to your own activity. If you expect few withdrawals, focus on the fee schedule’s maintenance and low-balance terms as well as any charges that could apply to those occasional transactions. If you expect more transfers or withdrawals, check the account’s stated limits and charges closely. The purpose is not to assume that every possible fee will apply, but to identify the charges that your planned use could realistically bring into play.

Decide what the savings account is for before comparing providers. An account used mainly for emergency reserves or infrequent purchases may have a different practical fit from one used to pay routine expenses. If you expect frequent day-to-day transactions, review the account’s withdrawal and transfer terms carefully and include any applicable charges in your comparison.

CFPB guidance suggests using checking for day-to-day activity and savings for emergency funds or infrequent purchases when transaction charges are a concern. That is a decision aid, not a rule that every savings account has the same transaction limits or charges. Verify the specific account terms and consider whether a separate transaction account better fits routine spending.
Use a consistent comparison worksheet
Before choosing, fill out the same fields for every account. Use provider documents rather than an old rate listing or a third-party summary when a term affects your decision.
| Comparison field | What to enter | Why it matters |
|---|---|---|
| APY at expected balance | The rate and its qualifying balance tier, plus any conditions. | It is the return relevant to your likely balance, not necessarily the headline rate. |
| Opening minimum | The deposit required to establish the account, if any. | Shows whether you can open it with the funds you have available. |
| Fee-avoidance minimum | The threshold, fee below it, balance method, and waiver conditions. | Shows the risk of charges as your balance changes. |
| APY minimum | The threshold for the stated rate and what applies below it. | Separates rate eligibility from fee eligibility. |
| Balance calculation | Average daily balance, balance maintained at all times, or another disclosed method. | Shows how a fluctuating balance may affect fees or rate eligibility. |
| Likely activity fees | Applicable charges for maintenance, low balances, withdrawals, transfers, and other expected use. | Connects the fee schedule to your behavior. |
| Waivers | Each waiver condition and how often it must be satisfied. | Prevents assuming that one qualifying condition waives every charge. |
| Documents checked | Date reviewed and the current account-opening disclosure and fee schedule. | Creates a record of the terms you used; rates and terms can change. |
Use one scenario for every account: the same starting balance, an estimate of how that balance may fluctuate, and the same expected pattern of withdrawals and transfers. For each provider, record the applicable APY and any qualification, then note which likely fees could apply and which waivers you can reasonably meet. If your scenario changes—for example, you decide to keep a larger reserve or make more frequent withdrawals—update the comparison rather than relying on a ranking built around different assumptions.

This worksheet does not need to produce a single perfect forecast. Its value is that it exposes differences that headline rates can hide: one account may require a different balance to earn its advertised APY, another may have a fee you could trigger, and a third may use a balance-measurement method that fits your cash flow better. Where terms cannot be confirmed from the documents, leave the point unresolved and ask the institution instead of filling in a guess.
Estimate the effect without treating it as a guarantee
You can use a simple estimate to understand why the APY and fee terms need to be considered together. If a balance remained unchanged for a year and the APY also remained unchanged, multiplying that balance by the APY gives a rough estimate of the interest for that period. This is an illustration, not a promise of what an account will pay: balances can change, rates can change, and account-specific terms determine how interest is calculated and credited.
Then account for charges your expected use could trigger. If you cannot determine the likely fee impact from the published terms, do not silently assume it is zero; ask the institution. Avoid comparing a gross interest estimate for one account with an after-fee result for another. The purpose of the estimate is to make assumptions visible, not to forecast a guaranteed return.

Keep the assumptions side by side with any estimate: the balance used, the APY assumed, whether you expect that APY to remain unchanged, and the fees included. Do not use a market average as a substitute for an account’s quoted rate, and do not present a rough calculation as a promised outcome. A like-for-like estimate can help organize the choice, but the current provider terms remain the basis for what the account actually pays or charges.

The CFPB explains that Regulation DD is intended to help consumers comparison-shop for deposit accounts. It requires disclosures about APY, interest rates, minimum-balance requirements, account-opening disclosures, and fee schedules. These documents are the practical source for checking the conditions that a short advertisement may not show.
- Get the current account-opening disclosures. Find the APY, rate conditions, balance tiers, minimums, and balance-calculation method for the account you intend to open.
- Get the current fee schedule. Identify maintenance, low-balance, excess withdrawal or transfer, and other charges relevant to your planned use.
- Match terms to your worksheet. Resolve any difference between a summary, advertisement, and formal disclosure before deciding.
- Ask about unclear conditions. Request an explanation of how a threshold is measured, what activity counts, or when a waiver applies.
- Recheck before submitting the application. Confirm that the APY and terms still match the documents you reviewed, because provider rates and offers can change.
Keep the dated documents or a copy of the terms you relied on. If the account’s rate or conditions change later, that record helps distinguish the terms you reviewed from the current offer.
When asking the provider for clarification, make the question concrete: which balance is used for a threshold, over what period it is measured, what happens if the balance drops below it, and whether a waiver applies to that specific fee or rate condition. Check the answer against the disclosure and fee schedule before opening. The CFPB’s Regulation DD overview explains the role of these disclosures, but the provider’s current account documents contain the terms for the account you are considering.
Use market averages only as context
The Federal Deposit Insurance Corporation (FDIC) listed a national savings deposit rate of 0.39% in a table dated March 16, 2026. This is a dated national statistic, not an October 2026 account quote, a prediction of what an individual account will pay, or a recommendation about what rate to accept. It can provide broad context, but a specific account’s current disclosure and your own balance and activity are more useful for the decision.
Common comparison mistakes
- Choosing by the headline APY: Check the tier and conditions that apply to your expected balance.
- Confusing an opening deposit with an ongoing minimum: Record opening, fee-avoidance, and APY thresholds separately.
- Ignoring how balances are measured: A fluctuating balance may fail a continuously maintained threshold even when it is usually above it.
- Counting a fee waiver twice: Verify each waiver condition independently; one minimum may not satisfy another requirement.
- Assuming low activity rules are universal: Check the individual institution’s terms for withdrawals, transfers, and related charges.
- Using stale rate information: Confirm the current APY and fee schedule directly with the provider before opening.
- Treating a national average as a target: A broad benchmark does not account for the account’s conditions or your personal needs.
Make the decision using your own scenario
After completing the worksheet, compare each account under one consistent scenario: your expected balance, the way that balance may fluctuate, and the withdrawals or transfers you anticipate. Identify the applicable APY, the chance of falling below any relevant threshold, and the fees your expected use could trigger. If important terms remain unclear, the account is not yet comparable; get the provider’s explanation before relying on an advertised rate.

The strongest choice is the account whose current terms fit your likely balance and behavior after fees—not simply the one with the most prominent APY. Keep the comparison grounded in the official disclosures, since this method evaluates terms rather than ranking or surveying current savings offers.
Frequently Asked Questions
Which APY should I use when comparing savings accounts?
Use the APY that applies to the balance you expect to maintain, including any tier, relationship, or eligibility condition. For a tiered account, check the disclosure to see the qualifying balance for each APY and how the rate applies. Do not assume the headline rate applies to your whole balance.
Is the minimum to open the account the same as the minimum to avoid fees?
Not necessarily. Compare the minimum opening deposit, the minimum balance needed to avoid a fee, and the balance required to earn a stated APY separately. Each can have a different threshold and consequence, so verify each in the account-opening disclosure and fee schedule.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsHow can I tell whether my balance will meet a minimum?
Check how the institution measures the balance. A threshold may use an average daily balance or require the balance to stay above a specified amount at all times. If your balance fluctuates, compare that method and its measurement period with your expected deposits and withdrawals.
What fees should I include in a savings account comparison?
Check monthly maintenance and low-balance fees, charges for activity beyond stated withdrawal or transfer limits, and other fees relevant to how you plan to fund and access the account. Note the amount, the conditions that trigger each fee, and any waiver requirements. Compare likely charges against the interest estimate rather than assuming fees are zero.
Is the FDIC’s 0.39% savings rate a current account quote or a recommended target?
No. The FDIC listed a national savings deposit rate of 0.39% in a table dated March 16, 2026. It is dated market context, not a quote for an individual account or a recommendation. Verify the APY and terms in the provider’s current documents before opening.
The Bottom Line
Compare the APY you can earn at your likely balance, keep opening, fee-avoidance, and rate-eligibility minimums separate, and account for fees tied to your expected activity. Check how balances are measured and verify current account-opening disclosures and fee schedules directly with each provider. A headline rate or dated national average is context—not a guarantee of what your account will earn.
